On the afternoon of May 26, at the Government headquarters, Prime Minister Pham Minh Chinh received Samdech Kittisangahapundit Men Sam An, Deputy Prime Minister, Minister of National Assembly-Senate Relations and Inspection of the Kingdom of Cambodia, President of the Cambodia-Vietnam Friendship Association, who is visiting and working in Vietnam.
At the reception, Prime Minister Pham Minh Chinh congratulated Deputy Prime Minister Men Sam An on being awarded the title Samdech Kittisangahapundit by King Norodom Sihamoni, demonstrating the recognition of the King and the Royal Family of Cambodia for her contributions to the cause of building and defending the Cambodian Fatherland over the years.
The Prime Minister congratulated Cambodia on its successful assumption of the ASEAN and AIPA 2022 Chair, as well as its successful organization of the 32nd SEA Games; believed that under the close attention and direction of Samdech Techo Prime Minister Hun Sen, the 12th ASEAN Para Games taking place next June will be a great success; continued to enhance Cambodia's role and position in the region and the world as well as actively contribute to the process of building a peaceful, stable, united and prosperous ASEAN Community; believed that with the achievements both domestically and internationally in recent times, along with the success of the Commune/Ward Council elections in June 2022, Cambodia will successfully organize the 7th National Assembly election on July 23, establish a new Government, meeting the demands of the Cambodian people.
Expressing his delight at the positive development of the cooperative relationship between the two countries in recent times, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to and gives high priority to strengthening the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia.
Prime Minister Pham Minh Chinh hopes to continue promoting bilateral relations, especially in the fields of trade, investment, tourism, human resource training, people-to-people exchange; building a peaceful, friendly, cooperative and developing border; and transport connectivity.
During Prime Minister Pham Minh Chinh's official visit to Cambodia in November 2022, Prime Minister Hun Sen expressed his desire to connect the Phnom Penh - Bavet Expressway (Svay Rieng Province) with the expressway on the Vietnamese side; The Vietnamese Government has assigned the Ho Chi Minh City People's Committee to implement the Ho Chi Minh City - Moc Bai Expressway Construction Project to connect with Cambodia's Phnom Penh-Bavet Expressway.
Prime Minister Pham Minh Chinh requested relevant agencies of the two sides to closely coordinate in researching and implementing this project to bring practical benefits to the people of the two countries.
The Prime Minister highly appreciated the role of Deputy Prime Minister Men Sam An in his positions as a Party and Government leader, as well as as President of the Cambodia-Vietnam Friendship Association; thanked Samdech for her many important contributions to fostering and consolidating the friendship and solidarity between the people of the two countries; and hoped that with her deep affection for the country and people of Vietnam, she would continue to make positive contributions to promoting the friendship and comprehensive cooperation between the two countries.
The Prime Minister suggested that Deputy Prime Minister Men Sam An promote and expand the "Nurturing Friendship" movement that the two Friendship Associations have been implementing; together with the Vietnam-Cambodia Friendship Association, promote the good results achieved in the "Vietnam - Cambodia, Cambodia - Vietnam Friendship Year 2022", continue to strengthen education and propaganda work so that people of all walks of life, especially the young generation of the two countries, are more deeply aware of the meaning and importance as well as clearly see their responsibility in preserving and further cultivating the relationship between the two countries; continue to pay attention to and support solutions to remove difficulties for people of Vietnamese origin in Cambodia, including procedures for naturalization, helping people of Vietnamese origin stabilize their lives, integrate into the local community, and serve as a bridge of friendship between the two countries; at the same time, create favorable conditions for Vietnamese investors and businesses doing business in Cambodia.
Welcoming the results of the talks between Deputy Prime Minister Men Sam An and the Inspector General of the Government of Vietnam, with the newly signed Memorandum of Understanding on cooperation in the field of inspection, the Prime Minister said that the Government of Vietnam always pays attention to, encourages and creates favorable conditions for the two sides to strengthen cooperation in inspection, handling complaints and denunciations and preventing and combating corruption; and is ready to create all conditions for the Government Inspectorate of Vietnam to organize professional training courses for Cambodian inspection officials.
Through Deputy Prime Minister Men Sam An, Prime Minister Pham Minh Chinh sent the greetings of General Secretary Nguyen Phu Trong, President Vo Van Thuong, National Assembly Chairman Vuong Dinh Hue and the Prime Minister himself to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, Samdech Techo, Prime Minister Hun Sen and Cambodian leaders.

Deputy Prime Minister of the Kingdom of Cambodia Men Sam An thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation; said that she had just had a very successful meeting with the Inspector General of the Government of Vietnam and signed a new Memorandum of Understanding on cooperation; thanked the Party and State of Vietnam for creating conditions for the Inspectorates of the two countries to promote cooperation, contributing to fostering the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia.
In particular, he thanked Vietnam for its affection, support and sacrifice in helping Cambodia escape the Pol Pot genocide; affirming that without Vietnam's timely help, there would be no Cambodia as it is today. Not only did Vietnam sacrifice blood and bones, but also because of helping Cambodia, Vietnam was embargoed by the international community for more than 10 years later.
Samdech Men Sam An expressed his admiration and congratulated Vietnam on its socio-economic development achievements and its role, position and prestige in the international arena; said that in his position, he will continue to make efforts and contribute to building and nurturing the relationship between the two countries, especially in economic development; respond to emerging issues and challenges; and fight against hostile forces plotting to divide the Vietnam-Cambodia solidarity and the revolutionary achievements of each country.
On this occasion, Samdech Deputy Prime Minister of the Kingdom of Cambodia Men Sam An sent his regards and best wishes to General Secretary Nguyen Phu Trong, President Vo Van Thuong, National Assembly Chairman Vuong Dinh Hue and other senior leaders of Vietnam.
