Implementing the Housing Development Program for the period 2021-2025, the province has identified housing development targets. The land fund for housing development by 2025 is about 696.89 hectares and by 2030 is about 638.16 hectares. The total capital needed for housing development by 2025 is 29,026.47 billion VND and by 2030 is 44,128.49 billion VND. The province has also planned 18 land plots with a scale of 67.2 hectares for social housing. Currently, the province has 10 apartment buildings with established management boards. Of which, 3 apartment buildings were put into use since 2015 and 7 apartment buildings were completed and put into use before 2015; there are no apartment buildings built before 1994.

In the province, there are 5 real estate trading floors that are qualified to operate, 79 enterprises are operating in the field of real estate trading and brokerage. The Department of Construction has granted real estate brokerage practice certificates to 239 individuals. To date, there have been no cases of handling violations or revoking real estate brokerage certificates for practicing individuals.
In order to gradually bring unburnt building materials closer to businesses and people, the Provincial People's Committee has directed the acceleration of the implementation of unburnt brick factories. Up to now, construction projects using state budget capital have ensured that 100% of the total projects use unburnt bricks. Projects using other sources of capital currently account for about 10% of projects that are required to use unburnt bricks.

At the meeting, the Provincial People's Committee proposed that the Ministry of Construction provide guidance for implementation of projects with a scale of less than 20 hectares or that have not yet formed residential units. At the same time, consider a mechanism for evaluating and classifying urban areas based on the total score of the criteria, ensuring that it is consistent with the actual situation of the locality. Propose that the Central Government consider supporting the province's budget for planning work, contributing to the completion of construction planning projects. Have mechanisms and policies to support businesses in training human resources in design; support investors in the province to access sustainable financial resources for the production of unburnt bricks.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee presented some difficulties of the province in implementing regulations and laws in state management of construction, construction materials, and land filling. The province has also proactively taken solutions to remove difficulties for projects. Ninh Thuan is determined to promote the development of urban projects, hoping that the Ministry of Construction will support and help the province attract and call for large, potential investors to invest.
The delegation recognized the efforts of the locality in state management of the construction sector. There have been many improvements and rapid development in housing and urban projects. The delegation also noted that the province needs to pay attention to ensuring strict procedures for investment in housing projects; especially ensuring compliance with planning, land allocation, land lease, and selection of investors. Allocate land funds for social housing projects. Promote the advantages of construction investment to create resources for development.

Regarding social housing policy, the province needs to focus on implementing and achieving the set goals. Regarding the housing support program for poor and disadvantaged households, the province should soon implement and have a written proposal to have a basis for integrating additional support for people to ensure a unified level of support. The province needs to review and propose to remove difficulties and obstacles in housing and real estate projects to find solutions, avoiding waste and slow project completion. In managing the local real estate market, it is necessary to pay attention to managing future housing business activities, with a correct perception and assessment of the market. For construction materials, it is necessary to clearly separate them from minerals to manage them in accordance with regulations.
