The nine localities where the Quang Trach-Pho Noi 500kV Transmission Line Project passes through include: Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Binh. In his opening remarks, Prime Minister Pham Minh Chinh assessed that the total power source capacity is not lacking, but the power shortage is due to poor management. This year, the Government has reviewed the work and reorganized the organization of the Vietnam Electricity Group (EVN), so we need to learn from what has not been done well, what difficulties and challenges must be resolved and overcome. The Government performs the functions and tasks of the task; ministries and branches perform the functions of ministries and branches; provinces, cities, corporations, and general companies must complete their assigned tasks according to their functions. The Prime Minister noted that the Vietnam General Confederation of Labor needs to closely follow and understand the situation of workers and laborers at the construction sites of the 500kV Transmission Line Circuit 3 this Tet holiday to have a form of encouragement.

The Prime Minister recalled the lessons learned from implementing the construction of the 500kV Line 1 several decades ago in record time, so we need to think that in the current context, there are much more complete conditions in terms of technology, capital, and construction forces, so we must speed up even more. Party committees and authorities must also get involved because this is in the interests of the nation and people, the entire political system must get involved, mobilizing all forces to get involved. The Prime Minister emphasized that through inspection, if we continue to do it the way it is now, we will not achieve progress, especially in site clearance. Localities must actively get involved because this project is not EVN's. The Central must do whatever work is required by the Central, and the locality must do it. We must discuss and find solutions. The province has Party committees and authorities at all levels. We must learn from experience, and not let a power shortage happen like in 2023, which would displease investors.

Next, what should EVN propose to the Government, ministries, branches and localities to do? The Prime Minister said that right after Tet, the Prime Minister will continue to inspect this 500kV line, all for the goal of completing and putting the project into operation this June. * The National Power Transmission Corporation (EVNNPT) said that the 500kV line projects, circuit 3 from Quang Trach to Pho Noi, have a total length of about 519km, passing through 211 communes and wards of 43 districts and towns in 9 provinces including: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen; the total number of column foundations is 1,179 column foundations, with a total investment of about 22,000 billion VND. The project is of great significance in enhancing the capacity of the 500kV north-central transmission grid, contributing to ensuring power supply for the north at present and in the coming years. The project helps to improve the stability and operation of the national system, contributing to increasing power transmission from power sources in the North Central region to the load center in the northern region. In addition, the project contributes to reducing the risk of overloading and overloading of existing 500kV lines to ensure the N-1 criterion, especially when the transmission capacity is high along the north-central interface at a time when the hydropower plants in the north are low. Given the urgent nature of the project, the Prime Minister has recently given regular and continuous instructions, and at the same time requested relevant ministries, branches, and local authorities to uphold their sense of responsibility, be more determined, coordinate more closely, and proactively resolve as quickly as possible all procedures, documents, and work related to the project according to their assigned functions and tasks in order to complete the project and put it into operation according to the goals. Relevant ministries, branches, and localities have taken drastic actions to quickly implement procedures to ensure the goals of the project.

Carrying out the tasks assigned by the Prime Minister, especially in Official Dispatch No. 1412/CD-TTg dated December 25, 2023, directing to focus on drastic and effective implementation of solutions to ensure electricity supply in 2024 and the following years, including the requirement to accelerate the investment progress of the 500kV Line 3 project. Over the past time, EVN and EVNNPT have always identified and clearly recognized that this is a key and urgent project and have proactively worked with relevant ministries, branches and localities to promptly complete legal procedures to implement the Project; at the same time, mobilizing maximum resources, working regardless of hours, through the night, without days off... to accelerate the progress of the Project. In the bidding process, this is a project with up to 226 main bidding packages, including 93 construction and installation bidding packages. In order to mobilize contractors and capable manufacturers to participate in bidding packages of the projects, EVNNPT has established and approved plans to select contractors with appropriate bidding package values; all capable contractors can participate in bidding as independent contractors or joint contractors to ensure compliance with state regulations on bidding. Up to now, the Nam Dinh I-Thanh Hoa Thermal Power Plant 500kV Transmission Line Project has completed signing contracts for all bidding packages. For the remaining projects, some bidding packages have completed the contractor selection process, the remaining bidding packages are undergoing contractor selection procedures and are expected to be completed in January 2024. EVN and EVNNPT have directed the concentration of all resources to implement the project; have established the EVN and EVNNPT Project Implementation Steering Committee; established 4 Executive Boards and 13 Frontline Boards in provinces and cities to urgently organize and implement the project. With the spirit of mobilizing the entire political system to strive to complete the project according to the direction of the Prime Minister, the Party Committee and the leaders of EVN, EVNNPT has regularly worked with the Party Committees and local authorities of the provinces and cities where the power line passes through to coordinate in removing obstacles and speeding up the project's progress. * Previously, Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha and the working delegation visited and offered incense and flowers at the President Ho Chi Minh Memorial Cultural Area in Thanh Hoa city.
