Proposal to continue exempting agricultural land use tax until the end of 2030

The Ministry of Finance has just completed a submission to the Government, proposing to continue exempting agricultural land use tax for 5 years from 2026 - 2030.

According to the Ministry of Finance, continuing to exempt agricultural land use tax will help encourage farmers to feel secure in producing and consuming agricultural products.

It is expected that the Government will submit this policy to the National Assembly for comments and resolution approval at the 9th session of the 15th National Assembly in May 2025.

Assessing 20 years of implementing the policy of exemption and reduction of agricultural land use tax, the Ministry of Finance said that this is a solution to encourage the development of large-scale agricultural production, contributing to the restructuring of the agricultural and rural economy towards modernization.

Over the past 20 years, the total amount of agricultural land use tax exemptions and reductions has continuously increased. For example, in the period 2003-2010, each year it decreased by about 3,268 billion VND.

The period from 2011-2016 decreased by an average of about 6,308 billion VND/year; the period from 2017-2018 and until the end of 2020 decreased by about 7,438.5 billion VND/year; the period from 2021-2023 decreased by an average of about 7,500 billion VND/year.

How to apply new salary and bonus regime to armed forces?

According to the draft decree on this issue, from July 1, the basic salary is 2,340,000 VND/month. For agencies and units applying special financial and income mechanisms at the central level, the difference between the salary and additional income in June 2024 of cadres, civil servants and public employees and the salary from July 1 will be retained after amending or abolishing the special financial and income mechanisms.

During the period of not amending or abolishing these mechanisms, the monthly salary and income increase shall be calculated based on the basic salary of VND 2,340,000/month, ensuring that it does not exceed the salary and income increase received in June 2024 (excluding salary and income increase due to adjustment of salary coefficients of salary scale and grade when upgrading grade and grade).

In case of calculation according to the above principle, if the salary and income increased from 1-7 according to the special mechanism is lower than the general regulation level, the general salary regime will be applied.

Bonus regime is used to reward sudden work performance and annual bonuses based on evaluation results and classification of each person's work completion level.

This annual bonus fund is outside the reward fund as prescribed by the Law on Emulation and Reward, determined by 10% of the total salary fund (excluding allowances) according to the position, title, rank, level and military rank of the subjects in the salary list of the agency or unit.

Today, July 3, is International Day against Plastic Bags, with the aim of encouraging consumers to reduce their use and promote environmentally friendly solutions around the world. This is the second year Vietnam has participated in this event.

In Vietnam, according to the Ministry of Natural Resources and Environment, the country discharges approximately 1.8 million tons of plastic waste each year, including more than 30 billion plastic bags. On average, each Vietnamese household uses approximately 1kg of plastic bags per month; more than 80% of these are discarded after a single use, and very little is recycled.

Statistics from the Vietnam Plastics Association show that the amount of plastic waste and nylon bags in Vietnam is about 8-12% of domestic solid waste, but only about 11-12% is treated and recycled, the rest is mainly buried, burned and discharged into the environment.

In urban areas, the amount of plastic bags consumed is about 10.48 - 52.4 tons/day; of which only about 17% of the bags are regularly reused.

Amending regulations on Ethics Council in biomedical research

The Department of Science, Technology and Training - Ministry of Health is presiding over the drafting of a new amendment to Circular 04/2020 on the duties, powers and functions of the Ethics Council in biomedical research in Vietnam.

According to Dr. Hoang Hoa Son - a member of the drafting team, the new regulation aims to promote the activities of the Ethics Council, thereby protecting the rights and safety of volunteers participating in drug, vaccine, biological product, and medical equipment trials.

Recently, especially during the COVID-19 pandemic, Vietnamese scientists have participated in/conducted many studies on the production of vaccines, drugs... for medical examination and treatment. The new guidelines aim to ensure the safety of volunteers, as well as ensure data quality, guidance on monitoring and tracking the progress of scientific research related to health.
