On August 1, the Investigation Police Agency of Thua Thien - Hue Province Police announced that it had just issued a decision to prosecute and temporarily detain Dang Quoc Trung (45 years old, residing in Huong Xuan Commune, Nam Dong District), Director of Thach Phu Hung Company Limited, for violating regulations on research, exploration, and exploitation of natural resources.
According to the case file, on May 17, 2008, Thach Phu Hung Company Limited, with Dang Quoc Trung as Director, was granted a mineral exploitation license by the People's Committee of Thua Thien - Hue province, allowing the exploitation of stone for use as common construction materials at the quarry in Ba Tang village, Huong Huu commune (Nam Dong district).
Dang Quoc Trung at the time the police read the arrest warrant.
However, during this time, Trung's company both exploited at the licensed location and illegally exploited stone at Xoai and A Ro streams in Ba Tang village, Huong Huu commune (Nam Dong district).
This enterprise arbitrarily invested in building an electricity system, extending from the factory area to Khe Xoai and Khe A Ro areas to set up a stone gathering area. After that, it bought and rented production forest land from households around the area and then expanded the road for vehicles to explore and exploit monolithic stone blocks to bring back to the factory for sawing and processing.
Then, since 2011, although Thach Phu Hung Company's mining license in Nam Dong District had expired, Trung continued to allow people and vehicles to mine minerals at Khe A Ro and Khe Xoai. The mining process created deep holes, causing landslides in local households' fields and changing the natural flow of Khe A Ro, directly affecting people's lives and causing frustration.
In response to the above incident, the Board of Directors of Thua Thien - Hue Provincial Police Department directed the Economic Security Department to verify, investigate and handle the case.
On April 14, 2022, the Economic Security Department coordinated with the Nam Dong District Police, the Environmental Police Department and related units to discover and catch a crane without a brand or license plate belonging to Thach Phu Hung Company, carrying 2 monolithic rocks of more than 3 m3 . At the scene, the people participating in the stone mining and transportation could not present the mining license as well as the procedures related to this stone mining and transportation activity.
Through the process of working with Dang Quoc Trung and the company's workers, along with the collected evidence, the police force determined that the total volume of stone illegally exploited by Thach Phu Hung Company was 644 m³, equivalent to 500 million VND.
