On the morning of May 9, at the Government Headquarters, Prime Minister Pham Minh Chinh, Chairman of the Red River Delta Coordination Council, chaired the Council's 3rd Conference.
Attending the conference were: Secretary of the Hanoi Party Committee Dinh Tien Dung; Minister of Planning and Investment Nguyen Chi Dung, Standing Vice Chairman of the Council; Vice Chairmen of the Council: Minister, Head of the Government Office Tran Van Son, Minister of Information and Communications Nguyen Manh Hung, Minister of Construction Nguyen Thanh Nghi, Minister of Natural Resources and Environment Dang Quoc Khanh; leaders of central ministries and branches; leaders of 11 provinces and cities in the Red River Delta (RD): Hanoi , Hai Phong, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Quang Ninh, Thai Binh, Nam Dinh, Ha Nam and Ninh Binh; experts and scientists.
The conference focused on discussing the implementation of the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050 (the Planning) that has just been approved; the situation of 1 year of implementing Resolution 30 of the Politburo on regional development and the Government's action program to implement Resolution 30; reviewing the region's specific policy mechanisms; the regional Council's coordination plan for 2024; the implementation status of key projects in the region.
The opinions and discussions at the conference highly appreciated the planning of the Red River Delta region, which has been built very scientifically, elaborately and carefully, on the basis of promoting the unique potential, outstanding opportunities, competitive advantages, as well as overcoming the shortcomings and limitations of the region.
The planning has provided viewpoints, visions, key development goals, breakthroughs; development plans, solutions, preferential policies, and resources to implement the planning in the coming time. The regional planning will open up new visions and development spaces, creating new momentum and values in the overall picture of socio-economic development of the Red River Delta in particular and the whole country in general.

Implement resolutely and seriously, achieving measurable results
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the recent situation has confirmed that Resolution 30 of the Politburo is completely correct, has been seriously and resolutely implemented, and has achieved measurable results, creating new confidence, new motivation, and new development momentum.
Ministries, branches, agencies and localities have implemented the Politburo's Resolution in a synchronous, systematic and methodical manner under the direction of General Secretary Nguyen Phu Trong and have drawn valuable experiences and good lessons from the implementation of other resolutions, ensuring more correct procedures and regulations, and stronger innovation.
Along with that, the Regulations and working organization of the Regional Coordination Council have been established and completed; the approval of the Regional Planning has been completed and the planning of 9/11 provinces in the region has been approved.
According to the Prime Minister, the Planning is built with new thinking, new vision, new ways of doing things, new beliefs to create new values; find and promote the development of distinct potentials, outstanding opportunities, competitive advantages of the region and discover and point out contradictions, shortcomings, limitations, difficulties, and challenges to propose solutions to resolve and overcome them.
The agencies also focused on building and perfecting a number of mechanisms and policies, including completing the summary dossier, building the Law on the Capital (amended) to report to the Government for submission to the National Assembly for approval at the 7th session; at the same time, submitting to the National Assembly for promulgation Resolution No. 106/2023/QH15 on piloting a number of specific policies on investment in road construction, which allows application to an important road traffic project in the region.
Notably, 7/20 important projects of the region have been started and are completing procedures to start 8 more projects according to the plan. In particular, the Prime Minister emphasized the importance of the Hai Phong-Thai Binh-Nam Dinh-Ninh Binh expressway project in creating new momentum, new development space, connecting the heritage areas of the region.
The Prime Minister also outlined the results of the region's socio-economic development in recent times , notably the GRDP growth in 2023 reaching 6.28% (the whole country reached 5.05%), the scale of GRDP accounted for 30.4% of the country's GDP (after the Southeast region). GRDP in the first quarter increased by 6.16%, higher than the national GDP growth rate of 5.66%.
The economic structure has shifted positively (the proportion of agriculture, forestry and fishery reached 4.85%; industry-construction reached 41.4%, services reached 44.23%). New rural construction has been promoted; it is the first and only region in the country to date with 100% of communes meeting new rural standards.
State budget revenue in 2023 accounts for 38.6% of the total state budget revenue of the country and is the highest among the 6 economic regions; of the 18 localities regulating the central budget, 8 are in the Red River Delta region. From the beginning of the year to May 7, 2024, the region accounts for 41.6% of the total revenue of the country.
FDI attraction in 2023 will reach nearly 17.4 billion USD, ranking first in the country, of which 5/11 localities are always in the group of 10 localities with the highest total FDI capital in the country.
People's confidence is enhanced and consolidated, and the spirit and momentum of development and innovation are promoted.

On behalf of the Government, the Prime Minister acknowledged and commended the efforts of ministries, branches, agencies, Party Committees, authorities and people of localities in the region, and highly appreciated the region's contributions to the overall achievements of the whole country.
However, the development process of the Red River Delta region still faces a number of shortcomings, limitations, difficulties and challenges when the potential is great but the mechanisms and policies are still limited. Socio-economic development is not commensurate with the potential, advantages, position and role of the region, especially in terms of culture.
"The region has three shortcomings: lack of land fund, lack of breakthrough mechanisms and lack of high-quality human resources in the industrial sector," the Prime Minister commented.
Along with that, the region has 5 major limitations: (i) Limitations in connectivity, including connectivity in transport infrastructure; connectivity in production chains, industry clusters in development corridors; connectivity between domestic enterprises and FDI; (ii) Limitations in ensuring water security and energy security; (iii) Limitations in scale, management capacity, and competitiveness of the business sector; (iv) Limitations in strongly applying science and technology, promoting startups and innovation; (v) Limitations in land management, environmental protection, and climate change prevention and control.
In addition, socio-cultural development has not met the needs; the unique cultural values of the region have not been promoted. The lives of a part of the population are still difficult. Political security and social order and safety in some areas still have many potential complex factors...
The Prime Minister drew some lessons from experience in linking and developing the Red River Delta region: Closely following reality, thoroughly grasping and creatively applying the Party and State's guidelines, policies and laws in accordance with conditions and circumstances; promoting the spirit of self-reliance of each locality and closely and effectively linking for the common development of the whole region; having open mechanisms and policies, smooth infrastructure and smart governance.

12 'keywords' in the development of the Red River Delta
In the coming time, the Prime Minister requested that the activities of the Regional Coordination Council continue to closely follow, seriously and resolutely implement Resolution No. 30 of the Politburo, the targets, groups of specific tasks and solutions in the Government's Action Program, Regional Planning, and the Council's conclusions.
The Prime Minister pointed out 12 words that are "keywords" in the implementation of Planning and development, and regional connectivity in the coming time: Tradition, connectivity, breakthrough, inclusiveness, comprehensiveness and sustainability.
Motto and consistent viewpoint: People are the center, the subject, the goal, the resource, and the driving force for development.
The fundamental factors are: Development based on science and technology, innovation, and startups; promoting 3 strategic breakthroughs; focusing on developing new driving forces such as digital transformation, green transformation, circular economy development, sharing economy, knowledge economy, and regional connectivity.
Along with that, responding to and overcoming challenges, limitations and shortcomings, such as population aging; effectively exploiting cultural resources and human resources; protecting the environment; and overcoming limitations in high-quality human resources.

The Prime Minister requested to organize and implement effectively, practically, without formality, "tell the truth, do the truth, be truly effective". Learn from experience while doing, not be perfectionist, not hasty, long-term planning, strategic but implemented in phases, based on conditions, suitable for resources, implementing work with focus and key points. Promote the mobilization and effective use of all resources, especially increasing revenue, saving expenditure, promoting public-private partnership in strategic infrastructure development, taking public investment capital to lead and activate all social resources.
The Prime Minister also noted "not to sacrifice social security, not to sacrifice the environment in exchange for pure growth"; to promote communication so that people understand, grasp, support, follow, supervise the implementation of planning and benefit in the spirit of "People know - People discuss - People do - People inspect - People supervise - People benefit".
The Prime Minister suggested that localities build planning exhibition centers so that investors, people, and businesses can conveniently learn about and monitor planning implementation... "Priority should be given to beautiful and advantageous lands and locations for production and business, thereby creating jobs and livelihoods for people," said the Prime Minister.
According to the Prime Minister, in the current context of many difficulties and challenges, cadres and party members must uphold their sense of responsibility, devote time and effort to common work, act decisively, passionately and enthusiastically for common development, for the interests of the nation, people and people.
The Prime Minister gave an example of land clearance for projects, if there is only one household that has not left, the provincial secretary and chairman must also come to meet and have a dialogue on the basis of respecting the legitimate and legal rights and interests of the people.

Regarding specific tasks , the Prime Minister requested to urgently develop a Plan to implement regional planning, to be completed in the second quarter of 2024; focus on restructuring economic sectors, innovating the growth model towards modernization, prioritizing the development of industries and fields with strengths; prioritize investment in driving and key projects that have direct impacts on socio-economic development, have great spillover effects, have international, inter-regional and maritime connectivity; focus on training and developing human resources, attracting talents, promoting innovation and creativity (especially semiconductor human resources), researching and applying science and technology; promote administrative procedure reform, improve the investment and business environment; promote investment promotion, prepare well for key and important projects to effectively attract investors, especially strategic investors.
Regarding regional coordination activities, the Prime Minister requested to effectively implement specific mechanisms and policies in Resolution No. 106/2023/QH15 of the National Assembly and other mechanisms and policies issued by the Central Government, research, and promptly propose to competent authorities on specific institutions, mechanisms, and policies for the development of the Red River Delta and regional linkages; promote investment promotion activities, attract FDI, especially technology investors; promote PPP investment, especially in the development of regional and inter-regional transport infrastructure projects; promote linkage activities to synchronously develop the socio-economic infrastructure system, prioritizing transport; promote linkages of urban chains, supply chains, logistics, and high-quality services.

The Prime Minister requested central ministries and branches to coordinate with the Ministry of Planning and Investment in organizing the supervision and inspection of the implementation of regional planning; regularly review, review, learn from experience, supplement, and report to competent authorities to adjust the planning to suit the actual situation; coordinate, support effectively, and promptly remove difficulties for the region and the provinces and cities in the region to promote combined strength in implementing the planning.
