In recent times, the implementation of the Grassroots Democracy Regulations (GDC) in the province has contributed to raising the sense of responsibility of cadres, civil servants and public employees in performing public duties; preventing and combating corruption and negativity; creating solidarity in agencies and units; strengthening the close relationship between the Party, the government and the people... Thereby, creating an important driving force to promote the completion of the province's key political tasks.

Promote people's mastery

According to the Provincial Steering Committee for the Implementation of Grassroots Democracy, in 2023, Party committees and authorities of communes, wards and towns will continue to thoroughly grasp and direct the implementation of democracy according to the Law on Democracy Implementation at the Grassroots level in association with the political tasks of socio -economic development in the locality. Focusing on implementing the motto "People know, People discuss, People do, People inspect, People supervise, People benefit", localities have promoted the people's mastery in collecting opinions before issuing resolutions and plans on socio-economic development of the locality. Through that, people actively participated in many comments, suggestions and recommendations to Party committees, authorities and functional agencies to resolve incidents, problems and difficulties arising in social life.

In addition, the commune-level Party Committee developed a plan and organized 126 dialogues between the heads of the Party Committee and the government with the people; oriented the content of social supervision and criticism in 2023 for the Vietnam Fatherland Front Committee and socio-political organizations. The contents of supervision and criticism focus on the promulgation and implementation of support policies, the implementation of legal regulations, issues of concern to the people... The commune-level Party Committee Secretary receives citizens at least 2 days/month in accordance with Regulation No. 11 of the Politburo .

On the other hand, the activities of the People's Inspection Board and the Community Investment Supervision Board of communes, wards and towns continued to promote their roles and functions well. The Community Investment Supervision Board was organized and implemented in communes, wards and towns. During the year, 489 rural traffic works, dredging of intra-field canals, drainage systems, lighting systems, construction of houses for poor households... were supervised with a total value of nearly 128.76 billion VND, of which capital mobilized from the people was nearly 29.79 billion VND. Through supervision, most of the construction investment projects ensured quality and complied with regulations. Works that did not ensure quality were promptly detected, and recommendations were made to investors and construction units to correct errors.

On the side of agencies, units and localities, citizens are received and petitions are handled according to regulations. In 2023, the whole province received 5,053 visits/5,290 people/3,909 cases. The content of citizen reception and petitions is mainly related to the issuance and revocation of land use right certificates, decisions on applying coercive measures to enforce decisions on applying remedial measures, reclaiming old land, compensation, support and resettlement when reclaiming land to implement the North-South Expressway Project, DT 719 road, new investment in DT 719B road; violations of legal provisions by cadres, civil servants, public employees and organizations in performing their duties and public duties; encroachment on public land, environmental pollution; some localities are slow in handling policies, petitions and letters from citizens...

Improving the quality of democracy implementation at the grassroots level

The Steering Committee for the implementation of grassroots democracy in the province identified 2024 as a very important year in fulfilling the goals and targets set by the Resolutions of Party Congresses at all levels. To continue improving the quality of grassroots democracy implementation, expanding and promoting the mastery of all classes of people, mobilizing the strength of great national unity; All levels, sectors, and Steering Committees for the implementation of grassroots democracy regulations at all levels need to pay attention to seriously implementing the tasks and targets identified in the resolutions, conclusions, and action programs of the Provincial Party Committee and the Provincial People's Committee on socio-economic development, ensuring national defense and security, and Party building and mass mobilization work in 2024 in conjunction with the implementation of the Law on Grassroots Democracy Implementation, Decree No. 59 of the Government detailing a number of articles of the Law on Grassroots Democracy Implementation, Decree 61 of the Government on building and implementing village covenants and conventions of residential communities; the "study and follow" topic in 2024 aims to promote the role of the people in participating in giving opinions on Party building, government building, socio-economic development, and ensuring national defense and security.

Along with that, monitor and promptly grasp public opinion, pressing issues and difficulties affecting the lives, rights and legitimate interests of the people to advise the Party Committee and the government to resolve. Pay attention to implementing democracy at the grassroots level in implementing key local projects and works, especially inventory, pricing, land recovery, compensation, resettlement, etc. At the same time, focus on implementing the 2024 theme of the Provincial Party Committee (term XIV) "Improving competitiveness and satisfaction of people and businesses" with effective solutions, specifically improving the PCI, PAR Index, SIPAS, PAPI; seriously apologize to organizations and individuals for delays and errors in handling administrative procedures; thoroughly overcome the situation of officials and civil servants avoiding and shirking responsibility.
