On the afternoon of February 2, the Government's Steering Committee for Administrative Reform held its 7th meeting to evaluate the results of administrative reform in 2023 and discuss directions and tasks for administrative reform in 2024. Prime Minister Pham Minh Chinh - Head of the Steering Committee chaired the meeting.
At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired. Attending were members of the Provincial Administrative Reform Steering Committee; leaders of departments, branches, Vinh City, Hung Nguyen, Nam Dan, Nghi Loc.

ADMINISTRATIVE REFORM IS INCREASINGLY STRONGER AND MORE EFFECTIVE
In 2023, with the motto "Solidarity, discipline, flexibility, innovation, timeliness and efficiency", the Government and the Prime Minister have closely and resolutely directed, creating momentum and strong changes in the organization and implementation of administrative reform work of the entire administrative system and achieved many important results in all aspects.
The focus is on building and perfecting institutions, reforming administrative procedures, digital transformation; improving administrative discipline and order; removing institutional and administrative procedure bottlenecks that are hindering socio-economic recovery and development.
The work of building and perfecting laws continues to have positive changes; many bottlenecks in mechanisms and policies have been removed, creating openness and timely support for the recovery of production and business activities of people and enterprises.

Administrative procedure reform has been focused on and has many good models. The Prime Minister has approved a plan to cut and simplify 144 business regulations under the management of 5 ministries and agencies. Ministries and agencies have cut and simplified 628 business regulations in 53 legal documents.
The arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system continue to have clear changes. According to statistics, the total number of people reduced in payroll from 2015 to December 15, 2023 is 84,140.
The improvement of institutions on management and use of cadres, civil servants and public employees, and the strengthening of administrative discipline and order have had many positive changes. The Prime Minister has directed ministries, branches and localities to implement the construction and development of e-Government and digital Government synchronously and drastically, with many good results and models.

In 2023, the rate of online records of ministries and branches will reach 30.4% (1.4 times higher than in 2022); localities will reach 37.4% (3.7 times higher than in 2022). The rate of online payment on the National Public Service Portal of ministries and branches will reach 45.22% and localities will reach 26.86%.
Ministries, branches and localities have deployed 81% of administrative procedures as online public services, of which 48.5% of administrative procedures are deployed as full-process online public services.
INVESTMENT IN ADMINISTRATIVE REFORM IS INVESTMENT IN DEVELOPMENT
At the meeting, ministries, branches and localities focused on reporting, analyzing and evaluating the reasons for achieving the results, as well as the shortcomings and limitations, and proposing and recommending solutions to improve the effectiveness of administrative reform activities in 2024.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized and clarified the results achieved in administrative reform work; thereby acknowledging and praising the efforts of ministries, branches and localities in 2023.
In addition to the achieved results, the Prime Minister said that mechanisms, policies and laws in some areas are still overlapping and contradictory; administrative procedure reform is still limited and entangled; there is still a situation where a number of cadres and civil servants avoid, push things away, are afraid of mistakes and responsibilities; public administration reform is not very effective; building e-government still faces many challenges...
The reason is that the leadership and direction of administrative reform in some places is still limited and not drastic; leaders are not decisive; coordination is still not close and efficiency is not high; some mechanisms, policies and resources are still limited.

Emphasizing the tasks in the coming time, Prime Minister Pham Minh Chinh said that the requirements are high, the tasks are many, the people's desires are growing, while time is limited, and facilities are inadequate. Therefore, promoting administrative reform must take people and businesses as the center and the subject; investing in administrative reform is investing in development.
In administrative reform, it is necessary to remove legal obstacles for production and business; administrative procedure reform focuses on simplification, increasing decentralization, delegation of authority, and reducing input costs for people and businesses.
Reforming the administrative apparatus to be streamlined, effective and efficient; reforming the civil service system is to strengthen discipline, administrative discipline, build office culture, ethics, and responsibility of civil servants.

Public finance reform focuses on increasing revenue, reducing regular expenditure, fighting negativity and corruption, restructuring and increasing development investment expenditure; building and developing e-Government and digital Government must promote the application of digital transformation, building digital government and digital citizens, promoting activities in cyberspace, focusing on Project 06.
At the meeting, the Prime Minister requested ministries, sectors and localities to accelerate and make breakthroughs, effectively implement administrative reforms, and promote the successful implementation of set goals and tasks. Members of the Steering Committee, all levels and sectors need to be highly determined, make great efforts to promote spirit, responsibility, and focus on key leadership to achieve the set goals and plans.
