Promoting digital economy and digital society comprehensively in all fields

In recent times, the Government has had many mechanisms and policies to encourage the development of the digital economy and digital society on the basis of promoting the achievements, gradually overcoming difficulties and limitations. Promoting the development of the digital economy and digital society has been identified as a key and urgent task with the National Strategy for the Development of the Digital Economy and Digital Society to 2025, with a vision to 2030, which sets out the comprehensive development of the digital economy and digital society in all sectors and fields and focuses on developing a number of key sectors and fields.

Specifically, developing the digital economy and digital society in the direction of accelerating the process of implementing electronic transactions in the field of labor, employment and social security, creating and maintaining a complete database, promptly updating on workers and policy subjects nationwide, thereby building and organizing the implementation of a digital data platform on labor, employment and social security in which state agencies play a leading role, labor-using organizations play a core role and workers and people actively participate in collecting, standardizing, opening data and providing open data to serve analysis, forecasting, publishing information on the labor market and implementing social security policies. Forming an electronic labor contract platform and promoting workers and labor-using organizations to sign electronic labor contracts. Develop and organize the implementation of electronic labor books for employees, and organize specialized training on digital transformation at universities and postgraduate training institutions in the field of labor, war invalids and social affairs. Along with the development of digital economy and digital society in commerce towards streamlining and increasing the efficiency of the supply chain, contributing to modernizing the business cycle and enhancing the competitiveness of enterprises, promoting the development of domestic and export markets, including managing and monitoring the activities of e-commerce platforms; combating counterfeit goods and protecting consumers in online e-commerce transactions; building a healthy, competitive and sustainable e-commerce market, developing and organizing the implementation of the e-commerce promotion program in rural areas with development potential: convenient logistics infrastructure, many unique agricultural products, handicrafts and fine arts products; Strengthening e-commerce linkages between regions, especially supporting people to bring their products and services to e-commerce platforms to contribute to turning each person into an entrepreneur. Training digital skills for ethnic minorities, providing opportunities to access e-commerce to alleviate poverty, narrow income gaps; considering e-commerce as the main measure to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030; Program on trade development in mountainous, remote and island areas for the period 2022 - 2025, developing e-commerce platforms through value chains, connecting large manufacturers, small and medium-sized distributors, wholesalers and retail trade channels, e-commerce companies that together constitute the supply chain.

The workshop on digital economic development was held directly at the headquarters of Foreign Trade University.

Promote the application of e-commerce to support key export industries, expand consumption of domestic goods and promote e-commerce development in localities, strengthen the construction of infrastructure systems and services to support e-commerce development. Develop digital economy and digital society in industry and energy in the direction of establishing a suitable environment for innovation, strengthen strategic direction and flexibly exploit financial resources for digital transformation support activities. Key tasks include: Building and organizing the implementation of a coordination mechanism for digital transformation support activities for industrial manufacturing enterprises; implementing representative and feasible sample digital transformation projects, thereby leading the digital transformation and innovation movement of manufacturing enterprises and organizing the implementation of a digital platform connecting manufacturing enterprises with technology experts and professional solution providers to support digital transformation enterprises; Strengthen business linkages according to advanced cooperation models between manufacturing enterprises with domestic and international partners to create new values, share service networks and data and information resources. Develop statistical indicators and organize periodic surveys to assess the readiness of industrial enterprises to convert to smart factory models. Build and form research centers/institutes on technology serving production, focusing on digital transformation of source technologies and core technologies of the manufacturing, processing and manufacturing industries to improve efficiency, productivity and quality of the processing and manufacturing industries, contributing to improving the competitiveness of enterprises, industrial products manufactured by domestic enterprises and organizing the implementation of the Action Plan for developing the digital economy and digital society in the energy sector, building and organizing the implementation of the Smart Grid Development Plan in Vietnam. For the finance, banking, insurance, postal, transportation, logistics, construction and real estate sectors, manufacturing, service sectors and other sectors and fields: focus on developing the digital economy and digital society in each sector and field towards establishing a suitable environment for innovation, strengthening strategic direction and flexibly exploiting financial resources for digital transformation support activities, forming a digital economic ecosystem, digital society in sectors and fields, in which building and organizing the implementation of the Action Plan for developing the digital economy and digital society in sectors and fields, shifting from traditional production to digital economy in sectors, strongly digitally transforming enterprises and production and business establishments in sectors and fields; launching and attracting a wave of technology enterprises to invest in serving sectors and fields; developing digital platforms in sectors to serve the needs of businesses and people. Build and organize the implementation of digital data platforms for industries and fields in which state agencies play a leading role, enterprises and production and business establishments play a core role and people actively participate in collecting, standardizing, opening data and providing open data to serve production and business in industries and fields; promptly provide information, advice, and forecast the situation for businesses and people. Build and organize the implementation of specialized digital platforms, management and business platforms for each field to serve digital transformation for businesses and production and business establishments in the industry; connect and link between businesses and businesses, between businesses and the government , between domestic and foreign businesses; create an environment for the formation of new services, new business models, and facilitate the effective exploitation of the business ecosystem in cyberspace.
