Prime Minister Pham Minh Chinh requested to complete the project dossier to upgrade and expand the Ho Chi Minh City - Long Thanh - Dau Giay expressway from 4 lanes to 10 lanes in December to submit to the National Assembly.
On December 3, at a working session with central ministries, agencies and Dong Nai province after inspecting the progress of Long Thanh airport, Prime Minister Pham Minh Chinh directed to speed up the progress of traffic routes connecting Long Thanh airport, especially the project to upgrade and expand the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
At the meeting, a representative of the Vietnam Expressway Corporation (VEC) said that they are preparing a proposal to increase charter capital to VND38,000 billion so that the unit has the capacity to borrow VND10,500 billion to invest in expanding the Ho Chi Minh City - Long Thanh - Dau Giay expressway from 4 lanes to 10 lanes.

Prime Minister Pham Minh Chinh spent time dissecting the responsibility for the delay in expanding the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The head of the Government assigned Deputy Prime Minister Ho Duc Phoc to directly direct this content, report to the Prime Minister on the solution before December 15 and complete the documents for upgrading and expanding the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to the National Assembly in December.
Responding to the proposal of the Dong Nai Provincial People's Committee to build a tunnel across the Dong Nai River to replace the Cat Lat Bridge project in order to reduce land clearance costs and create beauty for both Dong Nai and Ho Chi Minh City, the Prime Minister agreed to the plan to build a tunnel across the river. The Prime Minister also requested the Dong Nai Provincial People's Committee to soon implement the development plan of Long Thanh City as an airport city.

The Prime Minister also assigned the Ministry of Transport to review and study transportation options connecting the new airport, such as metro, subway, high-speed railway connecting Long Thanh, Bien Hoa, and Tan Son Nhat airports. On this occasion, the Prime Minister directed the launch of a 400-day and night peak competition at the construction site, bringing the project to the finish line by December 31, 2025.
