On December 2, Mr. Pham Van Loi, Chairman of the People's Committee of Quang Phu Commune (Quang Dien District), said that this morning the Bo River rose rapidly, causing flooding in many downstream areas in the locality.
Many inter-village roads in Xuan Tuy village (Quang Phu commune) are flooded, people travel by boat.
At around 9am today, December 2, the rising water of the Bo River caused flooding in many places in Xuan Tuy village (Quang Phu commune), with floodwaters rising nearly 0.5m in some places.
Mr. Loi said that this is also the lowest area in the commune.
"This morning, the commune authorities set up barriers and banned vehicles from passing through flooded roads to ensure safety. People living in this area are used to floods, so every house has a boat. At this time, the locality also recommends that people limit travel, especially not allowing children to swim in boats or play in water," said Mr. Loi.

Quang Tho commune leaders said that from last night (December 1) until this morning, the locality has been dry, with only light rain for a short period of time. The flooding occurred due to the rapid rise of water from the Bo River.
Mr. Tuan Hiep (29 years old, resident of Xuan Tuy village) said that even though it had not rained until noon today, the water was still rising slowly and flowing rapidly.

According to a report from the Office of the Steering Committee for Natural Disaster Prevention and Control of Thua Thien - Hue province, from 5:00 p.m. on November 30 to 7:00 a.m. on December 2, the upstream area of the Bo River had heavy rain, with recorded rainfall ranging from 150 - 300 mm; higher in some places such as Rao Trang 4 hydropower dam (358 mm), Rao Trang 3 hydropower dam (356 mm) and at HA Luoi (337.6 mm).
The water level is quite large, so Huong Dien Hydropower Reservoir (on Bo River) is forced to regulate water downstream, with the water flow discharged equal to the water flow to the reservoir. At about 7:00 am this morning, the water level on Bo River at Phu Oc station was 4.38 m, 0.12 m below alert level 3.
The Steering Committee for Disaster Prevention and Control of Thua Thien - Hue province said that from this morning, December 2nd to the end of December 3rd, Thua Thien - Hue will have moderate rain, heavy rain, and very heavy rain in some places. The total rainfall is commonly 80 - 190 mm, with some places over 320 mm.
