The Minister of Industry and Trade has just signed and issued Official Dispatch No. 6815/CD-BCT dated September 8, 2024 to the Director General of the General Department of Market Management, Director of the Domestic Market Department, and heads of the Market Management Departments of provinces and cities on strengthening market inspection and supervision in the aftermath of storm No. 3 (storm Yagi) in a number of provinces and centrally-run cities.

In the face of the situation of storm No. 3 causing a lot of damage and possibly affecting the domestic market situation, the Ministry of Industry and Trade directed to strengthen supervision, inspection, and market control, strictly handle violations, and resolutely prevent hoarding and unreasonable price increases, especially food, foodstuffs, and essential necessities to serve the consumption needs of people and businesses in the period after the storm.

The Minister of Industry and Trade requested the Director General of the General Department of Market Management to direct all market management forces to strictly implement the instructions of the Prime Minister, the Minister of Industry and Trade and the People's Committees of provinces and cities on focusing on emergency response to storm No. 3.

Closely follow market developments, promptly synthesize and report to the Ministry of Industry and Trade on fluctuations in the market of essential goods to serve production, business and people's lives, especially those directly affected by storm No. 3.

Direct the entire market management force to strengthen supervision and management by area, deploy professional measures, develop plans and coordinate with functional forces to conduct inspections and closely monitor organizations and individuals who take advantage of market fluctuations in supply and demand, commodity prices due to the impact of storm No. 3 or other unusual developments to make illegal profits.

Coordinate with media agencies to publicly inform about the causes and handling methods for organizations and individuals who take advantage of natural disasters or other unusual developments to make illegal profits.

The Minister of Industry and Trade requested the Director of the Domestic Market Department to closely follow developments in the domestic market, the supply and demand of essential goods to serve production, business and people's lives, especially materials for repair and recovery after storm No. 3; closely coordinate with market management forces to ensure market stability and supply and demand of goods.

Heads of Market Management Departments of provinces and cities focus on and resolutely direct management work according to their localities, collect, examine, verify information, and promptly monitor and detect unusual developments in goods circulating in the market, especially for food, foodstuffs, gasoline, essential goods and goods serving construction repair, electricity, electronics, machinery, equipment and household appliances.

Immediately report to the General Department of Market Management, the Ministry of Industry and Trade as well as the People's Committees of provinces and cities the status, causes and proposed solutions for unusual fluctuations in prices, supply and demand of essential goods in the assigned management areas.

Assign leaders and civil servants to be on duty 24/7 to direct and coordinate with other functional agencies to promptly detect and handle organizations and individuals who take advantage of market fluctuations in supply and demand and commodity prices caused by storm No. 3 to make illegal profits.

Implement professional measures, strengthen market inspection and control, strictly handle violations related to prices, commodity speculation, creating commodity shortages to raise prices, and illegal profiteering; resolutely prevent hoarding and price gouging to ensure price stability, supply and demand of goods, especially food, foodstuffs, and essential necessities in the province and city.

Proactively prepare response plans for heavy rain, flooding, flash floods, and landslides that may occur in the coming days; ensure safety in case of having to concentrate on directing or inspecting the scene and mobilize forces to participate in response and overcoming the consequences of storm No.

Maintain the on-call regime, report information according to regulations on the market situation, promptly identify new acts and tricks of violating commercial law that may arise in stormy and flooded weather conditions; deploy inspection and handle all violations within authority to protect the legitimate rights and interests of consumers and legal traders.

Ensure the best conditions for human resources and means to perform the tasks of managing and preserving assets and documents and participating in flood and storm prevention activities according to the direction of local authorities and coordination requests of relevant agencies.

The Ministry of Industry and Trade requests the People's Committees of provinces and cities to direct the Department of Industry and Trade, the Market Management Department and functional forces in the area to focus on implementing market management and supervision in each locality; promptly detect unusual developments of goods circulating in the market, especially for essential goods, ensuring that no violations related to hoarding or illegal price increases occur; closely follow market developments, prices, supply and demand of essential goods in the area.

The Ministry of Industry and Trade requests units to urgently and seriously implement the above tasks effectively; assign the General Department of Market Management to regularly monitor the situation and implementation results, promptly report to the Minister and leaders of the ministry in charge according to regulations.
