Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.
Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; leaders of the People's Council Committees, representatives of the Provincial People's Committee Office, and the Vietnam Fatherland Front Committee of Nghe An province.
The upcoming thematic session will review and approve many important contents to promptly serve the leadership and management process of the province's development.
Accordingly, it is expected that this thematic session will consider and approve the following drafts: Resolution on investment policy for a number of public investment projects; Resolution on adjusting investment policy for a number of public investment projects; Resolution on adjusting investment policy for the project: Basic infrastructure for comprehensive development of Nghe An, Ha Tinh, Quang Binh, Quang Tri provinces - Nghe An province sub-project, borrowing capital from the Asian Development Bank (ADB); Resolution on allocating reserve capital and adjusting the medium-term public investment plan for the period 2021-2025 from local budget sources.
In addition, the meeting considered and approved the Resolution on extending the implementation period and disbursement of the 2022 public investment plan to 2023 for a number of local budget projects; Resolution on changing the purpose of forest use to other purposes to implement projects in Nghe An province; Resolution on approving the list of works and projects requiring land recovery in Clause 3, Article 62 of the Land Law in Nghe An province.
Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement investment projects in Nghe An province; Resolution on the Plan for additional allocation of the central budget development investment capital plan and adjustment of the capital plan for the 2021-2025 period to implement the National Target Program on New Rural Construction are also contents on the agenda of the session.
In addition, the meeting will consider and approve the Resolution on adjusting and supplementing the central budget development investment capital plan for the 2021-2025 period to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas in Nghe An Province; Resolution on stipulating the content and level of support for production development under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas in the 2021-2025 period in Nghe An Province; Resolution on personnel work (dismissal and election of additional members of the Provincial People's Committee).
According to the Office of the National Assembly Delegation - Provincial People's Council, as of August 24, 2023, the Provincial People's Committee has sent 5 submissions and draft resolutions for the Provincial People's Council Committees to review.
At the meeting, on behalf of the leaders of the Provincial People's Committee, Standing Vice Chairman of the Nghe An Provincial People's Committee Le Hong Vinh requested the Standing Committee of the Provincial Party Committee to allow the addition of the draft Resolution on implementing Resolution No. 165/NQ-CP dated December 20, 2022 of the Government on tuition fees for public educational institutions for the 2022-2023 school year in Nghe An province to the list of resolutions submitted to this thematic session.
Concluding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested the leaders of the Provincial People's Committee to pay attention to promoting and directing the agencies of the Provincial People's Committee to promptly complete the submissions on August 28 and 29 for submission to the Committees of the Provincial People's Council for review; Particularly, the Resolution regulating the content and level of support for production development under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2025 period in Nghe An province, there are some contents according to the report of the Provincial People's Committee of the sectors that are still uncertain, the Provincial People's Committee tries to consider thoroughly, if ensured, strive to submit at this Session to promptly bring the policy into life.
At the working session, the Standing Committee of the Provincial People's Council agreed to hold the 15th session (special session) of the 18th Provincial People's Council, term 2021 - 2026 on the afternoon of September 11.
