On September 28, Mr. Ta Duc Hau, Deputy Director of Dak Lak Provincial Social Insurance, said that after receiving information from the press, the provincial Social Insurance sent officials to Mac Thi Buoi Primary School (Ea Tu commune, Buon Ma Thuot city) to clarify the incident.
Mac Thi Buoi Primary School "forgot" to buy health insurance for 79 students who had paid, affecting their rights.
According to Mr. Hau, schools that collect health insurance premiums from students must deposit them into the provincial social insurance account within 3 days and make a list of requests for cards according to regulations. The fact that Mac Thi Buoi Primary School collected money but did not pay for many months has directly affected the students' right to medical examination and treatment. The most disadvantageous thing is that if the health insurance participation is interrupted for more than 3 months, it will not be counted as 5 consecutive years.
According to the report of Dak Lak Social Insurance, 79 students of Mac Thi Buoi Primary School were sent application documents to join social insurance on September 24. However, through inspection, all 79 students had been interrupted for more than 3 months.
The school explained that these 79 students had paid the school in December 2023 to renew their health insurance cards for the 2024 school year. However, the school's health insurance officer did not transfer the money to the social insurance agency.
At the meeting, Dak Lak Social Insurance confirmed that the school’s fault was in collecting money from 79 students but not submitting it and making a list to request a card. Therefore, the school must be responsible for any medical expenses incurred from January 1 to September 27. To ensure the rights of the 79 students, Dak Lak Social Insurance will consult with superiors and handle the matter according to regulations.
According to Mr. Pham Tien Hung, Vice Chairman of Buon Ma Thuot City People's Committee, he has directed the school board and related individuals to report and explain why parents paid money but the school did not buy health insurance cards for the children. "Where is the mistake, give a viewpoint to fix it in the spirit of ensuring the rights of all students. In addition, next week the city will meet to consider the responsibility of related individuals and organizations and handle it strictly" - Mr. Hung emphasized.
As reported by Nguoi Lao Dong Newspaper, despite collecting money from students for a long time, the office of Mac Thi Buoi Primary School "forgot" to buy health insurance for dozens of students.
A parent of a student at Mac Thi Buoi Primary School indignantly said that at the beginning of the 2023-2024 school year, she paid 632,000 VND to the school office to buy a 1-year health insurance card for her child.
In July, Ms. H. took her child to see a doctor and was told by the doctor that she had to be hospitalized. At that time, she was shocked when the hospital informed her that her child's health insurance card had expired 7 months ago. She had to pay the entire hospital fee of more than 3 million VND for her child's treatment.
When parents came to the school to complain, the school office admitted their mistake and promised to buy health insurance cards for students from August to December 2024. As for those from August and before, the office is making a list to return the money to the students.
