This morning, July 1, in Huong Hoa district, the People's Committee of Quang Tri province solemnly held a ceremony to launch the force participating in protecting security and order at the grassroots level. Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong; Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam; Director of the Provincial Police, Colonel Nguyen Duc Hai; leaders of the Vietnam Fatherland Front Committee of the province, departments, branches and sectors; leaders of Huong Hoa district and 448 members of the grassroots security and order protection teams in Huong Hoa district attended the ceremony.

The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was promulgated by the National Assembly and took effect from today; the Provincial People's Council promptly issued Resolution No. 38/2024/NQ-HDND dated June 28, 2024 on Regulations on criteria for establishment, number of members and levels of support and training for members of security and order protection teams at the grassroots level, creating an important legal basis, contributing to ensuring synchronization, unity and effectiveness in perfecting the organization and performing the tasks of the forces participating in protecting security and order.

The force participating in protecting security and order at the grassroots level is made up of civil defense forces, part-time commune police, and civil defense team leaders and deputy leaders, or is selected according to the provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
This is one of the mass forces, arranged in villages and residential groups as the core to support the commune-level police, helping the grassroots Party committees and authorities in protecting security and order and building a mass movement to protect national security.

Through the stages of construction and growth, generations of part-time communal police, civil defense, and militia in Huong Hoa district as well as the whole Quang Tri province have made many contributions to ensuring security and order, fire prevention, and building a strong grassroots political system.
Before the Law on Forces Participating in Security and Order Protection at the Grassroots Level took effect, the whole province had 977 part-time commune police officers, 813 members of the civil defense force and more than 1,500 civil defense team leaders and deputy captains (Huong Hoa had 196 part-time commune police officers, 99 civil defense force members and 145 civil defense team leaders and deputy captains) participating in supporting the police force in ensuring security and order and fire prevention and fighting at the grassroots level.
Although going through many stages of formation, construction and development with different regulations on organizational structure, name, policies..., these forces have all affirmed their core and important role in supporting the government and the People's Public Security force in participating in ensuring security and order and building a mass movement to protect national security at the grassroots level. Many brave groups and individuals directly participated in attacking and suppressing crimes, with many achievements in the work, were commended by the Ministry of Public Security, the Provincial People's Committee, the Provincial Public Security and all levels.

Speaking at the ceremony, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized: In the context of the complicated and unpredictable developments in the world and in the country, the task of ensuring national security and maintaining social order and safety is increasingly posing many difficulties and challenges, requiring the joint efforts of the entire political system and the whole society. In particular, ensuring security and order at the grassroots level is very important, helping to promptly handle incidents arising right at the grassroots level, not allowing them to become hot spots and complications.
Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested that, after the launching ceremony, the Provincial Police continue to effectively and synchronously implement the provisions of the Law on Forces Participating in Security and Order Protection at the grassroots level, related guiding documents and the Resolution of the Provincial People's Council recently passed at the 25th session, on June 28, 2024 on the criteria for establishment, number of members and support and compensation levels for members participating in the security and order protection team at the grassroots level in the province.

Direct the police of districts, towns and cities to advise local Party committees and authorities to strengthen training, professional guidance, coordination capacity, and organize the implementation of tasks according to the provisions of law.
Propose that the Ministry of Public Security provide a list of support tools for security and order protection teams at the grassroots level according to regulations. Propose that relevant departments, branches and sectors; District People's Committees, based on their assigned functions, tasks and powers, complete security and order protection teams at the grassroots level with sufficient numbers, ensuring standards and criteria, suitable to the practical situation of each locality to create the best conditions for this force to fulfill its tasks well.
For the force participating in protecting security and order at the grassroots level, it is necessary to always be vigilant and ready to deal with any situation that may arise. Continuously study, improve professional capacity, professional ethics, internal solidarity and be exemplary in all actions.
Actively support the commune-level police to grasp the situation of violations of the law on security and order, social evils, domestic violence; fire prevention and fighting, rescue activities; in administrative management of social order; support and coordinate patrols to ensure security and order, traffic safety.
