Speaking at the conference, Mr. Nguyen Quoc Huy, Director of the Department of Transport of Lao Cai province, emphasized that with the historic visits of General Secretary Nguyen Phu Trong to China in October 2022 and General Secretary and President of China Xi Jinping to Vietnam in December 2023, the Vietnam - China relationship has developed strongly and achieved important results. In particular, the high-ranking leaders of the two sides agreed to establish a new position for bilateral relations, issued a Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, and building a Vietnam - China Community of Shared Future, which is of strategic significance.

Vietnam-China relations have never developed as deeply, comprehensively and substantially as they do today. This is a favorable condition for the border provinces of Vietnam and Yunnan Province (China) to promote cooperation in various fields, including transportation.

Implementing the Minutes of the 3rd Annual Conference of the 5 Provincial Party Secretaries in 2023 and the Minutes of the 9th meeting of the Joint Working Group of the 5 Provinces, in recent times, Yunnan Province and the border provinces of Vietnam have actively promoted direct exchanges and cooperation in various fields; maintained and promoted, maximizing the mechanism of annual conferences between Provincial Party Secretaries and meetings of the joint working groups between provinces; stepped up investment in building the traffic infrastructure system in border areas, accelerated planning, construction and connection of road traffic.

The provinces have actively advised the Government and central agencies to approve the implementation of cross-border traffic projects, such as Thanh Thuy - Thien Bao, Bat Xat - Ba Sai, Ma Lu Thang - Kim Thuy Ha.
Actively coordinate to promote the implementation of planning for the 1,435 mm standard gauge railway line Lao Cai - Hanoi - Hai Phong and discuss and agree on the construction plan for the railway section connecting Lao Cai station (Vietnam) to Hekou Bac station (China); open new international passenger transport routes.
Proactively coordinate to complete internal and bilateral procedures to soon announce the upgrading of border gate pairs, open border crossings, and create favorable conditions for trade activities between parties such as Muong Khuong - Kieu Dau, Ban Vuoc - Ba Sai, U Ma Tu Khoang - Binh Ha, A Pa Chai - Long Phu.

At the conference, leaders of the Department of Transport of the border provinces of Vietnam and the Department of Transport of Yunnan Province (China) discussed transport connection projects. Specifically, the Department of Transport of Lao Cai Province and the Department of Transport of Yunnan Province discussed the project: Road bridge across the Red River border Bat Xat (Vietnam) - Ba Sai (China); Lao Cai - Hanoi - Hai Phong standard gauge railway and the dual gauge railway section connecting Lao Cai Station with Ha Khau Bac Station (China); the construction of border bridges in the area of Hoa Chu Phung, Simacai District (Lao Cai Province) - Seo Pa Chu, Ma Quan District, Van Son District (Yunnan Province) and Lung Po, Bat Xat District (Lao Cai Province) - Lung Po Chai, Kim Binh District, Hong Ha District (Yunnan Province).

The Department of Transport of Ha Giang province and the Department of Transport of Yunnan province discussed the traffic project across the border in the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate area.
Lai Chau Provincial Department of Transport and Yunnan Provincial Department of Transport discussed the multi-purpose bridge project across the border from Ma Lu Thang (Vietnam) to Kim Thuy Ha (China).

Delegates spent a lot of time discussing international road transport. Specifically, the Lao Cai Provincial Department of Transport and the Yunnan Provincial Department of Transport discussed the exploitation of the Quang Ninh - Hai Phong - Hanoi - Lao Cai (Vietnam) - Kunming (China) transport route and continued to extend the pilot period of two-way freight transport through the Kim Thanh (Vietnam) - Bac Son (China) border gate.
The Department of Transport of Ha Giang province and the Department of Transport of Yunnan province discussed the pair of border gates for international road transport from Sam Pun (Vietnam) to Dien Bong (China) and the Vietnam - China international road passenger and cargo transport route.
Within the framework of the conference, delegates also discussed the cooperation mechanism for managing and protecting traffic flows on the Red River border; developing a container to the final destination; cooperation between enterprises and vocational education in transport; establishing an exchange mechanism and contact point...
Comrade Duong Trach Long, Deputy Director of the Department of Transport of Yunnan Province, said that Yunnan Province always pays attention to cross-border infrastructure projects to promote bilateral trade, contributing to improving the lives of people in border areas. With its role, the Department of Transport of Yunnan Province will actively connect with relevant agencies of Yunnan Province, maintain exchanges, and coordinate with the Department of Transport of border provinces of Vietnam to soon implement projects that have been agreed upon by the two countries' senior leaders.

Leaders of the Departments of Transport of Ha Giang, Lao Cai, Lai Chau, Dien Bien provinces (Vietnam) and the Department of Transport of Yunnan province (China) agreed to continue promoting the achievements; increase exchanges, learning, and support each other for mutual development, especially strongly promoting the development of the expressway system and projects connecting roads, railways, and waterways across the border of the two countries.
