This afternoon, May 27, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung chaired a meeting with relevant departments, branches and units on the implementation status of the project to build a conveyor system to transport coal from Laos to Vietnam, the section within Vietnam's territory, and the project to build National Highway 15D, the section from National Highway 1 to the West branch of Ho Chi Minh Road.

At the meeting, the leader of the Department of Planning and Investment said that the project to build a conveyor system to transport coal from Laos to Vietnam, the section within the territory of Vietnam, is invested by Nam Tien Company Limited. The project is implemented in A Ngo commune, Dakrong district with a total investment of over 1,489 billion VND. The expected land area to be used is 23.82 hectares, the expected conveyor length is 6,115 m. The designed capacity is 30 million tons/year (divided into 2 phases, each phase has a capacity of 15 million tons/year). The project will operate for 30 years.
Currently, the project basically meets the conditions for consideration and approval of investment policy, and approval of investors according to regulations. Regarding the conveyor belt route, the Department of Planning and Investment requests the Provincial People's Committee to consider and agree with the conveyor belt route proposed by the investor in the project dossier and route diagram.
The leader of the Provincial Investment and Construction Project Management Board said that the project to build National Highway 15D, from National Highway 1 to the West branch of Ho Chi Minh Road, was assigned by the Prime Minister to the Quang Tri Provincial People's Committee as the competent authority to invest under the public-private partnership (PPP) method. The Provincial People's Committee assigned the consortium of Hoanh Son Group Joint Stock Company, Phonesack Vietnam Co., Ltd., and Nam Tien Co., Ltd. to study and prepare a pre-feasibility study report for the project.
Currently, all design options pass through special-use forests and protection forests with relatively large areas (from 44-139 ha). Therefore, it is necessary to submit to the Government or the National Assembly to change the purpose of forest use at the same time as approving the investment policy. In addition, local budget conditions are still difficult, so the source of state budget allocated to participate in the project has not yet been determined.
Therefore, the Provincial Construction Investment Project Management Board recommends that the Provincial People's Committee work with central ministries and branches to consider allocating state capital to participate in the project to have a basis for submitting for approval of the project investment policy.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung affirmed that the project of building a conveyor system to transport coal from Laos to Vietnam, the section within the territory of Vietnam, plays an important role for Quang Tri province. If implemented, the project will contribute significantly to promoting socio-economic development, ensuring national defense and security of the locality.
Therefore, the Department of Planning and Investment is assigned to study the suitability of the planning; complete the documents to submit to the Provincial People's Committee for approval of the investment policy. The investor is responsible for coordinating with the Department of Transport and the Provincial Economic Zone Management Board to agree on the route passing through the La Lay International Border Gate area. Relevant departments and branches need to actively support the investor in completing the necessary documents and legal procedures to have a basis for implementing the project.
For the National Highway 15D Construction Project, from National Highway 1 to the West branch of Ho Chi Minh Road, the Provincial Investment and Construction Project Management Board is assigned to actively coordinate and urge investors to deploy and complete necessary legal procedures, and have a written report to the Provincial People's Committee before June 15.
