To contribute to strengthening the Party's leadership and direction over the whole society, bringing the voice of the Party and State to cadres, party members and people across the country; promptly and accurately reflecting the will, aspirations, achievements, initiatives and experiences of all classes of people in the cause of building and defending the socialist Fatherland, on December 28, 1996, the Politburo issued Directive No. 11-CT/TW requesting party committees and party organizations at all levels, departments, branches and unions to well organize the purchase and reading of Party newspapers and magazines.

Over the years, Party committees at all levels have directed and done well the work of purchasing and reading Party newspapers. Many Party committees, authorities, and socio-political organizations have realized the importance of purchasing, reading, and following Party newspapers. The movement of reading and following Party newspapers and magazines has been maintained and developed. Party newspapers and magazines also regularly innovate and improve the quality of content and form of the newspaper, vividly and comprehensively reflecting political information, current events, socio-economic fields, national defense and security, Party building work, advanced models, patriotic emulation movements, etc.

The conference focused on discussing and resolving the following issues: Party newspapers and magazines actively innovate communication methods, enhance public opinion orientation, improve sharpness in ideological and theoretical struggles, affirm the core role in Vietnam's revolutionary press, contribute to consolidating and strengthening unity within the Party, consensus in society and people's trust in the Party and the State. Continue to develop a plan to effectively implement Directive No. 11-CT/TW of the 8th Politburo on purchasing and reading Party newspapers and magazines in the new situation. Step up propaganda, identify the responsibility of cadres, Party members and Party committees at all levels in purchasing, reading and following Party newspapers. Attach importance to the work of inspection, supervision and urging the purchase and reading of Party newspapers and magazines at all levels. Closely inspect the allocation and use of funds for purchasing Party newspapers and magazines, ensuring that funds are used in accordance with principles and for the right purposes; encourage the expansion of the audience of Party newspapers and magazines.

Speaking at the conference, Party Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia affirmed that the effectiveness of Party newspapers and magazines is measured by the awareness, belief and action of cadres, party members and people; by the widespread dissemination of information from the press, through all levels to the whole society,... Therefore, "following" is the highest assessment of propaganda effectiveness; when and only when it affects the awareness, belief and guides the actions of the people, will Party newspapers and magazines fulfill their mission. He hoped that all levels, sectors, agencies and units need to clearly perceive that the work of purchasing, reading and following Party newspapers and magazines is a task of Party work; it is the basis for innovation and improving the effectiveness of the Party's ideological and theoretical work. Party committees at all levels need to strengthen leadership and direction in the purchase, reading and use of Party newspapers and magazines.

The Party Committee needs to assign a focal point (Propaganda Department at provincial or district level) to place orders for grassroots units and localities, ensuring sufficient quantity, correct target audience, and correct purpose. At the same time, the Party's newspapers and magazines must continue to organize high-quality press products, ensuring "correct, accurate, good", "right role", being the main force, having a leading role, meeting the requirements of the Party, the need for ideological and theoretical awareness of cadres, party members, and people...
