Standing Committee of Provincial People's Council supervises thematic work in Dien Bien Dong district

Comrade Giang Thi Hoa, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council inspected the cow support project in Muong Luan 2 village, Muong Luan commune.

In the period of 2021 - 2025, Pu Nhi commune was assigned more than 8 billion VND to implement national target programs. Up to now, Pu Nhi commune has basically achieved 17/19 new rural criteria; average income per capita in 2023 reached 28 million VND/person (an increase of 6 million VND compared to 2021). For the sustainable poverty reduction program, the poverty rate decreased from 59.6% (in 2021) to 48.4% (in 2023); an average decrease of 5.2%/year.

Also during this period, Muong Luan commune was assigned nearly 4 billion VND to implement national target programs. As a result, the commune has now achieved 17/19 new rural criteria; the poverty rate has decreased from 23.8% (in 2021) to 17% (in 2023); average income per capita reached 33.8 million VND/person/year, an increase of 11.7 million VND compared to 2021. Policies to support the poor and ethnic minorities in health,education , culture, vocational training, etc. have been implemented synchronously and effectively.

Through monitoring, it was found that in the implementation of national target programs, Pu Nhi and Muong Luan communes were still confused in choosing crops and livestock for support; disbursement of capital for sub-projects had not been achieved; the poverty rate was high, poverty reduction was not sustainable; there was overlap in support contents under national target programs; some projects and sub-projects of the poverty reduction program had not been implemented.

Comrade Giang Thi Hoa, Member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council inspected the macadamia planting support project in Pu Nhi commune.

Comrade Giang Thi Hoa suggested that Pu Nhi and Muong Luan communes should strengthen the inspection and supervision of the implementation of national target programs. Do well and replicate production support models, create long-term livelihoods for people, especially focus on implementing linkage and product consumption models. Review support for housing support projects; review data and content of the implementation of counterpart funds for support contents that must be matched. Speed ​​up the disbursement of capital, especially for long-term capital sources.

The working group conducted field surveys of some community production projects (macadamia, pear, longan, cow support), investment projects to build schools and markets in 2 communes.
