The telegram stated: In recent days, due to the influence of strong cold air, the whole North has experienced severe cold, with frost appearing in high mountainous areas, affecting people's health and agricultural production.
According to the National Center for Hydro-Meteorological Forecasting, this is the strongest cold air mass of the winter of 2023-2024.
During this cold spell, in the North, the lowest temperature is likely to be from 3-6 degrees Celsius, in mountainous areas below 0 degrees Celsius; in the North Central region, it is commonly from 9-11 degrees Celsius; in the Central Central region, it is from 12-15 degrees Celsius.
In addition, the sea areas in the East Sea have strong northeast winds of level 6-7, some places level 8, gusting to level 9; rough seas. The rough sea conditions will last for many days.
To proactively respond to severe cold and frost on agricultural production, protect people's health, and minimize damage to production and business, especially agricultural production, the Prime Minister requested to continue to seriously implement Official Dispatch 1404/CD-TTg dated December 24, 2023 on proactively preventing and combating severe cold and frost, focusing on the following specific tasks:
1. Chairman of People's Committee of provinces and centrally-run cities:
- Proactively propagate and guide people to implement measures to prevent and combat cold and extreme weather to ensure health and safety for people, especially the elderly, children and the disadvantaged...
- Focus on directing and synchronously implementing measures to prevent and combat hunger, cold, and diseases in crops, livestock, and aquatic products to minimize damage to production and business, especially agricultural production.
- Direct local authorities to closely monitor, update weather developments and notify and guide people to proactively implement measures to prevent and combat cold, ensure safety for people, and limit damage to agricultural production.
2. The Ministry of Agriculture and Rural Development focuses on directing and closely monitoring weather developments, guiding localities to implement cold and disease prevention for livestock, poultry, aquatic products and crops; develop and guide the Winter-Spring crop production plan, and crop structure suitable to weather conditions.
3. The Ministry of Health shall coordinate with the media to disseminate knowledge, guide and advise people to take effective measures to prevent and combat the cold, ensure health safety, avoid the risk of gas poisoning when burning coal and firewood for heating in closed rooms; direct the grassroots medical force to ensure the necessary amount of medicine, organize medical examination and treatment for people, especially during the Lunar New Year.
4. The Ministry of Natural Resources and Environment directs close monitoring, forecasting, warning, and providing timely information on weather conditions, severe cold, and frost so that authorities and media agencies can convey to the people and proactively deploy effective response measures to severe cold, frost, and frost.
5. The Ministry of Information and Communications directs central and local press agencies to increase the frequency and duration of weather forecast bulletins; promote propaganda and dissemination of knowledge on hunger, cold, and disease prevention for livestock, aquatic products, and crops to authorities and people.
6. Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Portal and central and local news agencies and newspapers regularly update information on developments of severe cold and strong winds at sea on mass media so that people know and proactively take precautions.
