The Provincial Party Committee and the Provincial Party Standing Committee have institutionalized the contents of Resolution No. 25 and Conclusion No. 43 into documents to comprehensively lead and direct the mass mobilization work. They have directed the establishment of the Steering Committee for the emulation movement "Skilled Mass Mobilization" at 3 levels; established 16 model village, hamlet, and street Mass Mobilization Teams; continued to maintain the orderly and effective operation of the Steering Committees: Religious work; implementation of the Grassroots Democracy Charter; and the emulation movement "Skilled Mass Mobilization". They have paid attention to organizing dialogues and ad hoc dialogues with cadres, union members, association members, and people; directed relevant levels and sectors to promptly resolve and handle people's recommendations, proposals, complaints, and denunciations.

The mass mobilization work of the political system in the province has been innovated and achieved practical results. Cadres doing mass mobilization work, the Fatherland Front and socio-political organizations from the province to the grassroots have been consolidated and improved. The activities of the Fatherland Front and socio-political organizations have many innovations and creativity, bringing direct and practical benefits to union members. The mass mobilization work of the armed forces has achieved many good results.

Patriotic emulation movements have been promoted, especially the emulation movement "Skillful Mass Mobilization" associated with studying and following Ho Chi Minh's ideology, morality and style through practical actions, increasingly going into depth, becoming a common movement of the entire political system and receiving the support and active participation of all classes of people in the province. Many effective models have had the power to spread, creating motivation, encouragement and motivation for the majority of people to respond. Up to now, the whole province has built 1,635 models, typical of "Skillful Mass Mobilization" in all fields.

The results achieved in mass mobilization work have contributed to promoting democracy, firmly consolidating people's trust in the Party, creating high consensus in society, contributing to socio-economic development, maintaining security, national defense and building the political system in the province.

In their discussions at the conference, delegates focused on a number of contents: Innovation in leadership and direction of implementing mass mobilization work by authorities at all levels and state agencies; mass mobilization work in the armed forces, associations and unions; mobilization of religious dignitaries and followers to participate in patriotic emulation movements; promoting the strength of the people in building the political system, developing the socio-economy, building model new rural areas, etc. Thereby affirming and clarifying the results achieved after 10 years of implementing Resolution 25, 5 years of implementing Conclusion 43 in the province; at the same time, proposing solutions to more effectively implement mass mobilization work in the coming time.

Speaking at the conference, Deputy Head of the Central Committee for Mass Mobilization Nguyen Lam commended, acknowledged and highly appreciated the results and creative ways of Ninh Binh in implementing Resolution No. 25 and Conclusion No. 43, making important contributions to the overall achievements of the whole country in innovating mass mobilization work.

Regarding the tasks in the coming time, the Deputy Head of the Central Committee for Mass Mobilization suggested that Ninh Binh province continue to attach importance to the work of building a clean and strong Party; focus on building a contingent of cadres with strong political will, scientific working methods, and well implementing the motto "Respect the people, be close to the people, understand the people, learn from the people and be responsible to the people". Continue to grasp the people's situation, focus on ethnic and religious work. Leaders at all levels must regularly meet, dialogue, sincerely listen and promptly resolve the legitimate and just aspirations of the people. Well implement the motto "People know, people discuss, people do, people inspect, people benefit". Improve the quality of mass mobilization work, well implement the Regulations on Democracy at the grassroots level. Strengthen mass mobilization work of State agencies and authorities at all levels. Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated the opinions expressed at the conference. At the same time, he requested to seriously absorb the direction of the Deputy Head of the Central Committee for Mass Mobilization, promptly complete the draft report and concretize it into an action program, contributing to effectively implementing the requirements and tasks of mass mobilization work in the coming time.

The Provincial Party Secretary affirmed: Mass mobilization work in the province over the past 10 years has had many important changes, demonstrating its comprehensiveness. Accordingly, along with specialized mass mobilization activities, mass mobilization activities in other fields have become increasingly effective and of high quality; affirming the leadership role of the Party Committee and the government in mass mobilization work.

Emphasizing the difficulties, challenges and requirements for mass mobilization work in the new situation, the Provincial Party Secretary noted: Mass mobilization work in the new situation also sets higher requirements for quality and efficiency.
