The second draft of the political report of the 15th Provincial Party Congress, term 2025-2030, continues to closely follow the outline of the political report of the Content Subcommittee; basically comprehensively assesses all aspects of Party building; clearly states the shortcomings, limitations, causes, and lessons learned; proposes solutions, directions, goals, and targets for implementation in the next term. On that basis, at the conference, members of the Thematic Group analyzed, discussed, and commented on a number of contents related to a number of titles and topics in the political report structure; viewpoints, goals, tasks, solutions, especially new guiding viewpoints to supplement the draft political report. Comments emphasize lessons learned in innovating the Party's leadership methods, the government's executive capacity, and consolidating national solidarity.

Comments on the areas of organizational work, personnel work and cadre assessment in practice; work to prevent and combat corruption, negativity and waste; administrative reform in the Party and digital transformation in Party building work; mechanisms for coordination, supervision, prevention, social criticism and comments on Party building. At the same time, propose highlighted contents, bright spots and breakthroughs in this term and solutions to promote in the next term.

At the conference, members of the thematic group also discussed and agreed on a plan to organize a thematic workshop, expected to be held in early December 2024 with the content of a comprehensive, objective and honest assessment of the situation and results of the work of building the Provincial Party Committee for the 2020-2025 term; identifying advantages, limitations, causes and lessons learned, proposing solutions and tasks for the work of building a clean, strong and comprehensive Provincial Party Committee for the 2025-2030 term; contributing and supplementing the draft thematic report on Party building. Thereby, contributing to the construction and completion of the Party building report to serve the political report submitted to the 15th Provincial Party Congress, term 2025-2030.

Speaking at the conference, the Standing Deputy Secretary of the Provincial Party Committee highly appreciated the sense of responsibility, urgency and positivity of the members of the thematic group, especially the efforts of the standing and synthesis department to help gradually complete the draft political report of the 15th Provincial Party Congress. He requested the members of the thematic group to continue to clearly define their responsibilities, review, evaluate, comment, supplement and directly participate so that the draft political report is completed to ensure that it meets the requirements. In addition, continue to research and supplement the assessment of all aspects of Party building work to draw truly profound lessons; pay attention to the content of summarizing theory and practice, especially in the fields of propaganda, internal affairs, inspection and supervision, and the work of gathering and uniting the people.

Regarding the organization of the thematic workshop, he requested that agencies, units, and members of the Thematic Group closely follow the assigned tasks and urgently prepare the content, program, and discussion content for each field. Districts, city Party Committees, affiliated Party Committees, Party Executive Committees - Party Delegations, and units with discussion content in the workshop closely follow the orientation, invest in improving the quality of discussion content to propose good models, effective methods, key tasks and solutions, and breakthroughs in each field of Party building work of the Provincial Party Committee. Thereby, helping the Provincial Party Committee to correctly and substantially assess the results of Party building work of the Provincial Party Committee for the 2020-2025 term; identify the advantages, limitations, causes and lessons learned, and propose feasible and appropriate tasks and solutions for the new term.
