On September 11, at the Government Headquarters, Prime Minister Pham Minh Chinh met with President of the United States of America Joe Biden, who is on a state visit to Vietnam from September 10-11 at the invitation of General Secretary Nguyen Phu Trong.

At the meeting, Prime Minister Pham Minh Chinh welcomed President Joe Biden and the high-ranking US delegation to visit Vietnam on the occasion of the 10th anniversary of the establishment of the Comprehensive Partnership framework, emphasizing the important significance of General Secretary Nguyen Phu Trong and President Joe Biden's announcement to upgrade the Vietnam-US relationship to a Comprehensive Strategic Partnership, reflecting the stature of the relationship, in line with the interests of the people of the two countries, and actively contributing to peace, stability, cooperation and development in the region and the world.

The Prime Minister affirmed Vietnam's consistent stance of considering the United States a partner of strategic importance, welcoming the United States' support for a strong, independent, self-reliant and prosperous Vietnam, and asking the United States to continue promoting specific forms of cooperation to implement the above commitment.

President Joe Biden expressed his pleasure at meeting Prime Minister Pham Minh Chinh again and thanked General Secretary Nguyen Phu Trong, the leaders and people of Vietnam for the warm welcome given to him and his delegation.

President Biden expressed his delight at the upgrade of the two countries' relationship to a Comprehensive Strategic Partnership, saying that this is an opportunity to build a bright future for the two peoples; at the same time, he reaffirmed his support for a strong, independent, self-reliant and prosperous Vietnam, continuing to innovate, expanding international integration, taking on a greater role in ASEAN and the region as well as in international cooperation to respond to global challenges.

The two leaders expressed their delight at the extensive developments in the Vietnam-US relationship on all three bilateral, regional and international fronts after nearly 30 years of normalization of relations and 10 years of establishing the Comprehensive Partnership, in which economy - trade - investment continues to be a bright spot and driving force of the bilateral relationship with two-way turnover reaching over 123 billion USD by 2022.

Cooperation between the two countries in science and technology, education and training, security and defense, overcoming the consequences of war, responding to climate change, people-to-people exchange, etc. continues to achieve many important advances.

To effectively implement the framework of the Vietnam-US Comprehensive Strategic Partnership, Prime Minister Pham Minh Chinh suggested that the two sides continue to strengthen cooperation on all channels, especially the Party, State diplomacy and people-to-people diplomacy channels.

Regarding economic, trade and investment cooperation, the Prime Minister said that this should be considered the "eternal engine" of bilateral relations, and suggested that the US side soon recognize Vietnam's market economy status, as well as upgrade the Trade and Investment Framework Agreement, and continue to encourage US high-tech enterprises to do business in Vietnam.

In addition, the Prime Minister suggested that the two sides create breakthroughs in cooperation in science, technology, innovation, education and training; and at the same time further promote cooperation in climate change response, green growth, and renewable energy development.

President Biden agreed with Prime Minister Pham Minh Chinh on the orientations and measures to implement the new framework of bilateral relations as well as priority areas of cooperation, including healthcare, social security, green energy, high technology, etc.

President Biden suggested that the two sides strengthen cooperation in the semiconductor supply chain through human resource training programs for Vietnam, thereby gradually supporting Vietnam to participate more deeply and become an important link in supply chains in the region and the world.

The Prime Minister affirmed that Vietnam is a proactive, active and responsible member of the international community, and hopes that the United States will continue to provide practical support for Vietnam's peacekeeping activities at the United Nations.

In the context of the world facing non-traditional security challenges on a global scale, the Prime Minister highly appreciated the role of multilateralism and suggested that the United States continue to pay attention to devoting resources to effectively implementing the ASEAN-US Comprehensive Strategic Partnership, further deepening the Mekong-US Partnership through specific and substantive projects on climate change response, sustainable water resources management, ensuring food security, energy transition, human resource development, etc. in the Mekong sub-region.

Today is September 11. The Prime Minister shared with President Biden the pain and loss of the American people in the September 11, 2001 terrorist attacks, emphasizing Vietnam's stance on fighting terrorism in any form and that international cooperation to fight terrorism is very important, including cooperation with the United States.

On this occasion, the Prime Minister thanked and asked President Biden and the US side to continue to pay attention to and create favorable conditions for the Vietnamese community living, studying and working in the US.

Before the meeting, Prime Minister Pham Minh Chinh and US President Joe Biden visited an exhibition of some typical images of Vietnam-US cooperation, produced by Vietnam News Agency.

The exhibition includes 15 photos, outlining typical milestones in the relationship between the two countries since the normalization of relations until now.

Important milestones include: the two countries officially establishing diplomatic relations (1995), the two countries establishing a Comprehensive Partnership (2013); visits to Vietnam by US Presidents of different periods and visits to the United States by leaders of the Party and State of Vietnam.

Especially the image of General Secretary Nguyen Phu Trong meeting Vice President Joe Biden during his official visit to the United States in July 2015.

The exhibition introduces images of US Senators who have made important contributions to the normalization of relations between the two countries such as: John McCain, John Karry, Patrick Leahy; images of cooperation between the two countries in economics, trade, investment...
