On the afternoon of May 1, at Hoan Kiem Lake area (Hanoi), the People's Army Newspaper (QĐND) in collaboration with the Vietnam Bicycle - Motor Sports Federation, the Military Commercial Joint Stock Bank (MB), the Vietnam Oil and Gas Group, the North Asia Commercial Joint Stock Bank (Bắc Á Bank) and Mai Linh Group organized the opening ceremony of the 5th "Back to Dien Bien Phu - 2024, QĐND Newspaper Cup" bicycle race.

At the opening ceremony, Colonel Le Ngoc Long, Deputy Editor-in-Chief of the People's Army Newspaper, Deputy Head of the Organizing Committee of the race, had the honor of reading a letter from Prime Minister Pham Minh Chinh to the cycling race "Returning to Dien Bien Phu - 2024, People's Army Newspaper Cup". In the letter, the Prime Minister emphasized: "I understand that this is a traditional sports competition event organized by the People's Army Newspaper since 2004, on the occasion of the anniversary of the Dien Bien Phu victory in even years, which has been highly appreciated for its expertise and educational and social significance. I congratulate the race, especially the 10 racing teams with 70 athletes who will compete from May 1-5, with the racing route from the capital Hanoi to the historic city of Dien Bien Phu".
Speaking at the opening ceremony, Senior Lieutenant General Trinh Van Quyet affirmed that the leaders of the General Department of Politics of the Vietnam People's Army recognized and highly appreciated the efforts and sense of responsibility for the community of the People's Army Newspaper in recent years. Since 2004, the People's Army Newspaper has chaired and coordinated with the Vietnam Cycling - Motor Sports Federation and related agencies, units and localities to successfully organize 4 bicycle races to Dien Bien Phu, leaving many impressions and creating high prestige in terms of expertise along with meaningful gratitude activities. To prepare for the "Dien Bien Phu - 2024, People's Army Newspaper Cup" bicycle race this time, in the past time, the People's Army Newspaper has closely coordinated with related agencies, units and localities to actively prepare all aspects. Senior Lieutenant General Trinh Van Quyet requested that the Steering Committee, Organizing Committee, and referees of the race always thoroughly grasp and strictly implement the objectives, requirements, regulations, rules, and assigned tasks, uphold responsibility, make every effort, and fulfill the task of directing, organizing, and operating the race scientifically, impartially, fairly, smoothly, accurately, effectively, safely, and practically.
The organizers awarded prizes for the first day of competition.
70 racers from 10 teams competed in stage 1 with a route of 24 laps around Hoan Kiem Lake (40.8 km). The favorable weather in Hanoi created ideal conditions for the racers to accelerate from the start. As expected, strong racing teams such as Ho Chi Minh City, Dong Thap, An Giang, and Military Zone 7 sent their racers to attack from the start, creating a fierce competition. At the beginning, the Ho Chi Minh City team pushed Nguyen Van Binh early, so this racer achieved good results, winning first place in the bonus points along route 1. At the bonus points along route 2, racer Pham Hong Thai (Dong Thap) won first place. With an impressive acceleration, Tran Tuan Kiet (Dong Thap) won stage 1 with a time of 52 minutes and 24 seconds, temporarily holding the yellow and green jerseys. The white jersey belonged to Vo Minh Gia Bao (Military Zone 7).
