Nvidia expects Vietnam as a base in Southeast Asia

At Nvidia - a multinational technology company that designs graphics processing units (GPUs), application programming interfaces (APIs) for data science and high-performance computing, and systems on chips (SoCs) for the mobile computing and automotive markets, the Prime Minister spent a lot of time talking with co-founder and current Chairman of the company, Mr. Jensen Huang.
The two sides discussed the global trend of artificial intelligence (AI) development and the very open potential for cooperation between the Company and Vietnam, as well as suggestions for the national semiconductor strategy that Vietnam is building.

Nvidia is considered a very special company because other businesses in the AI field must use Nvidia products. Currently, Nvidia has more than 26,000 employees worldwide, with revenue reaching nearly 27 billion USD. With the global AI fever, Nvidia is increasing its AI chip production plan for 2024 by more than 3 times and the company's revenue is expected to increase significantly in the near future. In Vietnam, Nvidia is a leading provider of servers and artificial intelligence. Nvidia has also signed an agreement with Viettel with the desire to become a partner of Vietnam in the process of improving domestic capacity in AI. The Vietnam Academy of Science and Technology (VAST) is researching and developing a supercomputing system with Nvidia’s A100 chip to support the deployment of the latest AI solutions; the two sides are expected to complete internal procedures and sign a cooperation agreement on research, development, transfer and training of human resources in the field of semiconductor technology in October. |
Expressing his impression of the development of Nvidia - a company founded and operated by an Asian, the Prime Minister suggested that Nvidia continue to strengthen cooperation activities and expand investment in Vietnam in areas where the group has strengths and Vietnam is also giving high priority. At the same time, he would give advice and suggestions on policies, support human resource training, improve technological and management capacity, and help Vietnam participate more deeply in the supply chain.
The Prime Minister invited the Chairman of Nvidia to visit and work in Vietnam as soon as possible, with the hope that Nvidia will soon have a manufacturing plant in Vietnam, using Vietnam as a stronghold in the Southeast Asian region.
The Prime Minister assigned the leaders of the ministries participating in the working delegation, including the Ministry of Foreign Affairs, the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, and the Vietnamese Consulate General in San Francisco to accompany and support, and together with representatives of large Vietnamese enterprises, to discuss specifically with Nvidia to have plans to implement programs and projects in the coming time.

Agreeing with the Prime Minister's proposals, Nvidia's Chairman assessed that Vietnam is undergoing huge changes; wished to strengthen cooperation with Vietnam in semiconductors, information technology and artificial intelligence; expected that Vietnam could completely become a production base of this corporation in Southeast Asia.

Visiting Synopsys - an electronic design automation (EDA) company that provides tools and services for the semiconductor design and manufacturing industry, Prime Minister Pham Minh Chinh said that the visit to Synopsys aims to contribute to concretizing the recently established Comprehensive Strategic Partnership between Vietnam and the United States, in which cooperation in science, technology and innovation is identified as a new breakthrough in bilateral relations.

Synopsys specializes in providing products that include logic synthesis and physical design tools for integrated circuits, simulators for development, and debugging environments that support logic design for chips and computer systems. In 2022, Synopsys had 19,000 employees and had revenue of $5.08 billion. Synopsys officially entered the Vietnamese microchip market through the acquisition of part of eSilicon Corporation in 2020. Vietnam is one of Synopsys's strategic investment destinations in Asia-Pacific. Synopsys Vietnam has expanded to four offices in Ho Chi Minh City and Da Nang, attracting nearly 500 qualified engineers. Synopsys has signed a memorandum of understanding to support training of IC design talent in Vietnam with Ho Chi Minh City High-Tech Park in 2022. |
Affirming that Synopsys will always be welcomed to Vietnam in the spirit of harmonious benefits, shared risks, and shared victories, the Prime Minister hopes that Synopsys will promote its experiences and operating results in Vietnam in recent times, take advantage of new opportunities based on the very good political relations between the two countries, continue to expand its supply chain, manufacture in Vietnam, adapt and develop rapidly in the Vietnamese market, which has its own characteristics.
The Prime Minister also hopes that Synopsys will have technological, management and financial solutions to contribute to the rapid and sustainable development of Vietnam, contribute to training high-quality human resources in general and in the semiconductor chip industry in particular, and at the same time create conditions and attract more Vietnamese workers in the United States to work at Synopsys.
The Prime Minister congratulated the potential and promising agreement between Synopsys and the agencies, which is the first step for more extensive and comprehensive cooperation programs and plans with greater influence; he requested that Vietnamese ministries and branches closely follow and promptly support the two sides to soon realize the contents of this memorandum, helping the cooperation between Synopsys and Vietnam to be successful, bringing about many good results, contributing to Vietnam's economy and the Vietnam-US bilateral relationship.

Synopsys leaders affirmed their desire to expand investment research in Vietnam and cooperate with leading Vietnamese technology companies.
During the Prime Minister's visit, Synopsys and the National Innovation Center (NIC) under the Ministry of Planning and Investment signed a memorandum of understanding on developing talented human resources for integrated circuit (IC) design in Vietnam, in which Synopsys supports NIC in establishing a chip design incubation center.

At the same time, Synopsys and the Department of Information and Communications Technology Industry under the Ministry of Information and Communications also signed a memorandum of understanding on supporting the development of Vietnam's semiconductor industry. This is the leading unit advising on the development strategy of Vietnam's semiconductor industry until 2030 and vision to 2035.

On the same day, Prime Minister Pham Minh Chinh visited and worked at Meta Platforms, Inc. - a business operating under the name Meta, and formerly known as Facebook, Inc., a multinational technology corporation, owning and operating social networks Facebook, Instagram, Threads and WhatsApp along with other products and services.
At the meeting, Mr. Joel Kaplan, Vice President of Meta in charge of global public policy, highly appreciated the establishment of a comprehensive strategic partnership between Vietnam and the United States; emphasizing that the Vietnamese market is very large and has great potential.

Reviewing some highlights of cooperation activities in Vietnam, Meta's Vice President said that before the Covid-19 pandemic broke out, Meta had started producing in Vietnam some devices for the "virtual universe" metaverse - a term referring to an integrated environment linking all of the company's products and services; however, this was interrupted due to the pandemic.
The group wants to expand its investment in Vietnam, including continuing to produce metaverse devices for the coming years.
Meta is one of the world's most valuable companies (2022 revenue of $116.6 billion) and is among the ten most valuable publicly traded corporations in the United States. It is considered one of the big five American information technology companies, along with Google's parent company Alphabet, Amazon, Apple, and Microsoft. Facebook is currently a very popular social network in Vietnam. The National Innovation Center (NIC) and Meta signed a Memorandum of Understanding in May 2022 in the United States, witnessed by Prime Minister Pham Minh Chinh, to promote innovation and digital transformation activities in Vietnam. |
He said that right before the visit to Vietnam of US President Joe Biden, Meta coordinated with the Ministry of Planning and Investment to honor the 12 best innovative solutions representing 12 award categories that strongly promote the digital transformation process of Vietnamese enterprises, selected from 758 applications from more than 10 countries and territories.
Notably, Vice President Meta emphasized that the Vietnam Government Portal has become a strategic, important and effective partner of Meta in Vietnam even before the Covid-19 pandemic broke out. He shared that the Government Portal's Facebook fanpage currently has 4.2 million regular followers with very good interactions.
He said that through an independent survey, the Vietnamese Government's Electronic Information Portal is considered to have the most successful fanpage compared to other countries in the region. From this cooperation model, Meta hopes to deploy a program to support digital diplomacy, vaccination support, etc. with other agencies.
Providing information on some of Meta's major development orientations in the coming time, Meta's Vice President affirmed that the enterprise will continue to strive to effectively implement cooperation activities with Vietnamese agencies at this important time, especially supporting Vietnamese small, medium and micro enterprises to approach customers and train human resources for digital transformation.

Listening to opinions, Prime Minister Pham Minh Chinh said that within the framework of the recently established Comprehensive Strategic Partnership, Vietnam and the United States have identified cooperation in science, technology and innovation as a new breakthrough in bilateral relations, and agreed to comprehensively cooperate to promote innovation and entrepreneurial spirit.
The Prime Minister said that the future of the Vietnam-US Comprehensive Strategic Partnership depends largely on the ability to realize the potential and opportunities between businesses of the two countries to develop investment and business in priority areas, including the contributions of US businesses in general and Meta in particular.
Based on the excellent political relationship between the two countries, the Prime Minister believes that cooperation activities with Meta will become increasingly effective and substantive, especially in key areas such as digital economy, artificial intelligence, digital content, innovation and digital transformation in enterprises...
The Prime Minister hopes that Meta will continue to provide Vietnam with more technological solutions and technology transfer; cooperate in finance to develop science and technology, innovation, and promote digital transformation; cooperate in improving governance capacity in areas where Meta has strengths; cooperate in training high-quality human resources; cooperate in preventing cybercrime, ensuring network safety and security, and increase the provision of positive and accurate information about the relationship between the two countries.
Prime Minister Pham Minh Chinh welcomed Meta's continued cooperation with the Vietnam Innovation Center (NIC) as well as Vietnamese agencies and enterprises in the spirit of mutual victory, making the best use of the Vietnamese market with a population of 100 million, which is beneficial to the United States, Vietnam and the relationship between the two countries.
