On May 20, District 12 Police, Ho Chi Minh City are detaining: Nguyen Van Quan (33 years old, Bac Giang), Phan Ngoc Son (22 years old, residing in District 12, Ho Chi Minh City) and Hoang Xuan Du (18 years old, from Bac Kan) to investigate the acts of intentionally damaging property, extorting property and lending at high interest rates in civil transactions.
According to the investigation, Ms. NTLP (living in District 12) borrowed 13 million VND from Quan. Ms. P. had paid the principal and interest of 11.2 million VND but stopped paying.

After a while, the principal and interest compounded, Quan repeatedly came to the house to threaten the family, forcing Ms. P. to pay up to 12.6 million VND.
In addition, Quan also cursed, wrote graffiti on the wall and hired Son and Du to buy paint and come to Ms. P's house in the early morning of May 3 to put pressure on her.
Receiving the victim's report, District 12 Police got involved and through investigation arrested 3 subjects.
At the authorities, Son and Du said they were paid 1 million VND by Quan; all three confessed to their actions. Currently, the police are continuing to consolidate the case file and handle it according to the law.
