Strengthening the implementation of the Law on Road Traffic Order and Safety

Law on Road Traffic Order and Safety No. 36/2024/QH15 (hereinafter referred to as the Law) was passed by the 15th National Assembly at the 7th Session on June 27, 2024, effective from January 1, 2025 with many new contents.

After 3 months of implementing the Law and its guiding documents, with the consensus and support of the people, the situation of order and road traffic safety has achieved positive results, traffic accidents and traffic jams have been controlled; the awareness of traffic participants, especially in big cities, has been raised, initially forming a civilized and modern traffic culture.

However, in the initial period of applying and implementing the Law, in addition to the people's agreement with tightening discipline and laws on traffic safety, there are still some opposing subjects and political opportunists who provide false information about the provisions of the Law, creating conflicting public opinions about the provisions of the Law such as: Regulations on continuous driving time, issuance and renewal of driving licenses; increasing administrative penalties for violations of road traffic order and safety for some acts identified as the main causes of traffic accidents...; deducting points and restoring driving license points.

With the highest goal and requirement of ensuring the safety of people's lives and health, establishing order and discipline in compliance with traffic laws; building self-awareness and civilized behavior of people when participating in traffic, gradually forming a civilized and modern traffic culture among the people, minimizing traffic accidents; overcoming traffic congestion, the Prime Minister requested ministries, branches, sectors, and Chairmen of People's Committees of provinces and centrally-run cities to direct the implementation of tasks and solutions.

Ensuring people's security and safety must be put "first and foremost"

Specifically, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally-run cities to continue to deploy and implement the Law on Road Traffic Order and Safety and guiding documents to form the habit of obeying traffic laws among the people, identifying this as an important task that needs to be implemented seriously, resolutely, persistently, regularly and continuously; not to reduce the determination of a group of political opportunists and opponents to the set goals and requirements of reducing damage to people's lives and health, identifying that ensuring people's security and safety must be put "first and foremost". The People's Public Security force is the core, advising Party committees and local authorities to join in and support the implementation of the Law on Road Traffic Order and Safety and Decree No. 168/2024/ND-CP dated December 26, 2025 of the Government.

The Ministry of Public Security coordinates with ministries and branches to research and review the legal corridor related to ensuring traffic order and safety to advise on amendments and supplements to remove difficulties and obstacles in the implementation process towards enhancing the application of information technology, digital transformation, cutting administrative procedures, and creating maximum convenience for people and businesses.

The Ministry of Public Security directs the Traffic Police force to organize patrols, control, command, and direct traffic and strictly handle violations of traffic order and safety that are the main causes of serious traffic accidents, especially violations of the law on oversized vehicles, overloaded vehicles, tracked vehicles, and vehicles transporting oversized and overweight goods on the road; manage and operate the system of technical equipment for checking the load of motor vehicles to handle violations according to authority.

Organize the deduction and restoration of driving license points to raise people's awareness of complying with legal regulations on traffic order and safety.

Investigate and strictly handle violations of the law related to traffic and transportation activities such as: Production, purchase, sale, use of fake documents of vehicles and drivers; violations of construction, repair, maintenance of traffic infrastructure; negative acts, violations of the law in state management and law enforcement on ensuring traffic order and safety.

Research on applying artificial intelligence to data management of journey monitoring devices

The Ministry of Public Security coordinates with ministries and branches to connect and share data on traffic order and safety between the Ministry of Public Security and relevant ministries and branches to ensure synchronization, unification, and digitalization of data; change the method of operation from manual to electronic environment, manage the activities of functional forces, promote the provision of public services to serve people and businesses, and ensure effective and efficient state management activities.

Applying science and technology, promoting administrative reform in the fields of granting, re-granting, revoking driving licenses, vehicle registration, auctioning license plates, granting licenses to use signal transmitters for priority vehicles, handling administrative violations in a timely manner, creating maximum convenience for people and businesses.

Research on the application of artificial intelligence in the management of journey monitoring device data, driver image recording device data for transport business vehicles, vehicle load control project data to promptly detect, warn, and handle violations in real time.

Coordinate with media agencies to promote the main contents of the Law and documents guiding its implementation, focusing on providing guidance on traffic participation skills, compliance with traffic rules, and regulations for children when participating in traffic. Coordinate with the education and training sector to organize guidance on safe motorbike driving skills for students.

Promptly fix and repair damaged and unreasonable traffic lights.

The Ministry of Public Security directs the Public Security of units and localities to receive, manage and operate the traffic light system, coordinate with units of the Ministry of Construction to promptly fix and repair damaged and unreasonable traffic lights so that traffic participants can easily identify and comply.

The Ministry of Construction accelerates the progress of traffic infrastructure projects, especially key projects, and directs functional units to have solutions to ensure safety for traffic participants during the construction, renovation, and repair of traffic infrastructure. Focus on reviewing, fixing, and organizing road signaling systems, installing additional guidance signs, marking lanes, road sections, etc.; repairing and fixing traffic light systems.

Strengthening control of passenger and freight transport activities

The Ministry of Construction strengthens control over passenger and freight transport activities at departure points and bus stations, strictly manages and resolutely revokes licenses and transport badges for businesses and individuals who violate traffic laws. Directs inspection units to standardize equipment for recording images of preschool children and students and equipment with warning functions to prevent children from being left behind on commercial vehicles transporting preschool children and students, and commercial vehicles transporting children and students in combination with activities of picking up and dropping off preschool children and students.

Direct the Vietnam Road Administration to request organizations and individuals investing, managing and exploiting vehicle load control works to connect and share weighing data from vehicle load control works with the Traffic Command Center, Traffic Police units managing routes and areas (where vehicle load control works are installed) and relevant management agencies to serve the handling of violations according to their authority. Organize emission inspections for motorbikes and mopeds according to the roadmap, in accordance with the provisions of law.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Public Security and relevant ministries and ministerial-level agencies to urgently develop teaching programs, documents, organize activities to teach legal knowledge and manage compliance with laws on road traffic order and safety at educational institutions. Direct management agencies of high schools and vocational training institutions to prepare facilities and motorbikes to coordinate with the Traffic Police force to organize instruction on safe motorbike driving skills for students according to regulations.

Determined to form civilized and modern traffic habits among the people

People's Committees of provinces and centrally run cities shall, based on the contents and tasks of this Directive, issue plans to specify tasks and solutions appropriate to the characteristics of the situation, requirements and tasks in the locality; clearly assign responsibilities to functional departments and branches.

Direct departments, branches, sectors, unions, and commune-level People's Committees to strengthen the dissemination to cadres, civil servants, public employees, and workers in their units and localities to fully understand and voluntarily comply with the Law on Road Traffic Order and Safety and its implementing documents; at the same time, coordinate with news agencies and newspapers to strongly and continuously carry out propaganda, dissemination, and education on laws on traffic order and safety in general and the Law on Road Traffic Order and Safety as well as its implementing documents in particular, focusing on propaganda on press information pages, social networks, and direct propaganda at agencies, enterprises, educational institutions, residential areas, and neighborhood groups...; the propaganda content must be in-depth, strongly impacting the psychology, awareness, and habits of traffic participants, determined to form civilized and modern traffic participation habits of the people.

The People's Committees of provinces and centrally-run cities direct functional units to strengthen patrols, control, and strictly handle violations of traffic order and safety; review and complete traffic infrastructure according to their authority, focusing on: Reviewing, fixing, and organizing reasonable road signaling systems (adding guidance signs; marking lines to divide lanes, road sections, etc., repairing and fixing traffic light systems); organizing overall traffic flow in cities and large urban areas, not allowing the situation of "solving this point, another point arises"; handling urban order, encroachment on roadsides, illegal parking causing traffic obstruction and congestion; implementing the task of regulating the time and scope of passenger transport by four-wheeled motorized vehicles and freight transport by four-wheeled motorized cargo vehicles in the locality.

Balancing local budgets and mobilizing other legal resources to invest in building an intelligent traffic control center, installing surveillance cameras, handling violations on key national highways, arterial traffic routes and gateways to localities, connecting with the Ministry of Public Security's traffic command center to effectively serve the work of ensuring traffic order and safety.

The Prime Minister requested the Supreme People's Court and the Supreme People's Procuracy to strengthen coordination with the Ministry of Public Security in investigating, prosecuting and trying traffic accidents, especially those with very serious and extremely serious consequences.
