The delegation from the Ministry of Construction worked with the Provincial People's Committee.

On the afternoon of November 28th, a delegation from the Ministry of Construction, led by Deputy Minister Nguyen Van Sinh, worked with the Provincial People's Committee to inspect compliance with legal regulations in state management of the construction sector. Ms. Le Huyen, Vice Chairman of the Provincial People's Committee, received and worked with the delegation.

Implementing the Housing Development Program for the period 2021-2025, the province has set targets for housing development. The land fund for housing development is projected to reach approximately 696.89 hectares by 2025 and 638.16 hectares by 2030. The total capital required for housing development is estimated at VND 29,026.47 billion by 2025 and VND 44,128.49 billion by 2030. The province has also planned 18 land areas totaling 67.2 hectares for social housing. Currently, the province has 10 apartment buildings with established management boards. Of these, 3 have been in use since 2015, and 7 were completed and put into use before 2015; there are no apartment buildings constructed before 1994.

In the province, there are 5 real estate trading floors that meet the business requirements, and 79 enterprises currently operating in the real estate business and brokerage sector. The Department of Construction has granted real estate brokerage licenses to 239 individuals. To date, there have been no cases of violations or revocation of real estate brokerage licenses for practicing individuals.

In order to gradually bring non-fired building materials closer to businesses and people, the Provincial People's Committee has directed the acceleration of the development of non-fired brick factories. To date, 100% of construction projects using budget funds have ensured the use of non-fired bricks. For projects with other funding sources, the current rate is approximately 10% for projects where the use of non-fired bricks is mandatory.

During the meeting, the Provincial People's Committee requested the Ministry of Construction to provide guidance on the implementation of projects with a scale of less than 20 hectares or those that have not yet formed residential units. They also requested consideration of a mechanism for evaluating and classifying urban areas based on the total score of various criteria, ensuring it aligns with the local situation. Furthermore, they requested the central government to consider providing budgetary support to the province for planning purposes, contributing to the completion of construction planning projects. They also requested mechanisms and policies to support businesses in training personnel in design and to assist investors in the province in accessing sustainable financing for the production of non-fired bricks.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee presented some of the difficulties the province faces in implementing regulations and laws in state management of construction, construction materials, and land leveling. The province has also proactively implemented solutions to overcome difficulties for projects. Ninh Thuan province is determined to promote the development of urban projects and hopes that the Ministry of Construction will support and help the province attract large, financially strong investors.

The delegation acknowledged the local authorities' efforts in state management of the construction sector. There have been many improvements and rapid developments in housing and urban infrastructure. The delegation also noted that the province needs to pay close attention to ensuring strict procedures for investing in housing projects; especially ensuring compliance with planning, land allocation, land leasing, and investor selection. Land should be allocated for social housing projects. The province should leverage its advantages in construction investment to create resources for development.

Regarding social housing policies, the province needs to focus on achieving the set goals. Concerning the housing support program for poor and disadvantaged households, the province should promptly submit a proposal to establish a basis for integrating additional support for the people, ensuring a consistent level of assistance. The province needs to review and propose solutions to address difficulties and obstacles in housing and real estate projects to avoid waste and delays in project completion. In managing the local real estate market, attention should be paid to managing the business of future housing projects, with a proper understanding and assessment of the market. For construction materials, a clear distinction from minerals is necessary for proper management according to regulations.
