UNITY, UNITY, CONSENSUS, CREATING THE DEVELOPMENT OF THE PROVINCE
At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung reported on the socio-economic situation, national defense - security, Party building work in 2023; key tasks in 2024 of the province.
Accordingly, in 2023, Nghe An province achieved 5 outstanding results: Over the past year, the province has implemented and completed extremely important key tasks that have affected the province's development both in the short and long term.
Specifically, the province has completed the summary of Resolution 26-NQ/TW of the Politburo; at the same time, the Politburo issued Resolution No. 39-NQ/TW dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045. After that, the Secretariat organized the dissemination of Resolution No. 39 with the participation of Central leaders and online organizations from the province to the grassroots with the participation of more than 42,000 cadres and party members.
The Prime Minister has approved the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and on January 13, the planning was announced. These are important political and legal bases for implementing the long-term development goals of the province, soon building Nghe An into a prosperous province.
In terms of economy, in difficult conditions, the province achieved 25/28 targets; in which, the growth rate of gross regional domestic product (GRDP) reached 7.14%, the current economic scale of the province is about 193,000 billion VND, ranking 10/63 provinces and cities.
2023 is the second consecutive year that budget revenue has exceeded the 20,000 billion VND mark, reaching 21,279 billion VND; foreign investment attraction has reached over 1.6 billion USD, ranking 8th out of 63 provinces and cities and is the second consecutive year in the top 10 provinces and cities nationwide.
In the fields of culture and society, Nghe An still maintains its position in all fields, especially health and education, and does a good job in job creation; in particular, in 2023, the province has allocated resources from the budget, as well as mobilized social resources to implement social security policies for poor households.
The program to mobilize, support, and build houses for poor households and households with housing difficulties in the period of 2023 - 2025 was launched, and in the past year alone, 7,517 houses were completed, with a total mobilized budget of about 523 billion VND.
The Tet For The Poor Program in the Year of the Dragon in 2024 has raised nearly 141 billion VND; thereby ensuring that each poor household and household in difficult circumstances receives a gift of at least 500,000 VND.
In 2023, Nghe An will be the first province in the country to complete the Administrative Reform Steering Committee, headed directly by the Party Secretary, of which the Provincial Party Secretary will be the Head of the Committee at the provincial level; thereby, creating consensus and cohesion from Party Committees and authorities throughout the political system.
The Chairman of the People's Committee of Nghe An province said that administrative reform has made some progress. The province has implemented "where there is no change, we will transfer people" to make the work better.
Last year, national defense and security work was maintained; foreign affairs were very active. Party building work was carried out very well; proactively and promptly advising on concretizing Party regulations for strict implementation.
The work of organizing cadres is carried out in accordance with principles, democracy, procedures and regulations, creating stability and continuity. The work of inspection, supervision, Party discipline, propaganda, mass mobilization and internal affairs is carried out very systematically and is highly appreciated by the Central Committee.
The Chairman of the Provincial People's Committee said that 2024 is an extremely important year, decisive in achieving the goals of the entire 2020-2025 term. The province aims to strive for a growth rate of 9-10% this year.
This year, the province will focus on concretizing the contents of Resolution 39; the Action Program of the Government, of the Provincial Party Committee into plans and programs for implementation; in particular, researching and proposing additional mechanisms and policies specific to the province's development; at the same time, effectively organizing the implementation of the Provincial Planning.
The province is implementing three major projects: Project to expand the boundaries and urban space of Vinh city; Project to expand the Southeast Economic Zone; Project to rearrange administrative units at district and commune levels for the period 2023-2025; at the same time, focusing on implementing three strategic projects: Cua Lo deep-water seaport; upgrading and expanding Vinh International Airport and LNG Thermal Power Project in Quynh Lap, Hoang Mai Town.
The province continues to effectively deploy resources to focus on completing key projects and works in the province; effectively implement 3 national target programs; effectively implement social security work, especially, strongly implement the housing construction program for poor households and households with housing difficulties, striving to complete the target before the 20th Provincial Party Congress, term 2025 - 2030.
The province will perform well in the fields of culture, education, health, labor, and employment; promote administrative reform, improve the investment environment with the motto "choose key tasks, take drastic actions"; at the same time, continue to take care of the work of building the Party and the political system.
At the meeting, former provincial leaders spoke to acknowledge and appreciate the achievements of the province; as well as the spirit of solidarity, unanimity, consensus, concern and the driving force for the development of the province of the provincial leaders. At the same time, former provincial leaders discussed, proposed and contributed ideas for the development of the province in 2024 and the following years on a number of contents.
WISHING TO CONTINUE TO RECEIVE ATTENTION, ACCOMPANYMENT, SUPPORT AND SHARING FROM FORMER PROVINCIAL LEADERS
Speaking at the program, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Thai Thanh Quy outlined 5 key factors and also core lessons to achieve results in 2023.
First of all, Provincial Party Secretary Thai Thanh Quy affirmed: The comrades in the current Provincial Party Standing Committee always realize that the results achieved in 2023 were not achieved immediately, but were the result of the hard work, concentration of effort and dedication of many generations of provincial leaders and were inherited and promoted at the present stage.
Provincial Party Secretary Thai Thanh Quy also shared his feelings of solidarity and support from cadres, party members and people during this period; especially from former provincial leaders through the periods.
At the same time, the current provincial leaders continue to maintain the spirit of solidarity, unity, and frankness, thus creating a very positive movement and trust from the province to the grassroots.
In addition, in the context of limited resources, the province has arranged priority resources with focus and key points to complete and promote effectiveness early, not to implement widely; at the same time, the province tries to promote resources from socialization to take care of social security; thereby ensuring balance, stability and peace for the people.
The province has also made the most of the Central Government, the Politburo, the Secretariat, ministries, branches and other localities to effectively support the development of the province; at the same time, it has handled many long-standing issues.
Emphasizing that despite the good results of 2023, there are still many tasks that the province must focus on directing in the coming time, Provincial Party Secretary Thai Thanh Quy hopes that in that process, he will continue to receive the attention, companionship, support and sharing of former provincial leaders through the periods.
In particular, participating in giving comments and further advice, especially in formulating policies for the province in the context that the province is focusing on advising the Government to submit to the National Assembly for approval a new Resolution on specific mechanisms and policies to concretize Resolution 39 of the Politburo and implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050. These are very important foundations, solid bases, and foundations for the province to develop in the coming time.
At the same time, the Provincial Party Secretary hopes that former provincial leaders will continue to promote their core role at the grassroots level, gather, rally, and motivate the people, cadres, and party members to carry out movements well; and pass on their passion and experience to the younger generation.
“We pledge to you, comrades, to continue to unite, make the greatest effort, be creative, and regularly listen to the opinions of the people and comrades with a receptive spirit to strive together to best fulfill the tasks assigned by the Provincial Party Committee and People and by former provincial leaders of all periods,” the Provincial Party Secretary affirmed.
On the occasion of preparing to enter the new year of Giap Thin 2024, on behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Thai Thanh Quy wished the provincial leaders of all periods good health, happiness, peace and prosperity; to be a solid support for the province's development.
