On the morning of January 21 (local time), Prime Minister Pham Minh Chinh visited the National Institute for Informatics Research and Development (ICI) of Romania.
ICI was established in 1970, has many positive contributions to innovation, with about 250 research experts, who are change-loving, accepting challenges to bring benefits to people, and enhancing international cooperation. ICI has a favorable position to coordinate between the Government, academia, and agencies to develop this field.
The mission of the Institute is to promote research and innovation for better development. The Institute is the agency that established the Internet in Romania, built data centers, cloud computing projects for state facilities, built supercomputers, established a cyber diplomacy center, pioneered the development of block chain technology, established a mobile data recovery center; built a virtual exchange...
ICI General Director Adrian Victor Vevera said that the relationship between the two countries, built on trust, has created great opportunities for rapid and sustainable development for both countries through innovation. Vietnam and Romania also have similarities and strengths to mark their position in the world.
Prime Minister Pham Minh Chinh greeted everyone in Romanian. He then noted that the relationship between the two countries over the past 70 years has had ups and downs, as well as breakthroughs. He said that many Vietnamese people studying in Romania have grown up to become professors, doctors, ministers, and managers in the construction and information technology sectors.
He recalled that when promoting the free trade agreement between Vietnam and the EU, Romania played a decisive role in convincing EU countries to approve this agreement. Romania was also one of the first countries to ratify the Investment Protection Agreement between Vietnam and the EU. Two-way trade turnover between Vietnam and the EU has increased 2-3 times in recent years, including the Covid-19 pandemic. In 2022, Vietnam's export turnover reached 735 billion USD, nearly double the country's growth. This figure in 2023 is nearly 700 billion USD, despite many difficulties.
The Prime Minister suggested that the two sides discuss cooperation in information technology and AI, as Romania has the ICI Research Institute and Vietnam has the National Innovation Center. According to the Prime Minister, this will be a new growth engine to help Vietnam and Romania develop quickly and sustainably.
Suggesting some issues, the Prime Minister said that the biggest obstacle between the two sides at present is geographical distance, but information technology and AI will remove this obstacle by working indirectly instead of directly. The Prime Minister emphasized the view that "cooperation in information technology is limitless".
