Virtual assistants help reduce burden and legal risks for officials and civil servants

The national digital transformation program approved by the Prime Minister in June 2020 identified a task and solution to create a foundation for digital transformation as a priority choice to research a number of core technologies that Vietnam can take shortcuts to as well as have the ability to create strong breakthroughs such as artificial intelligence (AI), blockchain and virtual reality/augmented reality (VR/AR); build a computing system with enough capacity to process and analyze data, mobilize community participation, and allow organizations and businesses to exploit together to serve the development of an ecosystem of innovative products applying AI.

Emphasizing the importance of developing virtual assistants for state officials, in his direction at the conference reviewing the first 6 months of 2023 and deploying tasks for the last 6 months of 2023 on June 30, Minister of Information and Communications Nguyen Manh Hung pointed out: One of the most effective applications that AI brings, especially when "Generative AI" based on large language models appears, is virtual assistants.

Virtual assistants are especially useful for regulated workers, such as civil servants who are only allowed to do what the law requires. With a “forest” of regulations, virtual assistants will reduce the workload, reduce the burden, reduce legal risks, increase quality, and increase productivity for civil servants.

“Virtual assistants have been developed for a long time, but only when a large language model appeared did there be breakthrough developments. Virtual assistants for the state civil servant system are a big step forward for the Digital Government. The construction of virtual assistants for state civil servants will go hand in hand with the development of a large Vietnamese language model. The large Vietnamese language model will also be the foundation for other businesses to develop Vietnamese virtual assistants, for example, virtual assistants providing legal support to all citizens,” Minister Nguyen Manh Hung emphasized.

In order to effectively and substantially deploy the development of a Vietnamese large language modeling technology platform, the Ministry of Information and Communications has recently issued a promotion plan, with the goal that by 2025, Vietnam will have at least one Vietnamese large language modeling technology platform, capable of providing services for other artificial intelligence application platforms; 100% of state agencies will have virtual assistants to help officials and civil servants serve their activities.

The plan of the Ministry of Information and Communications also clearly states: Researching, developing, and applying the Vietnamese large language model is an important, necessary, and meaningful task. The Vietnamese large language model uses knowledge and training data that have been screened in Vietnam, at a low cost for people, businesses, and organizations in Vietnam to use to develop new applications.

Developing a large Vietnamese language model must address two main challenges: Collecting and processing raw Vietnamese data sources to form a complete Vietnamese data set and a Vietnamese instruction data set; Establishing a computational infrastructure that allows training of a large language model.

In the plan issued at the end of July 2023, the Ministry of Information and Communications also proposed 4 main groups of tasks to promote the development of a large Vietnamese language model technology platform with progress and near completion time, including: Institutional development; Building a large Vietnamese data set to develop a large Vietnamese language model; Researching, testing and developing a large Vietnamese language model; Building a virtual assistant platform for officials and civil servants.

The Ministry of Information and Communications assigns the National Digital Transformation Agency to preside over and coordinate with relevant units to specifically implement each content of the plan. Units under and directly under the Ministry of Information and Communications are responsible for coordinating the implementation of the plan, building data, deploying use, evaluating, and commenting on the completion of the product.

Just before that, in mid-July 2023, the Ministry of Information and Communications approved the selection of Viettel Group as the unit to research and test the development of a large Vietnamese language model and virtual assistant for officials and civil servants at the Ministry of Information and Communications.

With the research and testing period in 2023, the goal set by the Ministry of Information and Communications for the selected unit is to build a common dataset in Vietnamese with good quality and wide coverage to serve the training of fluent communication skills for the large Vietnamese language model.

Along with that, research and test a large Vietnamese language model service platform with basic components including tools for data collection, processing, labeling and application programming interfaces (APIs) for virtual assistant development; basic version of virtual assistant for state officials and civil servants and virtual assistant application version for the Ministry of Information and Communications.

Viettel Group has just been assigned to research and test the development of a large Vietnamese language model and a virtual assistant for officials and civil servants at the Ministry of Information and Communications.
