Vietnamese and Dutch Prime Ministers hope to achieve breakthrough in high-tech cooperation

On the afternoon of November 2, at the Samsung Group's Research and Development Center in Hanoi, Prime Minister Pham Minh Chinh and Dutch Prime Minister Mark Rutte attended the Vietnam - Netherlands High-Tech Business Forum.

The forum was organized by the Ministry of Planning and Investment in collaboration with the Embassy of the Netherlands in Vietnam. Attending the event were leaders of ministries, sectors and localities of the two countries and nearly 30 leading Dutch high-tech enterprises accompanying Prime Minister Mark Rutte on his official visit to Vietnam, as well as large Vietnamese enterprises and corporations.

At the forum, Prime Minister Pham Minh Chinh and Prime Minister Mark Rutte also witnessed the handover ceremony of cooperation agreement documents between agencies and enterprises of the two countries.

Vietnam has full conditions to develop high technology.

Speaking at the forum, Prime Minister Pham Minh Chinh said that Vietnam has become a middle-income country and an economy with deep international integration; Vietnam aims to be a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045.

In particular, Vietnam has identified promoting innovation and strongly applying science and technology as a strategic breakthrough choice, an objective requirement to realize the aspiration of building a strong, prosperous country with a prosperous and happy people.

Vietnam will continue to improve the investment and business environment in an open, convenient, safe and transparent manner; ensuring the legitimate rights and interests of investors on the basis of harmonious benefits and shared risks.

With the motto of "taking internal strength as fundamental, strategic, long-term, and decisive; external strength as important and breakthrough", Vietnam's consistent policy is to call for investment and open the market to all partners and businesses around the world. In particular, economic, scientific, technological, investment and innovation cooperation with leading European businesses such as the Netherlands is a priority.

With the Netherlands, the Prime Minister said that the two sides have very good political and diplomatic relations, which are developing strongly, increasingly in-depth, substantial and effective. This is the basis for both sides to have confidence and expectations in promoting economic, trade and investment relations to be better and better, and businesses of the two countries will strengthen connections, share and have confidence to invest.

The Prime Minister suggested that Dutch high-tech corporations learn from Samsung’s experience and continue to actively coordinate with Vietnam to expand cooperation and investment activities, actively contribute ideas to perfect policies, research and transfer technology, train high-quality human resources, improve modern management capacity, etc.; and jointly implement effective and successful business cooperation activities, bringing practical benefits to the two countries.

The Prime Minister suggested that Dutch enterprises soon have specific plans to invest and connect with Vietnamese enterprises in the fields of high-tech agriculture, new energy, renewable energy, semiconductor chips, climate change adaptation, etc. through modern technology projects with high added value and competitiveness, capable of participating in the global value chain; and promote cooperation with the National Innovation Center and high-tech parks of Vietnam.

"We are committed that your investments in Vietnam will be successful, especially in the fields of high technology, circular economy, green economy, sharing economy, digital transformation... Vietnam will protect the legitimate rights and interests of investors in any circumstances," the Prime Minister emphasized.

Over half a century, on the basis of a trustworthy partnership, shared political determination, full potential and need for cooperation, the Prime Minister believes that the Comprehensive Partnership between the two countries will develop strongly, increasingly in depth, substantively and effectively.

Many Dutch high-tech enterprises have come to Vietnam.

Speaking at the event, Dutch Prime Minister Mark Rutte expressed his impression of the large number of delegates attending the forum, representing the business community from many countries and economies such as Korea, the US, Europe, etc.

The Dutch Prime Minister also recalled that during his official visit to the Netherlands in December 2022, Prime Minister Pham Minh Chinh visited the Brainport Technology Center (BIC) in Eindhoven city, where leading Dutch technology enterprises are concentrated.

Here, Prime Minister Pham Minh Chinh expressed his impression of the Dutch models, such as seaport, airport and now the brainport model, and suggested that the Netherlands strengthen cooperation in the fields of high technology and innovation, such as supporting the construction of a brainport in Hanoi following the brainport model in Eindhoven.

The Dutch Prime Minister was delighted that after only 11 months, during this visit, he witnessed Vietnam having a National Innovation Center, along with research and development centers like Samsung's.

The Dutch Prime Minister said that implementing this proposal of Prime Minister Pham Minh Chinh, Dutch high-tech enterprises have started to come to Vietnam. He believes that there will be more and more such enterprises coming to Vietnam because Vietnam has great potential and favorable conditions to move up to a higher position in the global supply chain.

Appreciating the vision and plans of the Vietnamese side in building high-tech zones and innovation centers, the Dutch Prime Minister believes that this is the first step in an era of cooperation between the two countries. The two countries not only cooperate in traditional fields but also in the field of high technology with the active participation of all entities, such as enterprises, universities, research institutes and state agencies...
