During the official visit to Romania, on the afternoon of January 21 (local time), Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, visited and worked at the Bucharest University of Civil Engineering.
The Technical University of Civil Engineering in Bucharest (UTCB) was founded in 1948 on the basis of the consolidation of training institutions built since the 19th century; it specializes in training specialists in the fields of civil engineering, environmental engineering, plant engineering, geodetic engineering and mechanical engineering.
This is the largest, most prestigious and only university in Romania that focuses entirely on civil engineering education. Many of the university's scientific and research projects have been applied, bringing high efficiency and benefits.
This school has trained tens of thousands of cadres, engineers, and doctors to serve the development of Romania and many other countries. In particular, many alumni of the school have become high-ranking leaders of Romania and other countries such as former Romanian Prime Minister Calin Popescu Tariceanu, former Foreign Minister Stefan Andrei, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh, etc.
Don't forget the wholehearted support of Romania
Speaking to the leaders and staff, professors and lecturers of the School, Prime Minister Pham Minh Chinh reviewed the nearly 75 years of Vietnam-Romania relations, especially President Ho Chi Minh's visit to Romania in 1957 and Romania's selfless and pure support for Vietnam during the resistance war and the country's construction and development later as well as at present.
Romania is one of the first 10 countries in the world to recognize and establish diplomatic relations with Vietnam; Romania enthusiastically supported Vietnam during the resistance war. Recently, when holding the role of rotating President of the European Union (EU), Romania has provided great support, promoting Vietnam and the EU to complete negotiations and sign the Free Trade Agreement (EVFTA) and the Investment Protection Agreement (EVIPA). Notably, during the Covid-19 pandemic, while the country was still fighting the epidemic, Romania supported Vietnam with 300,000 doses of Covid-19 vaccine to fight the epidemic...

Prime Minister Pham Minh Chinh affirmed: "Vietnam will never forget the wholehearted support, assistance, and close cooperation of Romania over the past nearly 75 years."
Analyzing the world situation and informing delegates about the situation in Vietnam, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to the traditional friendship and good cooperation with Romania; and wishes to further promote cooperation with Romania.
The two sides need to regularly exchange high-level delegations, increase political trust, closely coordinate at international forums, and Vietnam is ready to act as a bridge for Romania to further strengthen relations with ASEAN and hopes Romania will support in promoting relations with the Central-Eastern European region and comprehensive cooperation between Vietnam and the EU.
Prime Minister Pham Minh Chinh hopes that the two countries will continue to promote deeper, more substantive and effective cooperation, especially in areas of each other's potential and strengths, for the development and interests of the two peoples, contributing to peace and stability in the two regions and the world, such as promoting economic, trade and investment cooperation; enhancing cooperation in culture, society, people-to-people exchange, etc., especially in the fields of education and training.
Prime Minister Pham Minh Chinh said that education and training are the highlights in the cooperation between the two countries. Romania is a country with strengths in education and training with many outstanding sectors and fields in both basic and applied sciences.
To date, Romania has trained about 4,000 Vietnamese students, many of whom have become leading scientists, professors, and doctors in various fields, and many leaders of the Party and State; we hope that Romania will continue to pay attention and grant more scholarships to Vietnamese students.
For the Bucharest University of Civil Engineering, during the period 1970-1980, the University trained about 1,000 Vietnamese students. From 2008 to present, there have been 5 students including 1 PhD and 4 bachelors under the scholarship agreement between the two governments. The University of Water Resources (Vietnam), the University of Liège (Belgium) and the Bucharest University of Civil Engineering (Romania) signed a tripartite Memorandum of Understanding on cooperation in research and teaching of civil engineering.
Prime Minister Pham Minh Chinh hopes that the University will continue to promote its role as Romania's leading educational institution in promoting cooperation in education and training, scientific and technological research, especially in areas where the University is strong, with educational institutions and related partners in Vietnam; contributing to further promoting cooperation between the two countries.
Visit old school, remember old teachers

Prime Minister Pham Minh Chinh expressed his joy and emotion when returning to visit his old school - the beloved school where he had been attached for many years. The Prime Minister said that the years of training, studying and researching at this school were beautiful, profound memories that will never be forgotten - a part of his life.
Prime Minister Pham Minh Chinh expressed his deep gratitude to generations of teachers for their efforts and dedication, helping generations of students to be equipped with a solid knowledge foundation, contributing to the cause of building and developing society and the country; and thanked his friends who accompanied and supported him during his time studying here.
Prime Minister Pham Minh Chinh was delighted to witness the strong development of the School, especially in terms of facilities, modern training models, focusing on creativity, innovative thinking, and solving practical problems. He emotionally shared: “Everything is changing, only the feelings between people remain unchanged but are multiplied.”
Expressing his pride in knowing that the Bucharest University of Civil Engineering has trained thousands of prestigious engineers and leading experts in the construction field, contributing to the development of Romania and many countries around the world, including Vietnam, Prime Minister Pham Minh Chinh wished the University to continue to develop and increasingly affirm itself as a prestigious training institution in Romania, in Europe and in the world.

Prime Minister Pham Minh Chinh affirmed that no matter what position he holds, he will wholeheartedly join hands to foster the relationship between the two countries to develop further, and for the people of the two countries to understand each other more and more, towards the goal of peace, prosperity and sustainable development; he believes that the traditional friendly cooperation between the two countries will become deeper, more substantial and more effective, as the Romanian proverb says: "Everything may pass, but friendship remains forever".
