Today, July 15, the Government held the eighth online conference of the Government's Steering Committee for Administrative Reform (SCAR) with localities to evaluate the results of administrative reform in the first 6 months of the year and deploy tasks of administrative reform in the last 6 months of 2024.

In the first 6 months of 2024, the Government and the Prime Minister have issued many documents with close and drastic instructions to remove bottlenecks in organizing and implementing administrative reform work, ensuring the successful implementation of tasks, solutions and the motto of 2024 is "Discipline, responsibility; proactive and timely; accelerated innovation; sustainable efficiency".
To date, central ministries and branches have completed 400/991 administrative reform tasks, reaching 40.36%; People's Committees of provinces and cities have completed 1,237/3,009 administrative reform tasks, reaching 44%.
The highlight is that ministries and branches have cut and simplified 168 business regulations to facilitate people and businesses in administrative transactions. The Government's advisory board and the Central Steering Committee on salary policy reform reported to the Politburo and the National Assembly for consideration and decision on implementation according to a suitable, step-by-step, certain, feasible and effective roadmap; fully implementing the contents of salary reform in the enterprise sector and 4/6 contents of salary reform in the public sector, 2/6 contents of adjusting the basic salary by 30% (from VND 1,800,000 to VND 2,340,000/month) and guiding the implementation of the bonus mechanism of 10% of the total basic salary of agencies and units to be implemented from July 1, 2024.
The disbursement of public investment capital continues to receive strong direction from the Government, the Prime Minister, ministries, branches and localities. The construction and development of e-government and digital government have achieved positive results and become practical. The rate of administrative procedures provided in the form of online public services reached 81%; online public services provided in the form of full-process online public services reached 48%.
With the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses, the review and handling of difficulties and problems in administrative reform have been actively implemented, contributing to promoting administrative reform, improving the business environment, many indicators of Vietnam have been upgraded compared to other countries in the world. The business environment ranking increased by 12 places, ranked 106th in the world economic freedom index, up 4 places compared to 2022; ranked 46th out of 132 countries and economies in the global innovation index, up 2 places compared to 2022.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung said that in the first 6 months of 2024, Quang Tri province has strengthened the direction and administration of administrative reform, achieving positive results, especially in reforming the civil service regime. According to the announcement of the results of administrative reform in 2023, Quang Tri province's indicators have improved in terms of scores and rankings among provinces and cities, such as: PAR INDES index increased by 11 ranks; SIPAS index increased by 2 ranks; PAPI index increased by 11 ranks compared to 2022.
Identifying administrative reform, especially civil service reform, as one of the important tasks, in recent times, Quang Tri province has resolutely rearranged and reorganized agencies and units, established 2 units at the department and center levels; cut 30/143 specialized departments under departments and branches, accounting for 20.9%; reduced 3/16 branches, accounting for 18% and 16/72 specialized departments under branches, accounting for 22.2%, thereby reducing the number of focal points and troubles for people and businesses.
With the viewpoint of having clear responsibilities and tasks in carrying out political tasks, Quang Tri province has approved and adjusted job positions to reach 100% according to the Government's requirements. The management and use of cadres, civil servants and public employees in the province are strictly implemented, enhancing public service ethics and responsibility, creating an open environment for development.
To continue to promote the good implementation of administrative reform in the coming time, Chairman of the Provincial People's Committee Vo Van Hung requested the Government, the Prime Minister and central ministries and branches to direct the completion of the database, synchronize and connect the database to implement uniformly from top to bottom and from bottom to top, especially information, remove difficulties and obstacles for people and businesses. Complete and provide timely legal guidance on a number of administrative procedures, especially new laws that are about to take effect, for effective implementation in practice.
Concluding the conference, Prime Minister Pham Minh Chinh pointed out 5 shortcomings, limitations, and causes of obstacles in administrative reform work in recent times, especially the fear of taking responsibility and fear of making mistakes in the process of implementing work, thereby requiring high determination, great efforts, drastic actions, clear assignment of responsibilities, strengthening inspection and supervision in the performance of public duties, and completing assigned tasks well.
With the viewpoint of taking people and businesses as the center of administrative reform, it is necessary to strengthen dialogue and handle problems arising in practice, contributing to strengthening trust, creating consensus and excitement in society, and keeping the fire burning for the country's development.
Accordingly, to make administrative reform more effective, the Prime Minister proposed to implement "5 promotions":
Step up the review of bottlenecks in policies, institutions and regulations, thereby creating openness and contributing to mobilizing domestic and foreign social resources for development.
Promote dialogue, sharing, and handling of difficulties and problems for people and businesses, expanding production, business, and livelihoods for people.
Promote civil service reform, strengthen discipline and administrative discipline, fight corruption, negativity, waste and harassment of the people.
Promote digital transformation, build digital government, digital society, digital citizens, digitize databases, digitize records, contribute to improving the effectiveness of digital transformation of agencies, units and localities.
Promote cashless payments in financial spending, creating favorable conditions for financial transactions of people and businesses.
Ministries, branches and localities closely follow the 6 contents of administrative reform work and assigned tasks, strengthen supervision, decentralization, delegation of authority, creativity and flexibility to promote administrative reform tasks. In the immediate future, focus on completing the allocation of public investment capital in July 2024, creating momentum for growth and promoting domestic consumption. Focus on arranging administrative units at district and commune levels, striving to complete in September 2024, stabilizing the organizational apparatus to move towards party congresses at all levels in 2025.
