
The Prime Minister requested to strengthen market management and supervision, especially for food, foodstuffs, gasoline, and essential goods, to ensure that there is no hoarding, unreasonable price increases, or violations, and to strictly handle violations.
This is one of the contents of Official Dispatch No. 95/CD-TTg dated September 13, 2024 on strengthening the supply of essential goods to serve people in localities affected by storm No. 3 and signed and issued by Prime Minister Pham Minh Chinh.
The dispatch stated: In recent days, storm No. 3 with extremely high intensity directly landed in our country and the post-storm circulation caused heavy rain over a large area, causing floods in many localities in the Northern region, causing great damage to both life and property; seriously affecting production and people's lives. Local authorities and rescue forces have made great efforts to support people in overcoming the consequences of natural disasters.
To ensure the supply of food, foodstuffs, and essential necessities for the people, while strengthening supervision, inspection, and market control, strictly handling violations, and resolutely preventing hoarding and unreasonable price increases, especially of medicines, textbooks, school supplies, foodstuffs, essential necessities to serve the consumption needs, materials, biological products, plant varieties, livestock, etc. of students, people, and businesses after the storm, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct agencies and units in the area to organize support for food, foodstuffs, necessities, medicines, and daily necessities for households affected by storm No. 3, especially households in isolated and difficult-to-reach areas.

The Prime Minister also requested to closely follow market developments, prices, supply and demand of essential goods serving consumption, production and business in the area to proactively have practical, timely and effective solutions within their authority.
At the same time, focus on directing the immediate handling and repair of houses, schools, hospitals, and school supplies damaged by storms; urgently clear broken and fallen trees on roads; promptly fix problems with electricity, clean water, telecommunications, etc., to ensure production and business activities and people's daily lives; guide the implementation of measures to prevent and control epidemics after storms and floods.
The Minister of Industry and Trade directed relevant agencies to closely follow domestic market developments, the supply and demand situation of essential goods to serve production, business, study, medical treatment and people's lives, especially essential goods, to ensure market stability, supply and demand, and smooth circulation of goods; and to direct relevant units to promptly handle abnormal price fluctuations and supply and demand of essential goods.
The Ministry of Industry and Trade proactively coordinates with the police, military, transportation, health, and education forces to increase the transportation of essential goods, gasoline, medicine, textbooks, and school supplies to areas that are currently isolated, isolated, facing difficulties, and in need...; coordinates between provinces and cities affected by rain and floods with other provinces and cities when requested by localities to ensure the maintenance of the supply of essential goods for students and patients in localities affected by rain and floods.
The Prime Minister requested the Minister of Industry and Trade to direct all market management forces to strengthen supervision and management by area, deploy professional measures, develop plans and strategies, coordinate with functional forces to inspect, supervise, promptly detect and strictly handle organizations and individuals who take advantage of the impact of storm No. 3 to speculate, hoard goods, increase prices or commit other violations according to the provisions of law.
The Ministry of Industry and Trade shall coordinate with the media to publicly inform about the handling of organizations and individuals who take advantage of natural disasters or other unusual developments to make illegal profits, causing harm to the spiritual and material lives of the people; direct the Vietnam Electricity Group and relevant units to prioritize ensuring power sources for pumping stations serving the work of flood control, flood prevention, providing clean water for consumption, and fresh water for production and business.
The Prime Minister requested the Minister of Agriculture and Rural Development to direct relevant units to urge and guide localities to implement urgent measures to protect and restore agricultural production. Use all measures to quickly drain and prevent flooding to minimize damage to agricultural production; promptly rescue areas of rice, crops, fruit trees, ornamental plants, etc. that are still flooded; guide people to implement specific measures to protect production, convert crops and livestock to suit the reality.

In addition, preside over reviewing and synthesizing needs, coordinate with relevant agencies to propose to competent authorities to promptly issue and support plant varieties, livestock breeds, aquatic breeds, materials and biological products for cultivation and animal husbandry to support people to restore production immediately after storms and floods.
The Minister of Finance directed the General Department of State Reserves to urgently preside over and coordinate with relevant ministries and agencies to review the actual situation and needs of localities damaged by storm No. 3 to promptly submit to competent authorities for consideration and issuance of food, equipment, supplies, disinfectants and sterilization chemicals from the national reserve to support localities.
The Minister of Information and Communications shall closely coordinate with the Ministers of Industry and Trade, Finance, Agriculture and Rural Development to direct press agencies and coordinate with Vietnam News Agency, Vietnam Television, and Voice of Vietnam to disseminate information in a directional manner, objectively, honestly, and comprehensively reflecting the domestic commodity market, stabilizing social psychology and people, and avoiding causing panic among the public. The Ministries of Industry and Trade, Agriculture and Rural Development, Health, Education and Training, Transport, etc. shall proactively provide timely information to the Ministry of Information and Communications and press agencies as prescribed.
The Ministries of Health and Education and Training closely follow the actual situation, based on their functions, tasks and powers, proactively coordinate with localities to contribute to price stabilization and provide adequate equipment and necessary necessities for educational and medical facilities... under their state management.
The Prime Minister assigned Deputy Prime Ministers Bui Thanh Son, Le Thanh Long, and Ho Duc Phoc to directly direct, actively and proactively implement, urge, and handle difficulties to ensure timeliness and effectiveness in the implementation of the Official Dispatch.
The Government Office, according to its assigned functions and tasks, monitors, urges, synthesizes the situation, and promptly reports to the Prime Minister on issues arising during the implementation of the Official Dispatch./.
