The 2025 Dong Thap Province's Program on Quality Assurance and Quality Control sets out the goal that agencies, organizations and units will resolutely, synchronously and effectively implement solutions for quality assurance and quality control in all fields; making quality assurance and quality control a key and regular task of agencies, organizations and units, contributing to mobilizing, allocating and effectively using resources, ensuring macroeconomic stability, promoting the process of economic and social recovery and growth, creating more substantial changes in the awareness and actions of cadres, civil servants, public employees, workers and people regarding quality assurance and quality control.
The key tasks identified are to focus on effectively implementing key tasks and solutions in various fields to restore and develop the economy, striving to achieve the highest socio-economic development goals and tasks set by the Provincial People's Council, contributing to increasing the province's gross domestic product (GRDP) by 8.0%, GRDP/person reaching 84.63 million VND (equivalent to 3,412 USD) at actual prices.
Tighten discipline and order in managing and using finance and budget; manage state budget expenditures according to estimates, ensuring strictness, thrift and efficiency; resolutely implement solutions to prevent revenue loss, transfer pricing, tax evasion, and tax debt collection; strictly control state budget deficit. Promote the allocation, implementation and disbursement of public investment capital, National Target Programs to ensure compliance with regulations; speed up the implementation of key and important national public investment projects, inter-provincial projects... Focus on reviewing and resolutely eliminating ineffective projects, projects that are not really necessary or urgent; prioritize capital for key and urgent projects, creating momentum for rapid and sustainable development.
Strengthening the management and use of public assets, ensuring the correct standards, norms, regimes and requirements of tasks, focusing on arranging and handling assets, especially houses and land, in conjunction with the arrangement and streamlining of the apparatus. Promoting the allocation, implementation and disbursement of public investment capital, especially for important national programs, projects and works, national target programs, and inter-provincial and inter-regional projects. Innovating and improving the efficiency of state-owned enterprises. Promoting restructuring and divestment; improving the efficiency of state capital investment in enterprises. Completing the arrangement and streamlining of the apparatus in accordance with the set goals and requirements, in conjunction with streamlining the payroll and restructuring, improving the quality of the contingent of cadres, civil servants and public employees; improving the effectiveness of state management, meeting the requirements of tasks in the new situation. Promoting decentralization and delegation of authority in conjunction with improving self-reliance, self-reliance and responsibility for local governance.
Prioritize resources, intelligence, prepare human resources, focus on digital transformation, develop science and technology synchronously and smoothly. In addition, some key indicators on THTK and CLP are also specifically identified in the THTK and CLP Program of the province, such as: Management and use of public assets; management and use of regular expenditures of the state budget; management and use of public investment capital; management, exploitation and use of resources; management and use of state capital and assets at enterprises; management and use of labor and working time.
To effectively implement the goals, tasks and targets of THTK and CLP in 2025, all levels, sectors, agencies, organizations, units and localities closely follow the groups of solutions in the Program on THTK and CLP of the province for the period of 2021-2025. In particular, focusing on groups of solutions on strengthening leadership and direction on THTK and CLP; promoting the application of information technology and digital transformation to modernize management work and save resources; promoting propaganda and education to raise awareness in THTK and CLP; strengthening the organization of THTK and CLP in the fields (management and use of public assets; state budget management; management and use of public investment capital; management of resources and minerals, especially land; management and use of state capital and assets at enterprises; organization of apparatus, labor management, working time); Strengthen inspection, examination and strict handling of violations of regulations on THTK and CLP.
The requirement for the work of THTK and CLP is that each agency, unit and locality must clearly define its tasks and responsibilities, especially the responsibilities of the head, in order to develop an implementation plan with the highest efficiency. In particular, focusing on the Government's 2025 management theme of "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough". THTK and CLP indicators in all fields must be quantified to the maximum, in accordance with the actual situation, ensuring substance, comprehensiveness, focus and key points.
