The Vietnam Talent Award was initiated in 2005 by the Vietnam Association for Promoting Education and the Vietnam Posts and Telecommunications Group (VNPT). To date, the Award has attracted over 7,500 authors and scientists with over 3,600 products and scientific works. The Award has honored 210 information technology products and scientific works, of which 50 products have been applied to the regional and world markets.
The 2023 Vietnam Talent Awards with the theme "Honoring Talent - Inspiring Creativity" honors Talents in 5 fields: Digital Technology, Science and Technology, Medicine - Pharmacy, Agriculture and Rural Development and Encouragement of Learning - Self-study to become talented.

Prime Minister Pham Minh Chinh awarded the First Prize in the Digital Technology field to the excellent authors and groups of authors with the product "Digitalization and Simulation Software DKS - SINOVA", creating a simulated environment on the computer, helping students experience practice like on real equipment but safer and can be performed many times with many skills; helping to reduce investment costs, while creating space for students to be creative and solve practical problems.
Prime Minister Pham Minh Chinh also directly awarded the following projects and products: The project "Application of piers dam technology and new scientific solutions in the design and construction of Cai Lon - Cai Be sluice" of the Vietnam Institute of Water Resources, chaired by Prof. Dr. Tran Dinh Hoa, proposed advanced and superior technological solutions, ensuring technical requirements, helping to save construction costs by 25% - 35%, shortening construction time by 8 months and saving production land.
Speaking at the event, Prime Minister Pham Minh Chinh emphasized, “Talents are the lifeblood of the nation”. Throughout the history of the nation, the tradition of nurturing talents, recommending talented people, honoring and valuing talents has always been of interest to our ancestors, focused on, inherited and developed through many generations.
According to the Prime Minister, after 17 seasons of continuous expansion and development, the “Vietnam Talents” Award has become a prestigious program, effectively connecting a series of creative research events and applying research results to life. The “Vietnam Talents” Award has contributed to affirming to the region and the world about Vietnamese intelligence, Vietnamese products, Vietnamese brands and Vietnamese potential.

On behalf of the Government, the Prime Minister acknowledged, commended and warmly congratulated the collectives and individuals who have had outstanding scientific works, honored throughout the 17-year journey of the Award in general and the 2023 Award in particular; commended the Vietnam Association for Promoting Education together with agencies, organizations and sponsors who have always been enthusiastic and dedicated to sustaining the "Vietnamese Talents" Award over the years, making positive contributions to the cause of promoting education and talents of the nation and the common achievements of the country.
The Prime Minister said that in the context of the rapidly changing and unpredictable world situation, the trend of globalization and international integration is increasingly deep, especially the Fourth Industrial Revolution strongly affecting all areas of social life; each country, enterprise and individual who wants to develop must constantly study, research, innovate, and apply science and technology to create new values in line with the development process. In that process, people are the center, the subject, the main resource and the goal of development.
The 10-year socio-economic development strategy for 2021 - 2030 defines the task: "Create a breakthrough in fundamental and comprehensive innovation in education and training, develop high-quality human resources, attract and employ talents. Promote research, transfer, and strongly apply achievements of the Fourth Industrial Revolution in all areas of social life..."; contributing to the goal that by 2030, our country will be a developing country with modern industry and high average income, and by 2045, it will become a developed country with high income.

In order to successfully achieve the set goals and contribute to realizing the aspiration to develop a strong and prosperous country, in the coming time, the Prime Minister requested all levels, sectors and localities to thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on attracting and employing talents; especially Resolution No. 45-NQ/TW dated November 24, 2023 of the Central Committee on "continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period" and "National Strategy on attracting and employing talents to 2030, with a vision to 2050".
At the same time, proactively deploy scientific research programs to practically and effectively serve production and business activities and people's lives. Scientific research institutes and academies need to be encouraged and facilitated to guide and train young scientists in implementing basic and applied research topics; further promote the cause of building a learning society according to Decision No. 1315/QD-TTg dated November 9, 2023 of the Prime Minister promulgating the Plan to implement the Movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030".
In particular, focusing on developing an open education system to ensure fairness in learning opportunities and social equality in learning conditions, ensuring that all people have access to an open education system; promoting the emulation movements of "Learning Families", "Learning Clans", "Learning Communities", "Learning Units" to continuously care for, cultivate and form "Learning Citizens".
“With hundreds of thousands of people becoming learning citizens each year, the country will have a large treasure trove of talent and abundant intellectual resources to build an increasingly high-quality workforce,” the Prime Minister pointed out.
The Head of Government requested the Organizing Committee of the “Vietnamese Talents” Award to promote the achieved results; at the same time, research and add other suitable scientific fields to the Award such as pedagogical science, educational science with research works on smart school models, online classrooms, digital educational resources, psychological characteristics of students in the digital age, especially developing education in remote areas, ethnic minority areas, etc.
The Prime Minister hopes and believes that individuals and groups participating in and being honored at the "Vietnamese Talents" Award will continue to nurture their dreams, cherish their ambitions, constantly strive to overcome difficulties, overcome challenges, strive to study and research to have many new ideas, create many new scientific products, contribute more and more worthily to the community, society and the sustainable development of the country; The Vietnam Association for Promoting Education is always at the forefront of the movement to promote learning and talent to continue promoting the tradition of studiousness of our nation and forever "light up the flame of Lac Hong".
The Organizing Committee awarded 01 First Prize, 02 Second Prizes, 03 Third Prizes, 03 Encouragement Prizes in the field of Digital Technology; 04 Prizes for 04 groups of authors in the field of Medicine and Pharmacy; 02 Prizes for 02 groups of authors in the field of Agriculture and Rural Development; 05 Prizes for 05 individuals in the field of Self-study and Achievement.
