Implementing the Party's policy and the National Assembly's regulations on promoting decentralization and delegation of power, the Government issued Resolution No. 04/NQ-CP dated January 10, 2022 on promoting decentralization and delegation of power in state management (Resolution No. 04/NQ-CP). After 2 years of implementing the Resolution, ministries, branches and localities have focused on implementing decentralization and delegation of power, thereby contributing to improving the effectiveness and efficiency of state management.
However, in the implementation process, there are still some shortcomings and limitations such as: the review, amendment, supplementation and completion of specialized legal regulations are still slow; decentralization and delegation of power do not take into account the characteristics of rural, urban, island areas and the management and operation capacity of each level and each sector; the potential, advantages and resources of localities have not been fully promoted...
Strengthen guidance and inspection of implementation of decentralized and delegated contents.
To continue promoting decentralization and delegation of power in various fields, the Prime Minister requested ministries and ministerial-level agencies to urgently carry out the assigned tasks in Resolution No. 04/NQ-CP, focusing on developing legal documents.
For Laws, Resolutions of the National Assembly, Decrees of the Government: Develop a plan to propose amendments, supplements or new issuances, report to the Government for consideration and decision in 2024.
Regarding the Prime Minister's Decision: Research, propose amendments, supplements or new issuance, submit to the Prime Minister for consideration and decision, and complete in 2024.
For Circulars of Ministers and Heads of ministerial-level agencies: Proactively review, revise, supplement and promulgate according to authority, to be completed in the fourth quarter of 2024.
Review functions, tasks, powers, organizational structure, job positions and adjust the number of staff appropriately to effectively implement regulations on decentralization and delegation of power in state management.
Proactively complete regulations on planning, standards, norms, criteria, conditions, economic-technical norms, and price management mechanisms based on the provisions of the Law on Prices and guiding documents to ensure unified, synchronous, and effective implementation nationwide.
Strengthen guidance, inspection and periodic assessment of the implementation of decentralized and delegated contents and propose amendments and supplements to suit the management level, capacity and conditions for implementing decentralization and delegation of powers of each region, area and locality in each period for each sector and field.
Timely and effectively resolve the work of people and businesses
People's Committees of provinces and centrally run cities focus on improving the capacity to organize and implement policies and laws to promptly and effectively resolve the work of people and businesses; enhance accountability, transparency, and publicity with people and superior agencies in performing their tasks.
Be responsible before the law and superior state agencies for performing decentralized and delegated tasks and powers; review organizational structure, job positions, and determine the number of staff appropriate to assigned tasks and powers.
Propose and recommend to the Government, the Prime Minister and the Ministries managing the sectors and fields the contents that need to be decentralized and delegated in state management in accordance with the conditions, capabilities and strengths of the locality; implement state management decentralization to the People's Committees at district and commune levels according to the viewpoints, goals and orientations on decentralization and delegation in state management.
