Quang Ninh is in a strategic and favorable position, with land, sea and air borders with China - the world's largest consumer market, and is the "gateway" for Vietnamese exports to the world's second largest economy and the world.

Inbuilt advantages

Cross-border e-commerce is booming in many developed countries. This is also a field that is considered to have a lot of potential and is suitable for the existing advantages in Quang Ninh.

In recent times, the province has actively promoted conference programs, seminars, training and propaganda on mechanisms and policies for developing border trade, tourism and agriculture, helping businesses in the province grasp the regulations for each specific commodity sector to promote cross-border e-commerce activities.

Specifically, Quang Ninh has stepped up the development of e-commerce in conjunction with comprehensive digital transformation activities; implemented information and guidance related to the import and export of goods to partners that have signed trade agreements (FTAs) with Vietnam, such as the FTA with ASEAN (AFTA), the Framework Agreement on ASEAN-China Economic Cooperation, the ASEAN-China Trade in Goods Agreement to establish the ASEAN-China free trade area, the FTA with Europe (EVFTA)...

Thereby, helping Quang Ninh enterprises gradually catch up with the trend of using e-commerce platforms to reach domestic and international customers and expand export markets.

In the first 7 months of 2023, the export turnover of Quang Ninh enterprises increased by 13.6% over the same period in 2022. To achieve the above results, there is a significant contribution from e-commerce.

According to the Vietnam E-commerce Index 2022 report released by the Vietnam E-commerce Association, Quang Ninh's index in 2022 ranked 11th out of 58 surveyed provinces and cities.

Domestic e-commerce sales are estimated to account for 12% of total retail sales of goods and consumer service revenue in Quang Ninh province. The proportion of Quang Ninh's population participating in online shopping is over 40%.

In addition, the value of e-commerce transactions of import and export enterprises in the province accounts for about 35% of total import and export turnover.

Removing difficulties for export enterprises

It is undeniable that cross-border e-commerce brings many benefits to businesses. Firstly , it helps businesses quickly grasp customer information and improve products to meet demand faster.

Second, digital transformation and globalization resonate together, not only helping to globalize products but also globalize product brands.

For Vietnamese enterprises in general and Quang Ninh enterprises in particular, the reality shows that e-commerce and cross-border sales are opening up new opportunities and great potential. Participating in e-commerce helps businesses reach customers nationwide and even worldwide, which expands the consumer market and creates a large source of revenue.

However, along with the advantages, bringing cross-border e-commerce into export also poses some difficulties and challenges. For example, businesses have to face the problem of fierce competition from other countries; some complicated international customs and shipping procedures; difficulties in the policy and legal system...

To overcome difficulties for Quang Ninh enterprises, according to Mr. Nguyen Van Thanh, Director of the Center for E-commerce Development, Department of E-commerce and Digital Economy (Ministry of Industry and Trade), the province needs strong and consistent direction from the heads of organizations and enterprises. Increase access to support mechanisms and policies of the Central and local governments.

He emphasized: "At the same time, it is necessary to promote the development of human resources for cross-border e-commerce, enhance the dissemination of laws and have policies to facilitate import-export enterprises such as: access to capital, logistics, infrastructure, customs clearance of goods through border gates...".

Chairman of the Quang Ninh Province Business Association Pham Van The said that it is necessary to build a healthy and open business environment, continue to reduce unnecessary procedures, shorten import and export procedures, trade and investment. Encourage and develop businesses to invest in cross-border import and export activities.

In addition, the province needs to shorten the implementation period of comprehensive digital transformation, promote more strongly the digital economy and e-commerce, to support import and export activities through e-commerce... to facilitate import and export of enterprises and transparency in state management and administration.

Mr. Pham Van The proposed: "The authorities should actively promote and advertise Quang Ninh and Vietnam's products to foreign markets, and train businesses participating in the export market, not only for the Chinese market but also for all countries that have signed FTAs with Vietnam. Having a roadmap to reduce tariffs, move towards non-tariffs, reduce or eliminate tariffs will be more convenient and reduce costs for import and export businesses."
