On August 14, Prime Minister Pham Minh Chinh chaired an online conference to review 10 years of implementing Directive No. 40-CT/TW, dated November 22, 2014 of the Party Central Committee Secretariat on strengthening the Party's leadership over social policy credit (CSXH).
Vice Chairman of the Provincial People's Committee Phan Trong Tan chaired the conference at Phu Tho bridge.
Attending the conference at Phu Tho bridge point were comrade Phan Trong Tan - Member of Provincial Party Committee, Vice Chairman of Provincial People's Committee, Head of the Representative Board of the Provincial Social Policy Bank; leaders of a number of relevant departments, branches and units.
After 10 years of implementing Directive No. 40, social credit activities have really come into life. All levels and sectors have actively participated, coordinating with the Vietnam Bank for Social Policies to implement mechanisms and policies to support people in developing production, business, creating jobs, and stabilizing livelihoods. Policy credit capital has helped nearly 12.9 million customers to borrow capital to serve production, business activities, and create jobs; 6.8 million customers to borrow capital to build clean water and rural environmental sanitation works; 610,000 customers to access loans to serve their learning needs; 619,000 customers to borrow credit capital to support people and businesses affected by the COVID-19 pandemic and the Socio-Economic Recovery and Development Program...
Overview of the conference at Phu Tho bridge
At the conference, delegates discussed a number of issues: Focusing on mobilizing resources to effectively implement credit programs; supplementing capital from the central budget to lend to poor households, near-poor households, households that have just escaped poverty, and creating jobs; continuing to implement and improve the effectiveness of credit programs, associated with the socialization of social credit activities...
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the proactiveness of central ministries, branches, localities and the Vietnam Bank for Social Policies in implementing Directive 40, thereby contributing to the effective implementation of the Party and State's guidelines, policies, goals and tasks on poverty reduction, job creation, human resource development and social security.
The Prime Minister requested that in the coming time, ministries and branches review, advise on amending, supplementing and perfecting mechanisms and policies related to social policy credit in the new period; continue to strengthen the Party's leadership over social policy credit; promptly advise and propose the Government to consider and adjust loan levels, loan terms, and supplement beneficiaries of social policy credit in accordance with the goals of national target programs and the country's socio-economic development goals, the ability to balance finances and the State budget; effectively implement solutions in the Strategy for Development of the Social Policy Bank to 2030.
Enhance the role, responsibility and operational efficiency of local Party committees and authorities at all levels, and socio-political organizations in implementing social credit. Pay attention to allocating local budgets to entrust loans to the poor and other policy beneficiaries in the area through the Social Policy Bank.
The Fatherland Front and socio-political organizations at all levels shall promote the dissemination and popularization of the Party and State's guidelines and policies on social credit to the people; effectively perform the functions of social supervision and criticism, and enhance the effectiveness of people's supervision of social credit activities.
The Social Policy Bank needs to improve its management and operation capacity and the effectiveness of inspection and supervision work of the Board of Directors, Board of Directors' representatives at all levels and the internal inspection and control system; focus on building a digital banking platform, diversifying products, developing appropriate types of services to bring better benefits to the poor and other policy beneficiaries.
