The Ministry of Health has issued Official Dispatch No. 1843/BYT-BH on receiving patients receiving health insurance treatment using chip-embedded ID cards, health insurance card images on the VssID or VNeID application and implementing XML file digital signature.

The Ministry of Health received Official Dispatch No. 991/BHXH-GĐBHYT1 dated March 7, 2024 from Hanoi Social Security reflecting that when patients go to health insurance clinics at some hospitals, they present their ID cards with chips or health insurance card images on the VssID application of Vietnam Social Security, the VNelD application of the Ministry of Public Security, but the hospital does not resolve the health insurance regime, requiring the patient to bring a paper health insurance card to complete the health insurance treatment procedures.

To ensure the legitimate rights and convenience of patients when receiving health insurance treatment according to the direction of the Government and Prime Minister in Project 06/CP:
The Ministry of Health requests the Department of Health of provinces and cities; medical examination and treatment facilities under ministries and branches; and the Vietnam Private Hospital Association to rectify related departments, offices, and medical staff that let the above situation happen.
At the same time, the unit implementing the settlement of health insurance benefits for patients when going to health insurance clinics must present the chip-embedded ID card or the image of the health insurance card on the VssID application of Vietnam Social Security, the VNeID application of the Ministry of Public Security in accordance with the instructions of the Ministry of Health.
On the other hand, the Ministry of Health directs relevant units to promptly review and rectify medical examination and treatment facilities and individuals under their management that are slow to send data, minimizing the need to send replacement requests, affecting the appraisal and payment of health insurance medical examination and treatment costs of the Social Insurance agency.
In addition, units must comply with the electronic data submission of health insurance medical examination and treatment costs in accordance with the provisions of Articles 6 and 7 of Circular No. 48/2017/TT-BYT of the Ministry of Health regulating the transfer of electronic data in the management and payment of health insurance medical examination and treatment costs.
In addition, the Ministry of Health recommends that units research and prepare resources to implement the digital signature of XML files to authenticate electronic data on health insurance costs according to the provisions of Article 7 of Circular No. 48/2017/TT-BYT before sending data to the Data Receiving Portal of the Health Insurance Appraisal Information System of Vietnam Social Security. Medical facilities use digital certificates issued by agencies and units to digitally sign and authenticate XML data according to the instructions of Vietnam Social Security.
