Dear voters and citizens of the province,
After two days of urgent, serious, democratic, active, and highly responsible work, the 25th session of the 18th Provincial People's Council successfully completed all the planned agenda items.
At the session, the Provincial People's Council discussed and commented on 34 reports, unanimously adopting 47 thematic resolutions in various fields, ensuring the stability and development of the province in 2025 and the following years. Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, assessed and acknowledged the achievements of the Provincial People's Council in the past year, and also provided guidance and direction for the Council's activities in the coming period.

On behalf of the Chairperson of the session, I would like to summarize the results as follows:
Firstly, the session discussed the situation and results of implementing socio-economic development tasks, state finance and budget, and public investment in 2024, and adopted a Resolution on the socio-economic development plan, state budget estimate, budget allocation plan, and public investment plan for 2025 of the province.
The Provincial People's Council assessed that in 2024, despite the continued complex and unpredictable developments in the global and regional economies, and although the domestic economy showed clear signs of recovery, it still faced many difficulties and challenges. However, the province's socio-economic development achieved many positive and fairly comprehensive results across various sectors and fields.
The economy continues to recover and grow positively, gradually regaining the growth momentum seen before the Covid-19 pandemic, with each quarter surpassing the previous one. It is projected that 27 out of 28 key indicators will be completed and exceeded. The growth rate of Gross Regional Domestic Product (GRDP) is 9.01%. The investment and business environment continues to improve. Strong direction and coordination have ensured the successful completion of important central government-funded transportation and electricity infrastructure projects in the area. Cultural and social sectors continue to receive attention and development; basic social security policies are ensured and implemented promptly and effectively, improving the material and spiritual lives of the people; and national defense and security are strengthened. In particular, the National Assembly's adoption of Resolution 137/2024/QH15 on June 26, 2024, is an important basis for Nghe An to mobilize additional resources, leverage its potential and advantages, and create breakthroughs for the province's development in the coming period.
These achievements are thanks to the timely attention, leadership, and guidance of the Central Party Committee, the National Assembly, the Government, and central agencies; the decisive and thorough direction of the Provincial Party Committee; the high level of effort in leadership, direction, decision-making, and implementation by the People's Council, the People's Committee, departments, agencies, and local Party committees and governments at all levels; and the joint support, sharing, and trust of all strata of the people and the business community.

However, alongside the achievements, there are still many difficulties and limitations that need to be addressed, such as: production and business activities are still sluggish; the disbursement of public investment capital for some programs and projects is still slow; the quality of human resources does not yet meet the requirements of innovation and development; the living conditions of a segment of the population are still difficult; state management in some areas is still inadequate; administrative reform, although showing positive progress, still does not meet the set requirements; the security and order situation in some areas, drug crimes, high-tech crimes, online fraud, etc., still have potential complexities.
The year 2025 is of great significance in successfully fulfilling the tasks of the 2021-2026 term as well as the goals of the Resolutions of the Party Congresses at all levels for the 2020-2025 term. Forecasts indicate that the global, national, and provincial economies will continue to face many difficulties and challenges. The Provincial People's Council has resolved on the socio-economic, national defense, and security targets for 2025 with a very high level of determination.
The Provincial People's Council emphasized several key points for the period up to the end of 2024 and the tasks for 2025 as follows:
- Continue to carefully review and evaluate the remaining goals and targets, especially those that are difficult to achieve or have not yet been achieved, for the 2020-2025 term, in order to focus leadership and guidance on implementation to the maximum extent, in line with the Central Government's directive to "accelerate and break through," striving for the province's economic growth rate to exceed double digits in 2025.
- Urgently direct all levels, sectors, and localities to complete the dossiers to be submitted to the Provincial People's Council for the issuance of resolutions implementing Resolution No. 137/2024/QH15 dated June 26, 2024, of the National Assembly on supplementing pilot projects for some specific mechanisms and policies for the development of Nghe An province. Clarify the responsibilities of all levels and sectors for the delay in advising and submitting the Resolution according to the plan.
- Direct and urge localities to implement Resolution No. 1243/NQ-UBTVQH15 dated October 24, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Nghe An province for the period 2023-2025, ensuring progress according to regulations and the province's overall plan; promptly guide and resolve difficulties and obstacles arising in localities.
- Focus on reviewing and evaluating the implementation results of resolutions on mechanisms and policies issued by the Provincial People's Council to propose the abolition of policies that are unfeasible or ineffective, concentrating resources on policies that create momentum for socio-economic development in the province; advise on adjusting and supplementing resolutions to conform with new regulations and guidelines from the Central Government and the province's reality, in the spirit of "removing bottlenecks and obstacles in institutional development, which is the key for the country to enter an era of progress" as directed by the Central Government.

- Pay attention to professional and technical training, especially guidance on the implementation of the new Land Law, the new Planning Law, the new Bidding Law, and the amended Public Investment Law in the coming period.
- Directing the acceleration of public investment disbursement, especially funds from national target programs for sustainable poverty reduction; national target programs for socio-economic development in ethnic minority and mountainous areas; long-term capital; compensation payments and land clearance for the upgrading and expansion project of National Highway 1A; tax debt collection; and procedures for approving the procurement of medical equipment. Paying attention to the merging of small schools into main schools to ensure a reasonable roadmap, creating consensus among the people while improving the overall quality of education; arranging cultural centers after mergers; and finding solutions to overcome difficulties in supplying construction materials such as leveling soil, sand, and stone for ongoing construction projects and the needs of people in mountainous districts.
Secondly, the Session unanimously adopted many important resolutions on mechanisms, policies, and measures to promote socio-economic development, provide incentives and support for investment, eradicate hunger and poverty, ensure social security, and maintain security and order. Immediately after this session, it is requested that the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, duties, and powers, proactively organize the implementation to ensure that the resolutions of the Provincial People's Council are put into practice and achieve effectiveness.
Thirdly , the Provincial People's Council discussed and reviewed the report on the results of the thematic supervision and adopted a Resolution on the results of the three-year implementation of the public investment plan for the period 2021-2025 in Nghe An province (from 2021 to 2023). The Provincial People's Committee is requested to promptly develop a plan and seriously implement the Resolution effectively; and to periodically report the results to the Provincial People's Council.
The Provincial People's Council conducted questioning on two groups of issues related to culture, sports, and health. The results of the questioning session showed that the issues selected by the Provincial People's Council were timely, practical, and of great concern to voters and the public. The Provincial People's Council requests that the Provincial People's Committee, departments, agencies, localities, and relevant units seriously implement the conclusions and the promises and commitments made before the Provincial People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process by the relevant units, organizations, and individuals.

The achievements in 2024 are an important foundation for us to enter 2025, when the province will have more resources from the central government's mechanisms and policies, as well as the results of attracting FDI in the past. In particular, with the strong political determination and guidance from the central government on "removing bottlenecks," "accelerating and breaking through to the finish line," and "creating a solid foundation for the 2025-2030 term, as our country enters a new era, an era of national progress," which has spread strongly to the locality; under the close leadership and guidance of the Provincial Party Committee; the active direction of the Provincial People's Committee, all levels and sectors; and the involvement of the entire political system; With the trust and support of the people and the business community, we are fully confident and expect that we will successfully achieve the goals and tasks of socio-economic development of the province in 2025 as well as the 2020-2025 term.
The Provincial People's Council will continue to innovate and improve the effectiveness of its operations by being responsive and quick to the demands of the province's development. 2025 is also near the end of the 2021-2026 term of the Provincial People's Council. The Provincial People's Council requests that its members continue to uphold their spirit and responsibility in fulfilling their duties; review their action programs, including those they have promised to voters, and those they have promised but have not yet fulfilled, in order to resolutely pursue the resolution of the legitimate opinions and aspirations of voters; thereby strengthening the trust of voters and the people.

The Provincial People's Council acknowledges the responsible and dedicated contributions of the Provincial People's Council delegates in fulfilling their important responsibilities as representatives of the people, and the thorough preparation and close coordination of the Provincial People's Committee, the Provincial People's Council Committees, the Provincial Vietnam Fatherland Front Committee, departments, agencies, supporting bodies of the Provincial People's Council and People's Committee, and the press and television agencies in preparing the content and providing attentive service for the session. In particular, we express our gratitude for the attention, monitoring, and heartfelt contributions of voters and the people regarding many issues related to the content, program, and organization of the session, as well as issues arising from the practical realities of people's lives, which significantly contributed to the overall success of the session.
