Dong Hai fishing port is a type 3 port that has been put into operation since 1996. Up to now, due to the rapid increase in the number of fishing vessels with about 450 vessels, it has become overloaded, causing difficulties for vehicles entering and leaving the port. The existing traffic, drainage, wastewater treatment, and seafood classification systems have seriously degraded, failing to meet the needs of fishermen's fishing activities. After Resolution No. 37/NQ-HDND of the province was issued, the Department of Agriculture and Rural Development urgently directed the Management Board of Fishing Port Exploitation to urgently overcome the existing problems. Accordingly, the Department has advised the Provincial People's Committee to approve the policy and allocate about 9.3 billion VND to repair and fix some urgent works at the port. Currently, the Department of Planning and Investment and the Department of Finance are considering balancing capital sources for implementation. In addition, in 2023, the province has allocated 1 billion VND to repair internal roads and treat wastewater, basically overcoming environmental pollution at the port. Particularly, the dredging of channels, ship mooring areas, and storm shelters, which are being implemented in the form of socialization, are completing legal procedures for construction.

After listening to the comments of the functional agencies, local leaders and some fishermen in the area; concluding the supervision session, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Department of Agriculture and Rural Development to strengthen coordination with relevant departments, branches and localities to comprehensively review the current difficulties and shortcomings of the port's operations to advise the Provincial People's Committee to issue a plan to direct and promptly resolve them. In particular, focusing on proposing to allocate investment funds, upgrade appropriate works for each stage; assess, estimate reserves and speed up the bidding process to call for businesses to participate in dredging the channel; strictly manage the leasing of premises, production and business activities of establishments and households in the port area; pay attention to environmental sanitation issues, and separate anchoring channels for ships and boats to ensure safety. Research and calculate the possibility of expanding port operations to neighboring areas, in order to gradually complete the planning, meet the needs of anchorage and fishing logistics services, and create momentum for the effective and sustainable development of the fisheries industry.
