Applying data and artificial intelligence to serve governance and sustainable development of Quang Ninh province

Speaking at the opening of the conference, Mr. Pham Duc An, Chairman of the People's Committee of Quang Ninh province affirmed that the conference is an opportunity to exchange and share knowledge, experience and practical solutions in applying data and artificial intelligence (AI) in state administration and socio-economic development management, thereby transforming the goals and orientations of Resolution No. 57 of the Politburo and Resolution No. 71 of the Government into specific goals and tasks of Quang Ninh province, towards the goal of sustainable and comprehensive development of Quang Ninh province.

Over the years, Quang Ninh has always been a bright spot, a pioneer in administrative reform, technology infrastructure development, e-government and digital government construction. However, besides initial achievements, Quang Ninh province is also facing many challenges such as: lack of high-quality human resources in AI; data is still scattered, lacking connectivity and synchronization; shared infrastructure platforms are starting to become outdated; centralized big data warehouses have not been formed and data resources in various fields have not been effectively exploited. Tools to support direction and administration have only just stopped at deploying a centralized electronic document transfer system, and there is no smart operating system applying artificial intelligence and big data in management, administration, supervision and decision-making.

Sharing experiences in the national strategy on science, technology, innovation and the role of data and AI in the digital transformation process. Comrade Bui The Duy, Deputy Minister of Science and Technology, said that the role of technology and digital transformation today is very important in applying to fields such as: production, business, education, health, culture, art... technology and digital transformation are increasingly creating great changes and affecting all aspects of social life. Based on the contributions of scientists and experts, it will contribute to building more appropriate policies and management mechanisms to promote the development of Quang Ninh and the country.

At the conference, scientists and experts in the field of technology and digital transformation shared experiences in applying data and artificial intelligence (AI) to serve people, businesses and local governments as well as in other areas of social life.

Through this conference, Quang Ninh province hopes to soon build an effective, synchronous and long-term visionary data strategy as a basis for reviewing and updating the national data strategy; deploy the construction of specialized databases, focusing on prioritizing the completion of land, construction, finance, insurance, enterprise, labor and employment databases; digitize processes, documents, and results of administrative procedure settlement in areas related to people and enterprises; promote the application of AI in the direction and administration of the province and grassroots levels; apply in the fields of border gates, tourism, health, education, justice, land, environmental resources, transportation, agriculture, and smart urban management; develop mechanisms and policies to develop high-quality digital human resources to meet the requirements of integration and competition; Building a sustainable digital ecosystem, in which data and artificial intelligence are the central foundation, forming the "urban brain", "digital brain" of Quang Ninh province.

In his closing speech at the Conference, Comrade Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, requested all cadres, party members, civil servants and public employees in the province, regardless of their positions, to be aware of their responsibility to self-study and improve their digital capacity. If we cannot master data and do not know how to apply AI in our daily work, we are falling behind; at the same time, he requested departments, branches, organizations and localities in the province to vigorously implement the program "Digital Literacy for the People", a practical action program to popularize knowledge about data, digital technology and artificial intelligence for all cadres, party members, workers and people. No one is left behind in digital transformation. "Digital Literacy for the People" is not just a slogan, but a concrete and practical action to improve people's knowledge in the digital age.

At the conference, Quang Ninh province launched the "Digital Popular Education" movement.
