Streamlining the apparatus - the order of life

In early November 2024, General Secretary To Lam wrote an article with a title that included very simple keywords but expressed a decisive mission: “Refined - Lean - Strong - Effective - Efficient”. That is to streamline the apparatus of the political system.

1. The General Secretary's article is less than 3,000 words but has outlined very clearly the organizational model of our country's political system and the operation of that apparatus. Not only that, the article also points out the cumbersomeness and hierarchy of the apparatus, of administrative agencies at all levels, leading to overlap, unclear division of functions and tasks, thus unclear responsibilities, "encroachment"... and the inevitable consequence is "causing obstacles, even creating bottlenecks, missing development opportunities. The cost of operating the organizational system is large, reducing resources for investment in development, ensuring national defense, security, improving the material and spiritual life of the people" - the General Secretary stated in the article.

The General Secretary pointed out: “The shortcomings, limitations, slowness, and lack of determination in implementing the policy of innovation and restructuring the apparatus of the political system have caused many serious consequences. The cumbersome apparatus causes waste and hinders development, which is one of the reasons why many of the Party's policies are slow to be put into practice or some policies are not implemented or are implemented in practice.”

The General Secretary requested to focus on summarizing 7 years of implementing Resolution No. 18 of the 6th Conference of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". The spirit is to seriously and comprehensively assess the situation; results achieved, advantages, disadvantages, limitations, obstacles, causes and lessons learned in the process of implementing the Resolution; propose and recommend to the Politburo and the Central Executive Committee on innovation and reorganization of the apparatus of the political system.

The article “Refined - Lean - Strong - Effective - Efficient” by the General Secretary clearly affirms the viewpoint of our Party, of the leader of our Party on an urgent and important issue related to the strength of the political system; and the strength of the system is the foundation for the cause of national construction and development in the new period. Only when the system is strong can it meet the requirements, tasks; functions, tasks, powers, organization, working relationships between agencies in the system; between State agencies and the non-public system...

2. We have steadily gone through the subsidy period with the old-style planned economy and gone through nearly 40 years of renovation with many outstanding achievements. That is undeniable. However, after nearly 40 years, the world order has changed, leading to changes in economic relations between major countries; between major countries and developing countries... The lessons learned from 40 years of renovation are enormous. One of them is institutional renovation; the focus is on renovation of the organization of the political system - this is considered one of the basic conditions, deciding the success of the country's renovation.

The system's apparatus is becoming increasingly cumbersome, its efficiency is not high; the overlapping of functions and tasks to the point that 3 ministries manage 1 chicken egg (something that has been discussed many times in the National Assembly forum) and many times the eggs have unknown origins but still do not decrease. Or the story of sand and gravel that 5-6 ministries are researching together but no one is in charge. Or the story of a birth certificate that 5-6 agencies are participating in. It shows the reality that our apparatus is not streamlined or refined, and from there it leads to clearly poor performance and efficiency.

Those vivid realities, but also not so good memories for people and businesses, have shown: It is time to reorganize the apparatus in the direction of Streamlining to make the apparatus stronger and work more effectively. That has become an order.

In his article, General Secretary To Lam said: The intermediate level leads to time wasted through "many doors" of administrative procedures, causing obstacles, even creating bottlenecks, missing development opportunities. The cost of operating the organizational system is large, reducing resources for investment in development, ensuring national defense, security, improving the material and spiritual life of the people. "Compared to the great changes of the country after 40 years of renovation, the development of the socialist rule of law state and achievements in science and technology; the organization of the political system of our country, although having been renovated in some parts, is basically still following the model designed decades ago, many issues are no longer suitable for new conditions, which is contrary to the law of development; creating a mentality of "saying does not match doing" - the General Secretary emphasized.

3. Recognizing the shortcomings of the apparatus is not easy. Because, human psychology is inherently afraid of change; once we get used to what is available, we often "fall asleep" in our habits without knowing that it is no longer suitable. That is the worrying familiarity that makes us fall behind without realizing it. The apparatus of the political system that becomes the workplace of people who are afraid of change; have little creativity and have the habit of "living long to become an old hand" is a bottleneck or in other words - this is the fatal weakness of the apparatus. Not to mention, that apparatus is crowded but not professional, which also contributes to the process of making the apparatus of the whole system obsolete compared to the development of the times.

For these reasons, now and no other time, we need a real revolution to streamline the apparatus. An apparatus in which each person must be a true expert, eager to learn. An apparatus in which each person does not only do one job but can also take on other jobs and do them well, after the learning process (of course, with jobs that do not require too much technicality or specialization). An apparatus in which each individual, when in the work cycle, is always aware that each step must ensure progress and quality so that the work can go smoothly, thereby helping the apparatus operate smoothly.

To operate a reformed apparatus, therefore, it is necessary to strongly reform the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a substantive direction. There must be an effective mechanism to screen and remove from work those who do not have the qualities, abilities, and prestige and to employ those with outstanding abilities. In other words, we need a radical revolution in the organization of the apparatus to reduce the intermediate levels, according to the principle of less but better.

4. Every revolution involves sacrifice and pain. The revolution to streamline the apparatus of the political system is no exception. But without change there will be no development. We are aiming for change so that the lives of our people, of each of us, will become better and better; so that our country will develop more and more and reach further. That is what is important.
