Promoting negotiations on the Vietnam-Türkiye Free Trade Agreement, enhancing cooperation in developing high-tech zones

On the morning of November 30, 2023 (local time), in Ankara, within the framework of his official visit to Türkiye, Prime Minister Pham Minh Chinh received Minister of Treasury and Finance Mehmet Simsek and Minister of Industry and Technology Fatih Kacir.

At the meeting with Turkish Minister of Treasury and Finance Mehmet Simsek , Prime Minister Pham Minh Chinh emphasized that Vietnam and Turkey have important geostrategic positions and can support each other in connecting with major markets in Europe, the Middle East - Africa and Asia; affirmed that Vietnam attaches importance to strengthening economic cooperation on the basis of mutual benefit between the two countries; and highly appreciated the role of the Turkish Ministry of Treasury and Finance in promoting bilateral economic cooperation in recent times.

Prime Minister Pham Minh Chinh emphasized that there is still a lot of room for cooperation between the two countries, and the economies of the two countries have much potential to complement each other, but the frameworks for cooperation are still limited.

The Prime Minister asked Turkish Treasury and Finance Minister Mehmet Simsek to continue to actively contribute to improving the effectiveness of economic cooperation between the two countries, especially promoting the negotiation of the Vietnam-Turkey Free Trade Agreement (FTA), removing trade barriers for Vietnamese exports, recognizing Vietnam's market economy status; increasing the sharing of experience with Vietnam in building fiscal and monetary policies, etc.

Turkish Minister of Treasury and Finance Mehmet Simsek thanked Prime Minister Pham Minh Chinh for taking the time to receive him; recalled the good memories of his visit to Vietnam in 2017 as Deputy Prime Minister of Turkey. Minister Mehmet Simsek expressed his admiration for Vietnam's economic and integration achievements, and stated that the relationship between Türkiye and Vietnam has many favorable conditions for development.

The Minister affirmed that Vietnam is one of Türkiye's priority economic partners in Asia, and hopes that the multifaceted cooperation between the two countries will be further strengthened.

The Turkish Minister of Treasury and Finance highly agreed with the cooperation orientations of Prime Minister Pham Minh Chinh, emphasizing the need to combine promoting exchanges through promoting air connectivity, facilitating visas, and opening branches of commercial banks in Vietnam.

The Minister shared the need to reduce defense measures to facilitate trade cooperation; study the possibility of starting FTA negotiations to create a breakthrough for bilateral trade at the right time, aiming at balancing trade and establishing stronger cooperation frameworks in the coming time; encourage Turkish businesses to participate more in investment projects and infrastructure development in Vietnam....

On the same day, Prime Minister Pham Minh Chinh received Turkish Minister of Industry and Technology Fatih Kacir.

At the meeting, the Prime Minister affirmed that Vietnam wishes to promote cooperation with Türkiye in the process of industrialization of the country; highly appreciated the fact that Türkiye is the largest direct investor from the Middle East in Vietnam, and affirmed that he welcomes and is ready to create favorable conditions for Turkish corporations and enterprises to increase investment in Vietnam.

The Prime Minister suggested that with its experience in operating industrial parks (Türkiye currently has more than 100 high-tech industrial parks of different sizes), the Turkish side should study investment, development, and share experience in managing and operating industrial parks and high-tech parks in Vietnam. The two sides can discuss this issue specifically at the 8th meeting of the Bilateral Joint Committee.

Thanking the Prime Minister for taking the time to meet him, Turkish Minister of Industry and Technology Fatih Kacir affirmed that as an industrial and manufacturing country, Türkiye wishes to further enhance the effectiveness of cooperation with Vietnam in areas of strength such as industry, high technology, automation, defense industry, automobile manufacturing, remote sensing, etc.

The Minister believes that the two sides have a lot of potential for cooperation due to many advantages and experiences that can complement each other. The Minister agrees with the direction of Prime Minister Pham Minh Chinh in cooperating to develop industrial parks and high technology in Vietnam, proposing to promote cooperation between Turkish electric car manufacturers and Vietnamese partners, affirming that this is a new but very potential field.

The Minister also agreed on the importance of the network of free trade agreements in accessing and expanding markets, and suggested that the two countries continue to improve the legal framework to facilitate cooperation activities between the two countries in the coming time.
