Continue to promote the issuance of CCCD and electronic identification accounts

After more than 2 months of implementing the "80 days and nights" peak period of issuing ID cards, electronic identification accounts and cleaning up population data, the Quang Ninh Police Force for Administrative Management of Social Order has focused and made efforts to overcome difficulties to complete assigned tasks and targets. Some units and localities have had creative and proactive ways of consulting and organizing implementation, mobilizing maximum human resources, means and equipment, working day and night, including Saturdays and Sundays to ensure progress.

For many weeks now, the Mobile CCCD Application Collection Team (Quang Yen Town Police) has been working with the police of wards and communes to visit each household with elderly and disabled people, or at fishing ports, wharves, and board each ship anchored at the wharf to collect data to issue CCCDs to fishermen. These are fishermen who often go fishing far from shore, staying at sea for long periods of time, so they have not yet made CCCDs with chips.

Mr. Bui Quang Dung (Bui Xa area, Tan An ward, Quang Yen town) said: The police officers called me many times to inform me about making a CCCD, but due to the nature of my job, each North-South train trip lasts 5-6 months, so I have not been able to arrange the time, so when they heard that I was coming, the comrades were very enthusiastic and came to the train to make a CCCD for me.

Implementing the peak campaign "80 days and nights" to issue CCCD, electronic identification accounts and clean up population data, Quang Yen Town Police was assigned by superiors to issue chip-embedded CCCD to 7,004 citizens in the area. After more than 2 months of implementation, the unit has completed receiving CCCD issuance files and adjusting changes according to regulations.

Lieutenant Colonel Vu Tien Ha, Captain of the Administrative Police Team for Social Order (Quang Yen Town Police) said: Quang Yen is a special area, because people often go to sea for many weeks, many months. Therefore, the local police force must contact regularly to know the schedule, when people return, we come to carry out the procedures for issuing ID cards immediately. In each daily meeting, the team commander listens to the reports of the officers and soldiers to discuss together to remove difficulties, or report to superiors with contents beyond their authority.

As of May 29, 2023, Quang Ninh police force has completed 100% of the target of issuing CCCD and cleaning population data (1,094,375 cases) for all eligible citizens in the province (completed 1 month ahead of the deadline registered with the Ministry of Public Security on June 30, 2023).

Regarding the successful collection and activation of electronic identification accounts, the assigned target is 732,123 accounts. As of June 4, 2023, the provincial police have collected 498,013 records, reaching a rate of 68.02%; of which 27.69% of the accounts were successfully activated. By June 30, 2023, the province must collect an additional 234,110 records and successfully activate 529,401 accounts.

This is the result of the efforts, attempts, and drastic participation of the entire police force of units and localities over the past time. In order to successfully complete the task of issuing electronic identification accounts and cleaning up population data in Quang Ninh before June 30, Colonel Nguyen Thuan, Deputy Director of the Provincial Police Department affirmed: The police of units and localities will be more united, responsible, and proactive in the work of firmly grasping the situation of people and household registration like "daily food and water" to ensure that the data is always correct, sufficient, clean, and alive; in particular, focusing on issuing electronic identification to civil servants, public employees, workers, and military personnel in the area...

Accordingly, the provincial police leaders requested local police chiefs to continue to direct strongly and closely every day to the commune level, regularly check progress, have plans to remove obstacles and bottlenecks in the implementation process; closely follow the directions of the Provincial Project 06 Working Group and the Provincial Police, ensuring the completion of assigned targets and tasks.

At the same time, the Department of Administrative Police on Social Order maintains good implementation of the work of advising and assisting the Working Group of Project 06 of the province, urging departments, branches and localities to implement Plan 36/KH-UBND of the Provincial People's Committee. In addition, continue to coordinate with local police to review, guide and support in resolving difficulties and problems; detect, make records, propose handling of related violations during the implementation process, for the purpose of determinedly completing the task of issuing electronic identification to serve the province's digital transformation to ensure efficiency and bring it into people's lives.
