The City People's Committee has just issued Plan 105/KH-UBND to organize fireworks displays in the Art Program "Hai Phong - Lighting up the heritage land" at the Red Flamboyant Flower Festival - Hai Phong 2024.
Accordingly, the fireworks display program to celebrate the Red Flamboyant Festival - Hai Phong 2024 is associated with the 69th Anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2024), aiming to create a joyful and exciting atmosphere to serve the city's people during the Festival, while contributing to tourism development, promoting the image of the city, Hai Phong people and developing the city's economy and society in a sustainable direction.
Specifically, the fireworks display will be held at the Political - Administrative Center Square, North Song Cam New Urban Area, Thuy Nguyen District, Hai Phong City for 15 minutes on the evening of May 11, 2024 (Saturday). Of which, the number of fireworks will be 500 high-altitude fireworks and 150 low-altitude fireworks. The funding for the display will come from social mobilization.
The City People's Committee requests that departments, branches, localities and units coordinate closely, prepare thoroughly and comprehensively and organize fireworks displays according to the Plan, ensuring security and order; saving, efficiency, high artistic quality, absolute safety for people, weapons, equipment and property.
The fireworks display to celebrate the Red Flamboyant Festival takes place to create a joyful and exciting atmosphere to serve the city's people during the Festival.
The City People's Committee requests the City Military Command to receive fireworks and equipment from the 21 Chemical Company Limited, Ministry of National Defense; arrange and use means of transporting equipment and human resources to the firing location in accordance with regulations. Arrange equipment and firework firing sites; the Military Control force coordinates with the City Police force to ensure safety at the fireworks firing area...
The City People's Committee assigned the City Police to ensure security and order, protect the safety of the fireworks display area, arrange forces and vehicles to guide and protect the vehicles transporting the fireworks according to the contract of the City Military Command. Develop a plan, deploy forces and vehicles to ensure security and order, prevent and fight fires at the display site; from 7:00 a.m. on May 11, 2024 until the end of the fireworks display.
Be ready to promptly handle any fire outbreaks in residential areas and areas where activities to celebrate the Red Flamboyant Festival - Hai Phong 2024 are being held. Coordinate with the Department of Transport to organize traffic flow and regulate traffic on roads related to the fireworks display area; ensure safety for delegates and people traveling and watching the fireworks (must be at least 100m away from the fireworks display site).
The City People's Committee requested the Department of Culture and Sports to unify the fireworks display program, do a good job of propagating the time the city organizes fireworks displays so that all classes of people can watch and enjoy the Red Flamboyant Flower Festival - Hai Phong 2024. The Department of Health organizes 1 ambulance and a permanent medical team at the fireworks display site, ready to promptly handle situations; deployment time is from 7:00 a.m. on May 11, 2024 until the end of the fireworks display mission.
The Urban Development and Civil Construction Investment Project Management Board shall hand over the site to ensure sufficient conditions for the fireworks display site before May 9, 2024. Coordinate with Thuy Nguyen Power Company to ensure a stable power source for the display and supply to the lighting system (from the general power grid and backup power source by generator) during the preparation and practice of the display from 07:00 on May 11, 2024 until the end of the fireworks display task.
Hai Phong Electricity One Member Co., Ltd. directs Thuy Nguyen District Electricity to coordinate with the Urban Development Project Management Board and Civil Works Construction Investment to ensure stable power supply for the fireworks display and supply to the lighting system (from the general power grid and backup power source by generator) during the preparation and practice of fireworks display from 7:00 a.m. on May 11, 2024 until the end of the fireworks display task.
The City People's Committee assigned Hai Phong Telecommunications to ensure communication at the city's Fireworks Command Center (ensuring 2 communication signal lines) to promptly lead and direct the task of installing equipment at the site and practicing fireworks.
The city's mass media agencies propagate the task of fireworks display to celebrate the Red Flamboyant Festival - Hai Phong 2024. Hai Phong Radio and Television Station coordinates with Vietnam Television Station to organize live broadcast of fireworks display program to serve the people.
The City People's Committee requested the People's Committees of Thuy Nguyen, Hong Bang and Ngo Quyen districts to direct police and military units to grasp the local situation, maintain security, social order and safety in the fireworks display area and organize activities to celebrate the Red Flamboyant Festival - Hai Phong 2024. The People's Committee of Thuy Nguyen district propagated to the people to strengthen fire prevention and fighting work, and at the same time organized civil defense teams to be ready to handle fire situations in the area.
