The Prime Minister agreed to allocate an additional 234 billion VND to implement the Ban Mong Reservoir Project, Nghe An.

Accordingly, the Prime Minister assigned the Ministry of Agriculture and Rural Development to be responsible for reviewing and balancing within the total capital source of the medium-term public investment plan for the period 2021 - 2025 that has been assigned, and arranging enough capital of VND 234 billion to complete the project on schedule in 2025.

The Ban Mong Reservoir Project Phase 1 has a total estimated investment of VND 5,552 trillion (excluding capital from enterprises investing in the hydropower component) allocated from the State budget managed by the Ministry of Agriculture and Rural Development.

Of which, the capital for the 2010-2020 period is 3,496 trillion VND that has been implemented; the capital for the 2021-2025 period is 2,056 trillion VND, of which 1,822 trillion VND has been allocated in 2021 according to the Prime Minister's Decision; there is still a shortage of 234 billion VND. Thus, with Decision 1248/QD-TTg, the Prime Minister has assigned to supplement the above missing capital.

Ban Mong Reservoir Project Phase 1 has a capacity of 225 million m3 , 8 water pumping stations along Hieu River and a 45MW hydropower plant.

The project's objective is to provide irrigation water for 18,858 hectares along the Hieu River, of which 4,551 hectares are self-flowing and the rest are dynamically irrigated; to provide water for the Ca River in the dry season at about 22m3 /s; to combine power generation with irrigation; to provide water for industry, people's lives and livestock; to raise aquatic products and improve the environment; and to partially reduce floods for the downstream of the Hieu River.

The project's headworks and reservoir are located in Nghia Dan, Quy Chau, Quy Hop districts (Nghe An) and Nhu Xuan district (Thanh Hoa); in which the headworks are located in Yen Hop commune, Quy Hop district.

In July 2022, during a working trip to Nghe An, Prime Minister Pham Minh Chinh directly inspected the headworks of the Ban Mong Reservoir Project in Yen Hop commune, Quy Hop district.

Then, in the Conclusion Notice No. 244/TB-VPCP dated August 11, 2022 at the working session with the leaders of Nghe An province, Prime Minister Pham Minh Chinh pointed out: Regarding the adjustment to increase the total investment of Phase 1 of the Ban Mong Reservoir Project, the Ministry of Planning and Investment is assigned to preside over and coordinate with the Ministry of Justice, the Ministry of Agriculture and Rural Development, the Ministry of Construction and relevant agencies to urgently review the legal basis, authority and actual needs to handle similar projects, agree on appropriate plans, and report to competent authorities.

Regarding the investment policy of the Project Phase 2, the Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with the People's Committee of Nghe An province and relevant ministries and agencies to update data, carefully review the scale and economic efficiency of the Project; on that basis, synthesize and report to the Prime Minister.
