On the afternoon of September 13, Prime Minister Pham Minh Chinh inspected the scene of the fire that caused dozens of casualties on Khuong Ha Street, Thanh Xuan District, Hanoi; and also inspected the rescue work and visited and encouraged the victims being treated at Bach Mai Hospital, Hanoi.

Witnessing the scene after the fire, the Prime Minister requested the relevant agencies to strictly implement the issued telegram; commended the Fire Prevention and Fighting Police force for arriving immediately after receiving the information, promptly deploying fire fighting and overcoming the consequences; thanked the people in the area for actively participating in fire fighting, overcoming the consequences, rescuing and supporting the victims.

The Prime Minister reiterated that after the karaoke bar fires in Hanoi, fire prevention and firefighting management at these establishments has been tightened. Thanks to that, the fire safety situation at karaoke establishments has improved, however, it is extremely regrettable that such incidents still occurred.

The Head of Government requested to study and complete regulations and rules on fire prevention and fighting for mini apartments, densely populated areas but narrow roads, etc.; at the same time, strengthen propaganda and education for people on fire prevention and fighting, fire and explosion response skills, and escape skills when incidents occur. Along with that, strengthen the assurance of fire prevention and fighting equipment, inspection and supervision work, etc.

The Prime Minister hopes that people will strictly comply with regulations on fire prevention and fighting, and actively improve their response and escape skills in case of an incident.

After the fire broke out, Bach Mai Hospital received 26 victims, two of whom died on the way to the hospital. The hospital mobilized human resources, supplies, and equipment to actively treat the victims. Currently, most of the victims are showing good health progress, while four victims are still in critical condition.

Visiting the victims being treated at Bach Mai Hospital, Prime Minister Pham Minh Chinh inspected the emergency situation and kindly asked about the health of each victim. Praising the hospital's doctors for their efforts to treat the patients, the Prime Minister asked Bach Mai Hospital to continue its efforts, mobilize supplies and human resources to provide emergency treatment to the victims with all its capabilities to save lives, care for and restore the health of the victims.

Sharing his deepest sympathy with the victims, the Prime Minister hoped that the victims would calm down, rest assured, and make efforts to follow the treatment regimens prescribed by the Hospital. The health sector and relevant agencies will make every effort to implement the instructions and protect the lives and health of the people.

From this incident, the Prime Minister requested the health sector to urgently develop and widely disseminate to the people methods of self-aid and emergency care when health is affected by fire, in case the authorities cannot arrive in time to provide emergency care.

On the same morning, immediately after hearing the news of the fire, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 796/CD-TTg to visit and express his condolences to the relatives and families of the victims; directed ministries, branches and Hanoi city to urgently treat the victims and overcome the consequences of the fire; at the same time, investigate and clarify the cause; review and supplement regulations, and strengthen propaganda on fire prevention and fighting, especially in mini-apartments.
