Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh made the above comments at the workshop "Solutions to improve the quality of labor resources in Soc Trang province in the period of 2023-2025, with a vision to 2030", held on September 18.

At the workshop, Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh said that when the Covid-19 pandemic broke out, the labor market was severely affected. At times, the labor supply decreased seriously, including in the Mekong Delta in general and Soc Trang province in particular.
According to Deputy Minister Le Van Thanh, during the Covid-19 period, the National Assembly and the Government issued many resolutions, thereby supporting 120,000 billion VND to 68 million workers and 1.4 million employers.
"To implement the policy, Soc Trang and other localities have had to work very hard, but this work is very meaningful, helping people stabilize their lives and ensure social security. After that, workers can also feel secure returning to the labor market," Deputy Minister Thanh shared.
At the workshop, Chairman of the People's Committee of Soc Trang province Tran Van Lau said that vocational education, job creation and improving the quality of labor resources in the province have not yet met the practical requirements and production and business of enterprises in both the short and long term.
"Although the province's labor competitiveness index in 2022 increased by 2 levels compared to 2021, it is still low. The classification of post-secondary students has not met requirements. The rate of the province's laborers migrating and working outside the province is quite high...", Mr. Lau pointed out the problems and said that these are issues facing the province's labor and employment sector.
According to Mr. Lau, according to the plan by 2030, the province will have dozens of industrial parks, industrial clusters and many key projects and works invested in, thousands of newly established enterprises... with a need to recruit 66,000 workers.
"This reality requires preparing a high-quality labor force to meet the needs of businesses," the Chairman of Soc Trang province raised the issue.

There are many jobs abroad, but the supply of human resources is difficult.
Presenting solutions to Soc Trang province, Deputy Minister Le Van Thanh said that localities need to review and proactively issue specific mechanisms and policies on employment, vocational education and social security, focusing on three contents: labor skills, satisfactory employment, and sustainable social security.
"Employment service centers need to connect between provinces and regions, ensuring both quantity and quality of supply for economic development," Deputy Minister Thanh emphasized.
In training, the locality needs to focus on investing in improving the capacity of Soc Trang Vocational College to become a high-quality school, meeting the locality's high-quality human resources, aiming to meet the requirements of economic and social development of the region.
Deputy Minister Le Van Thanh also suggested that the province pay attention to sending workers to work abroad under contracts.
"Currently, the overseas job market is abundant, but the domestic labor supply is difficult, not because of a lack of people but because of limited recruitment methods and awareness of working abroad," the Deputy Minister suggested creating a source for businesses and organizations to come to Soc Trang to recruit workers.
He cited Japan, Korea, and Taiwan as three markets that ensure good income, train skilled workers, and later become good human resources to return to serve the locality.
According to the Deputy Minister of Labor, Invalids and Social Affairs, Soc Trang still faces many difficulties in reducing poverty. Therefore, the province needs to create livelihoods, develop production, create jobs, and generate income for people to escape poverty.
"The province is recommended to encourage and have a mechanism to support businesses to invest and develop production and service models with the participation of poor and near-poor households in rural areas," Deputy Minister Le Van Thanh suggested.
